การบริหารจัดการด้านการประสานงานของกรมกิจการพลเรือนทหาร กองบัญชาการทหารสูงสุด

Abstract

การศึกษาครั้งนี้มีวัตถุประสงคเพื่อศึกษาความคิดเห็นของกลุ่มตัวอย่างที่มีต่อการบริหารจัดการด้านการประสานงาน ปัญหา แนวทางการพัฒนา การเปรียบเทียบ และภาพรวมแนวโน้มการบริหารจัดการด้านการประสานงานของกรมกิจการพลเรือนทหาร กองบัญชาการทหารสูงสุด (กร.ทหาร) ทั้งนี้ได้นำ การบริหารกิจการบ้านเมืองที่ดี ซึ่งประกอบด้วย 6 หลัก ได้แก่หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบ และ หลักความคุ้มค่ามาเป็นกรอบแนวคิดในการศึกษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจโดยใช้แบบสอบถามที่ผ่านการทดสอบรวมทั้งการทดสอบความเที่ยงตรงและความเชื่อถือได้การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 กรกฎาคม 2549 - 28 กุมภาพันธ์ 2550 ได้จำนวน 878 คน คิดเป็นร้อยละ 85.0 ของกลุ่มตัวอย่างทั้งหมด (1,027 คน) สถิติที่ใซ้ คือ ค่าเฉลี่ย ค่าเที่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการศึกษาพบว่า กลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับปานกลาง ว่า (1) ขีดความสามารถในการบริหารจัดการ และการพัฒนาขีดความสามารถในการบริหารจัดการด้านการประสานงานของ กร.ทหาร สูง และ (2) ในภาพรวม ขีดความสามารถในการบริหารจัดการด้านการประสานงานของ กร.ทหารในปัจจุบันสูงกว่าในอดีต และสูงกว่าหน่วยงานอื่น ในส่วนของข้อเสนอแนะ กร.ทหาร ควรนำการบริหารกิจการเมืองบ้าน ที่ดีมาปรับใช้ในหน่วยงานอย่างต่อเนื่อง นอกจากนี้ กร.ทหาร ควรรับวิธีการหรือเทคนิคการบริหารจัดการสมัยใหม่ด้วย อาทิเศรษฐกิจพอเพียง และการบริหารจัดการโดยใช้แผนภูมิควบคุมที่เรียกว่า แก้นท์ ชาร์ท

The purposes of this study were to study opinions of samples on management administration in terms of coordinating, problems, procedures to development, comparison, and overview trend of the management administration in terms of coordinating of the Directorate of Joint Civil Affairs (DJCA), the Supreme Command Headquarters. The conceptual framework of the Good Governance, consisted of 6 principles: Rule of law, Ethics, Transparency, Participation, Responsibility, and Value for money was applied to this study. This study was survey research using questionnaires which passed pretest including checked for reliability and validity. The field data was collected between July 1, 2006-February 28, 2007, getting the amount of 878, equal to 85.0% of total samples (1,027). Statistics used were arithmetic mean, standard deviation, and t-test. The study results showed: the majority of the samples agreed at the medium level that (1) the management administration capabilities and the development of management administration capabilities in terms of coordinating of DJCA were high; and (2) the overview management administration capabilities in terms of coordinating of DJCA at present were higher than the past and higher than other offices. For suggestions: DJCA should continuously apply the Good Governance of 6 principles to its organization. In addition, DJCA should also accept methods or techniques of modem management administration, such as, Sufficiency Economy and Gantt Chart
