Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทของผู้ใหญ่บ้าน (ชาวอาข่า) ในการพัฒนาประชาธิปไตย (2) ศึกษาปัญหาอุปสรรคของผู้ใหญ่บ้าน (ชาวอาข่า) ในการพัฒนาประชาธิปไตย (3) เสนอแนะแนวทางการแก้ไขปัญหาของผู้ใหญ่บ้าน (ชาวอาข่า) ในการพัฒนาประชาธิปไตย การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างเลือกแบบเฉพาะเจาะจง จำนวน 14 คน ประกอบด้วย ข้าราชการส่วนภูมิภาค จำนวน 1 คน ผู้บริหารองค์กรปกครองส่วนท้องถิ่น จำนวน 2 คน ผู้นำท้องที่ จำนวน 4 คน คณะกรรมการหมู่บ้าน จำนวน 2 คน และประชาชน จำนวน 5 คน เครื่องมือวิจัยใช้แบบสัมภาษณ์และวิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงพรรณนา ผลการวิจัย (1) บทบาทของผู้ใหญ่บ้าน (ชาวอาข่า) ในการพัฒนาประชาธิปไตย พบว่า ผู้ใหญ่บ้านมีบทบาทในการพัฒนาประชาธิปไตย ดังนี้ 1.1 การสร้างวัฒนธรรมทางการเมืองแบบประชาธิปไตย 1.2 สร้างการมีส่วนร่วมทางการเมือง 1.3 การให้ความรู้, ส่งเสริมพัฒนาประชาธิปไตย (2) ปัญหาของผู้ใหญ่บ้าน (ชาวอาข่าในการพัฒนาประชาธิปไตย คือ การขับเคลื่อนสร้างทัศนคติความเชื่อทางการเมืองแบบประชาธิปไตยแก่ชุมชนของผู้ใหญ่บ้าน (ชาวอาข่า) ยังประสบปัญหา เพราะประชาชนมีความเชื่อว่าการเมืองเป็นเรื่องของผู้นำ ปัญหาด้านการมีส่วนร่วมในการบริหารหมู่บ้าน พบว่าการมีส่วนร่วมอยู่ในระดับต่ำ เนื่องจากประชาชนยังให้ความสำคัญกับเรื่องปากท้องมากกว่าการเข้ามามีส่วนร่วมในการบริหารหมู่บ้าน ปัญหาด้านความรู้ความเข้าใจในระบอบประชาธิปไตย พบว่า การศึกษาและวิถีชีวิตของชาวอาช่าเป็นอุปสรรคต่อการความรู้ความเข้าใจในระบอบประชาธิปไตย (3) แนวทางการแก้ไขปัญหาและพัฒนาศักยภาพของผู้ใหญ่บ้าน (ชาวอาข่า) ในการพัฒนาประชาธิปไตย คือ การปลูกฝังความรู้สึกนึกคิด จิตสำนึกในวิถีประชาธิปไตยให้แก่ประชาชนควรเริ่มจากการส่งเสริมให้ชุมชนมีการศึกษาเรียนรู้เพิ่มขึ้น การเปิดโอกาสให้ประชาชนแสดงความคิดเห็น การพิจารณาตัดสินใจ แก้ไขปัญหาและร่วมกันรับผิดชอบ โดยใช้การประชุมประจำเดือนและเวทีประชาคมหมู่บ้าน
The objectives of this research were (1) to study roles of village headmen (Akha) in democratic development, (2) to investigate the problems and obstacles of village headmen (Akha) in democratic development and (3) to propose solutions of village headmen (Akha) in democratic development problems. This research was a qualitative research. There were 14 purposive samples which consisted of 1 regional government officer; 2 local administrative organization administrators, 4 local leaders, 2 village committees and 5 related people. The research instruments were interviews and descriptive data analysis. This research found that (1) roles of village headmen (Akha) in democratic development were 1.1 building a democratic political culture, 1.2 building political participation and 1.3 educating as well as promoting democratic development. (2) The first problems of village headmen (Akha) in democratic development was driving the democratic political attitude to their community due to people believe that politics was a matter of a leader. The second problem was a low level of political participation. This is because people were more concerned with issue about making a living more than taking part in village administration. The third problem was lack of well understanding of democracy. This is because education and the way of life of Akha were obstacles to the understanding of democracy. (3) The solutions and developing potential of village headmen (Akha) in democratic development were to create awareness of democracy to people by promoting the education to the community. In addition, it is recommended that monthly meetings and village community stage should allow people to express their opinions, consideration, making decisions, solving problems and responsibility.
