Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) กระบวนการประชาสัมพันธ์โรงเรียนทางเลือกแบบผสมผสาน (2) ปัญหาและแนวทางการแก้ไขการประชาสัมพันธ์โรงเรียนทางเลือกแบบผสมผสานและ (3) ความคิดเห็นของผู้ปกครองต่อการประชาสัมพันธ์โรงเรียนทางเลือกแบบผสมผสานการศึกษาค้นคว้าอิสระนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างได้จากการเลือกแบบเจาะจงโดยกลุ่มตัวอย่างมี 2 กลุ่มคือ (1) กลุ่มบุคคลที่มีหน้าที่ควบคุมและดูแลรับผิดชอบงานประชาสัมพันธ์โดยตรงของโรงเรียนทางเลือกแบบผสมผสาน ใช้วิธีการสัมภาษณ์แบบเจาะลึก (2) กลุ่มผู้ปกครองของโรงเรียนทางเลือกแบบผสมผสาน ใช้การสัมภาษณ์แบบสนทนากลุ่ม การวิเคราะห์ข้อมูลใช้การวิเคราะห์เชิงพรรณนา ผลการศึกษาค้นคว้าอิสระพบว่า (1)กระบวนการประชาสัมพันธ์ของโรงเรียนทางเลือกแบบผสมผสาน ประกอบด้วย 4 ขั้นตอนคือ 1) การวิจัย-รับฟัง2)วางแผน-การตัดสินใจ 3) การสื่อสาร 4) การประเมินผล ซึ่งแต่ละขั้นตอนพบว่าไม่สอดคล้องกับกระบวนการประชาสัมพันธ์ เนื่องจากข้อมูลการวางแผนเป็นการรับนโยบายหลักจากผู้อำนวยการและตรวจสอบจากผลสะท้อนกลับจากผู้ปกครองแบบไม่เป็นทางการ (2) ปัญหาและแนวทางการแก้ไขการประชาสัมพันธ์โรงเรียน ได้แก่ 1) ด้านบุคลากรที่มีอัตรากำลังไม่เพียงพอทำให้งานด้านข่าวประชาสัมพันธ์ล่าช้า แนวทางการแก้ไขคือการรณรงค์ให้ครูแต่ละช่วงชั้นเขียนและส่งข่าวให้กับส่วนสื่อสารองค์กร 2) ด้านงบประมาณ ไม่ได้กำหนดงบประมาณไว้อย่างแน่นอนแต่เป็นการพิจารณาตามรายกิจกรรม แนวทางการแก้ไขคือส่วนสื่อสารองค์กรควรนำปฏิทินการศึกษามาใช้ร่วมในการวางแผนประชาสัมพันธ์เพื่อให้คาดการณ์งบประมาณได้ 3) ด้านวัสดุอุปกรณ์ได้แก่ สื่อประชาสัมพันธ์ มีการผลิตสื่อล่าช้า รูปแบบยังไม่ตรงต่อความต้องการ แนวทางการแก้ไขคือการประชุมเพื่อทำความเข้าใจในการตรวจรูปแบบก่อนที่จะส่งพิมพ์ หรือการหาอุปกรณ์เทคนิคต่างๆที่จะช่วย 4) ด้านการจัดการ คือต้องบริหารภายใต้งบประมาณและด้านบุคลากรที่จำกัด แนวทางการแก้ไขคือต้องทำงานเป็นทีม ต้องมีความร่วมมือร่วมใจ ขณะเดียวกันต้องมีเป้าหมาย สามารถกำหนดให้ทุกฝ่ายปฏิบัติงานตามแผนการที่วางไว้ให้สามารถสนองความต้องการของกลุ่มเป้าหมายได้ และมีการแบ่งสัดส่วนความรับผิดชอบต่องานที่เหมาะสม 5) การประสานงานภายในหน่วยงานพบว่าครูและบุคลากรทางการศึกษาไม่ได้ให้ความสำคัญเต่อการดำเนินประชาสัมพันธ์โรงเรียน แนวทางการแก้ไขคือปรับทัศนคติให้เห็นความสำคัญของงานประชาสัมพันธ์ว่าสามารถลดหน้างานและสนับสนุนงานของตนเองและของช่วงชั้นโดยให้งานประสัมพันธ์โรงเรียนเป็นหน้าที่ของทุกคน (3) ความคิดเห็นของผู้ปกครองต่อการประชาสัมพันธ์ พบว่าส่วนสื่อสารองค์กรไม่ได้สำรวจความต้องการของผู้ปกครองภายในโรงเรียนทางเลือกแบบผสมผสาน ข้อมูลข่าวสารที่นำเสนอผ่านสื่อและช่องทางต่างๆจึงไม่ตรงต่อความต้องการของผู้ปกครองเท่าที่ควร แนวทางการแก้ไขคือให้รับฟังผู้ปกครองให้มากขึ้น
The objectives of this research were to study: (1) the public relations process of Plearn Pattana School, an integrated alternative school; (2) problems with the public relations process and recommendations for how to solve them; and (3) the opinions of parents of students at Plearn Pattana School about the school's public relations. This was a qualitative research. The sample population, chosen through purposive sampling, was divided into 2 groups. The first group was people directly responsible for controlling and managing public relations for Plearn Pattana School. Data were collected using a structured in-depth interview form. The second group was parents or guardians of students at Plearn Pattana School. Data were collected through a focus group discussion. Data were analyzed and synthesized through descriptive analysis in order to form recommendations for improving the public relations of integrated alternative schools. The results showed that: (1) There were 4 steps in Plearn Pattana School's public relations process: research/listening, planning/decision-making, communication, and evaluation. These steps are not compatible with the public relations process. The data for public relations planning came mainly from the director's policies and was tested by informal feedback from parents. (2) The problems with the public relations process can be analyzed in terms of management principles. In terms of man power, the people involved were the corporate communications manager, operations level personnel, and secretarial support staff. In terms of money, Plearn Pattana School did not set a specific public relations budget. In terms of material, the media used were newsletters, in-school television, bulletin boards, a suggestion box, and a website. As for management, the school's internal management was good to a certain extent within the constraints of the limited budget and limited personnel. For internal public relations, the teachers and other personnel did not place enough importance on public relations. (3) An analysis of the parents' opinions about Plearn Pattana School's public relations showed that the school's corporate communications department had not surveyed the needs and expectations of the parents, so the news and information provided to them through the media used by the school did not fully meet their needs. However, the parents were satisfied with the number of public relations messages and their diversity
