Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการจัดการการประชาสัมพันธ์องค์กรของเทศบาลนครสกลนครอําเภอเมือง จังหวัดสกลนคร เกี่ยวกับ 1) ประเด็นและเนื้อหาการประชาสัมพันธ์ 2) การผลิตและการเผยแพร่สื่อการประชาสัมพันธ์ และ 3) แนวทางการพัฒนาการจัดการการประชาสัมพันธ์ ผลการวิจัยพบว่า 1) ประเด็นและเนื้อหาการประชาสัมพันธ์ประกอบด้วย (1) ประเด็นด้านข่าวความเคลื่อนไหวของผู้นําองค์กรซึ่งมีเนื้อหาเกี่ยวกับการปฏิบัติ หน้าที่ตามนโยบาย ปัญหาการบรรเทาทุกข์ อุทกภัย ภัยพิบัติทางธรรมชาติ โรคติดต่อ การยกยองและการได้รับรางวัลเชิดชูเกียรติ การร่วมงานประเพณี วัฒนธรรมท้องถิ่น การลงตรวจเยี่ยมประชาชนประจําเดือน (2) ประเด็นด้านความรู้มีเนื้อหาเกี่ยวกับสุขภาพอนามัยและภัยใกล้ตัว ภัยพิบัติการเฝ้ าระวังภัยธรรมชาติการป้องกันภัย ประเพณีวัฒนธรรม ส่งเสริมการท่องเที่ยว การแจ้งสิทธิประโยชน์แก่ประชาชน (3) ประเด็นด้านผลการดําเนินงาน มีเนื้อหาเกี่ยวกับผลงานที่โดดเด่นจากการพัฒนาท้องถิ่นตามแผนและงบประมาณด้านโครงสร้างพื้นฐาน ด้านสิ่งแวดล้อม ด้านสังคม ด้านเศรษฐกิจ รวมทั้งผลงานที่โดดเด่นหรือรางวัลที่บุคคลหรือองค์กรได้รับ 2) การผลิตและการเผยแพร่สื่อการประชาสัมพันธ์ประกอบด้วย (1) เว็บไซต์ผลิตโดยทีมประชาสัมพันธ์มุ่งเน้นการเผยแพร่กิจกรรมขององค์กรรวมทั้งมีการเชื่อมโยงไปยังเว็บไซต์อื่นที่เกี่ยวข้อง (2) เฟซบุ๊กผลิตโดยทีมประชาสัมพันธ์มุ่งเน้นการเผยแพร่ข่าวสาร กิจกรรมของผู้นํารวมทั้งประกาศข่าวสารและความรู้แก่ประชาชนและใช้เป็นช่องทางในการแลกเปลี่ยนข้อมูล และการร้องทุกข์(3) แอปพลิเคชันไลน์จัดตั้งโดยทีมประชาสัมพันธ์ของเทศบาลมุ่งสื่อสารในกลุ่มผู้นําชุมชน (4) วิทยุกระจายเสียงผลิตรายการโดยทีมประชาสัมพันธ์มุ่งนําเสนอข่าวและความรู้ (5) เสียงตามสายผลิตโดยทีมอาสาประชาสัมพันธ์ชุมชนที่มีเทศบาลเป็นพี่เลี้ยงมุ่งนําเสนอข่าวและความรู้ (6) รถกระจายเสียงเคลื่อนที่ดําเนินการโดยทีมประชาสัมพันธ์มีการประกาศสดและเผยแพร่สปอตสําเร็จรูปมุ่งนําเสนอข่าวและความรู้ การแจ้งข่าวด่วน โดยเฉพาะในสถานการณ์ฉุกเฉิน ได้แก่การแจ้งเตือนประชาชน ให้ระมัดระวังเรื่องอัคคีภัย วาตภัย และอุทกภัย 3) แนวทางการพัฒนาการจัดการการประชาสัมพันธ์องค์กรของเทศบาลสกลนคร ประกอบด้วย (1) แนวทางการจัดการประเด็นและเนื้อหาต้องสํารวจความต้องการของประชาชนทุกช่วงวัย ต้องพัฒนาลักษณะเนื้อหาโพสต์ การให้นํ้าหนักเนื้อหาที่เป็นรูปภาพ ข้อความ ข้อความบนรูปภาพ แบนเนอร์โฆษณา คลิปวิดีโอ และการถ่ายทอดสด และนําเสนอตามประเด็นเนื้อหาช่วงสถานการณ์เหตุการณ์ปัจจุบันเป็นหลัก (2) แนวทางการจัดการผลิตและเผยแพร่ต้องยกระดับการออกแบบสารและผลิตสื่ออยางสร้างสรรค์ต้องคํานึงถึงผู้รับสารเป็นสําคัญ ต้องเพิ่มการผลิตคลิปสั้นและผลิตสปอตประชาสัมพันธ์ ส่วนการเผยแพร่ในเฟซบุ๊กต้องใช้เครื่องมือในการเผยแพร่ให้เข้าถึงผู้พบเห็นจํานวนมากครอบคลุมประชาชนในทุกกลุ่มทุกชุมชนรวมทั้งต้องเพิ่มจํานวนผู้มีส่วนร่วมให้มากยิ่งขึ้น
The objective of this research was to study the corperate public relations management of Sakon Nakhon Municipality in Mueang District, Sakon Nakhon Province in terms of 1) the key messages and content of public relations materials; 2) production and dissemination of public relations media; and 3) approaches for developing corporate public relations management. This was a qualitative research based on in-depth interviews. The eighteen key informants were chosen through purposive sampling from among staffs directly involved with the public relations management of Sakon Nakhon Municipality. The data collection tool was a semi-structured in-depth interview form. Data were analyzed deductively to draw conclusions. The results showed that 1) the key messages and content of public relations materials were ( 1) news about the actions of the organizational leaders as they worked to fulfill the organization’s policies and address problems such as floods and other natural disasters and infectious diseases, and news about leaders receiving awards or recognition, participating in ceremonies and local cultural activities, and their visits to local residents every month; (2) knowledge for public information, including health topics, warnings, news about disasters and disaster warnings, ways to safeguard, local culture and traditions, tourism promotion and notifications about benefits citizens may be eligible for; and (3) the municipality’s work, progress and successes in local development projects within the municipality’s plans and budget, covering infrastructure, environmental projects, social projects, economic projects and any other noteworthy achievements or rewards. 2) Production and dissemination of public relations media consisted of (1) the website managed by the public relations team, which publishes mainly news about the municipality’s activities and provides links to related sites; ( 2) the Facebook page managed by the public relations team that focuses on news, leaders’ activities, and announcements, and it is used to exchange information and post grievances; (3) the Line group set up by the public relations team is mainly for communication among community leaders; (4) the radio program produced by the public relations team broadcasts news and information; ( 5) news and announcements broadcast through the public address system are produced by community public relations volunteers advised by the municipality; and (6) loudspeaker vehicles operated by the public relations team make live announcements as well as broadcasting recorded messages intended to inform the public and announce urgent news, especially during emergencies, such as warnings about fires, storms or floods. 3) approaches for developing corporate public relations management included (1) for selecting topics, the public relations team should survey the needs and interests of citizens of all age groups and put more emphasis on publishing photographs/graphics, short text messages, photos with text, banners, video clips, live streams and try to stay as up-to-date as possible; and (2) message design and media production should be creatively upgraded with the major consideration on the needs and interests of the message receivers. More short video clips and spots should be produced. For the Facebook page, tools should be employed to reach more viewers and people in every community and every group should be drawn in to participate
