Abstract
การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อพัฒนาเกณฑ์การประเมินงานวิชาการในสถานศึกษาขั้นพื้นฐาน เขตพื้นที่การศึกษาราชบุรี เขต 1 และ 2 ประชากร คือ ผู้รับผิดชอบการดำเนินงานวิชาการของโรงเรียนในเขตพื้นที่การศึกษาราชบุรีเขต 1 และ 2 เลือกกลุ่มตัวอย่างแบบเจาะจงจำนวน 2 กลุ่ม กลุ่มที่ 1 เป็นผู้ให้ข้อมูลในการกำหนดกรอบแนวคิดเกี่ยวกับเกณฑ์การประเมินงานวิชาการ จำนวน 5 คน ได้แก่
ผู้อำนวยการฝ่ายวิชาการ 4 คน หัวหน้าฝ่ายวิชาการ 1 คน กลุ่มที่ 2 เป็นผู้พิจารณาความเหมาะสมและความเป็นไปได้ในการนำเกณฑ์ไปใช้ประเมินงานวิชาการ จำนวน 17 คนได้แก่ ผู้ช่วยผู้อำนวยการฝ่ายวิชาการ 11 คน หัวหน้าฝ่ายวิชาการ 1 คน หัวหน้างานทะเบียน-
- วัดผล 4 คน และหัวหน้าหมวดวิชา 1 คน เครื่องมือที่ใช้เก็บรวบรวมข้อมูลมี 3 ชุด ชุดแรกเป็นแบบสัมภาษณ์แบบมีโครงสร้าง มีเนื้อหาประกอบด้วยรายละเอียดของการปฏิบัติงานวิชาการ และเกณฑ์ที่ใช้ตัดสินความสำเร็จของงานทั้ง 5 ด้าน ใช้สัมภาษณ์กลุ่มตัวอย่างกลุ่มที่ 1 เครื่องมือ ชุดที่ 2 และ 3 เป็นแบบสอบถามแบบมาตรประเมินค่า 5 ระดับ สำหรับกลุ่มตัวอย่างกลุ่มที่ 2 ให้ความคิดเห็นใน
ด้านความเหมาะสมและความเป็นไปได้ของเกณฑ์ โดยเก็บข้อมูลความคิดเห็นจำนวน 2 รอบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัยพบว่าเกณฑ์การประเมินงานวิชาการในสถานศึกษาขั้นพื้นฐาน เขตพื้นที่
การศึกษาราชบุรี เขต 1 และ 2 ประกอบด้วยงาน 5 ด้าน จำนวน 46 ข้อ ดังนี้ ด้านการวางแผนงานวิชาการ 7 ข้อ ด้านการบริหารงานวิชาการ 9 ข้อ ด้านการจัดการเรียนการสอน 7 ข้อ ด้านการพัฒนาและส่งเสริมทางวิชาการ 13 ข้อ และด้านการวัดและประเมินผล 10 ข้อ
The purpose of this research was to develop academic evaluation criteria in basic education schools in Ratchaburi Educational Service Area, Zones 1 and 2 The population of the study were school teachers responsible for academic work in basic education schools in Ratchaburi Educational Service Area, Zones 1 and 2 . The sample was selected purposively and was divided into 2 groups, the first group comprised 4 school deputy directors on academic work and 1 head of academic unit. They provided information through interview to form the conceptual framework of evaluation criteria for academic work. The second group was composed of 11 school deputy directors on academic work, 1 head of academic unit, 4 heads of evaluation unit and 1 head of subject group. This group responded to the questionnaire developed in consequence from the information gathered from the first group. Data were analyzed by using the median and interquartile range. It was found that there were 5 dimensions of academic evaluation criteria with 46 items. The first dimension was academic plan with 7 items, the second was academic administration with 9 items, the third was learning management with 7 items, the fourth was academic development and support with 13 items and the fifth was measurement and evaluation with 10 items
