ประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบล : กรณีศึกษาองค์การบริหารส่วนตำบล ในเขตอำเภออินทร์บุรี จังหวัดสิงห์บุรี

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบล ในการให้ความเห็นชอบแผนพัฒนาองค์การบริหารส่วนตำบล และการพิจารณาให้ความเห็นชอบร่างข้อบัญญัติองค์การบริหารส่วนตำบล รวมทั้งประสิทธิภาพในการควบคุมการปฏิบัติงานของนายกองค์การบริหารส่วนตำบล (2) ประสิทธิภาพด้านบุคลากรและการดำเนินงานของสภาองค์การบริหารส่วนตำบลที่มีความสัมพันธ์กับประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบล (3) ปัจจัยภายนอกที่มีอิทธิพลต่อการปฏิบัติหนัาที่ของสภาองค์การบริหารส่วนตำบล อันเป็นเหตุส่งผลกระทบต่อประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบล ผลการวิจัยพบว่า (1) ประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบลทั้งสามด้านตามวัตถุประสงค์การวิจัยอยู่ในระดับสูง (2) ประสิทธิภาพด้านบุคลากรและการ ดำเนินงานของสภาองค์การบริหารส่วนตำบลอยู่ในระดับสูงและมีความสัมพันธ์กับประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบลอย่างมีนัยสำคัญทางสถิติที่ระตับ 0.05 (3) ปัจจัยภายนอกที่มีอิทธิพลต่อการปฏิบัติหนัาที่ของสภาองค์การบริหารส่วนตำบลมีความสัมพันธ์กับประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหารส่วนตำบล และสถานภาพการศึกษาและอาชีพของกลุ่มตัวอย่างมีความสัมพันธ์กับประสิทธิภาพในด้านนิติบัญญัติของสภาองค์การบริหาร ส่วนตำบลอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

The objectives of this study were to examine (1) the legislative efficiency of the Sub- district Administrative Organization Council in approving the Sub-district Administrative Organization development plan and the draft regulation, and in supervising the Sub-district Administrative Organization President’s performance; (2) the personnel and work efficiency of the Sub-district Administrative Organization Council related to the legislative efficiency; and (3) the external factors influencing the performance of the Sub-district Administrative Organization Council that affects the legislative efficiency. The total sample was 210 people consisting of 200 members and 10 chairmen of Sub-district Administrative Organization Council, selected from 10 Sub-district Administrative Organizations in Inburi District, Singburi Province. The research instruments were questionnaires and interview forms. Data were statistically analyzed by using frequency, percentage, means, standard deviation, analysis of variance (one-way ANOVA), Chi square test, and content analysis. The research findings were as follows: (1) The legislative efficiency of the Sub- district Administrative Organization Council in three aspects according to the objectives was all at a high level. (2) The personnel and work efficiency of the Sub-district Administrative Organization Council was at a high level and was related to the legislative efficiency to a statistically significant degree at the level of 0.05. (3) The external factors influencing the performance of the Sub-district Administrative Organization Council were related to the legislative efficiency and the sample’s educational background and occupation were related to the legislative efficiency to a statistically significant degree at the level of 0.05.
