การเสริมสร้างสมรรถนะอาสาสมัครคุมประพฤติจังหวัดชัยนาท

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับสมรรถนะที่จำเป็นต่อการปฏิบัติงานของอาสาสมัครคุมประพฤติจังหวัดชัยนาท (2) ศึกษาระดับสมรรถนะการปฏิบัติงานของอาสาสมัครคุมประพฤติจังหวัดชัยนาท และ (3) เสนอแนะแนวทางในการเสริมสร้างสมรรถนะของอาสาสมัครคุมประพฤติจังหวัดชัยนาท การศึกษานี้เป็นการวิจัยแบบผสมวิธี ประชากรที่ศึกษาแบ่งเป็น 3 กลุ่ม คือ กลุ่มที่ 1 ใช้การศึกษาเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญเจาะจงตามหน้าที่ความรับผิดชอบที่เกี่ยวข้องโดยตรง ได้แก่ ผู้บริหาร หัวหน้ากลุ่มงาน และผู้ปฏิบัติงานในตำแหน่งพนักงานคุมประพฤติ จำนวน 13 คน ใช้วิธีการสนทนากลุ่มด้วยคำถามแบบมีโครงสร้าง วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ส่วนกลุ่มที่ 2 และกลุ่มที่ 3 ใช้การศึกษาเชิงปริมาณ ประชากรคือ อาสาสมัครคุมประพฤติจังหวัดชัยนาท กระทรวงยุติธรรม จำนวน 71 คน กำหนดขนาดกลุ่มตัวอย่างจากสูตรของทาโร ยามาเน่ ได้จำนวน 60 คน และกลุ่มที่ 3 คือ ผู้ถูกคุมประพฤติ 642 คน กำหนดขนาดกลุ่มตัวอย่างจากสูตรของทาโร ยามาเน่ ได้จำนวน 246 คน เครื่องมือที่ใช้คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ความถี่ ค่าเฉลี่ย ค่าร้อยละ และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) ระดับสมรรถนะที่จำเป็นต่อการปฏิบัติงานของอาสาสมัครคุมประพฤติจังหวัดชัยนาท ในภาพรวมอยู่ในระดับมากที่สุด (2) ระดับสมรรถนะการปฏิบัติงานของอาสาสมัครคุมประพฤติจังหวัดชัยนาท ในภาพรวมอยู่ในระดับมาก สมรรถนะที่ต้องการพัฒนาได้แก่ ทักษะเกี่ยวกับการใช้เทคโนโลยีและทักษะการปฏิบัติหน้าที่กับผู้กระทำผิดที่มีอาการผิดปกติทางจิตและ (3) ข้อเสนอแนะคือ ควรเสริมสร้างองค์ความรู้ที่เกี่ยวข้องกับการปฏิบัติงานที่สำคัญ เช่น ความรู้ด้านเทคโนโลยี ความรู้ด้านจิตวิทยาในการดูแลผู้กระทำความผิดในชุมชนและการให้คำปรึกษาควรจัดสรรงบประมาณเพื่อสนับสนุนการยกระดับผลการปฏิบัติงานของสำนักงานคุมประพฤติจังหวัดชัยนาทให้มีประสิทธิภาพยิ่งขึ้น

The objectives of this study were (1) to study level of compulsory competency for working of volunteer probation officers in Chainat province (2) to study level of competency for working of volunteer probation officers in Chainat province, and (3) to recommend competency enhancement guidelines of volunteer probation officers in Chainat province. This study used mixed method research methodology. The population was divided into 3 groups. The first group was qualitative research. The 13 major informants focused on the responsible officials who involved directly with volunteer probation officers in Chainat province such as the executive, head of section and probation officials. The method used focus group with structured discussion form. Data was analysis by content analysis. For Group 2 and 3 used quantitative research methodology. The population of Group 2 was 71 probation officers in Chainat province. Sample size determined by Taro Yamane formula and obtained 60 officials. The population of Group 3 was 642 probationers. Sample size determined by Taro Yamane formula and obtained 246 probationers. Research instrument was a questionnaire. Statistics for data analysis employed frequency, mean, percentage and standard deviation. The findings revealed that (1) an overview of level of compulsory competency for working of volunteer probation officers in Chainat province was at the highest level (2) an overview of level of competency for working of volunteer probation officers in Chainat province was at high level. An important competency that needed to develop was technology application skill and skill on working with psychopaths, and (3) recommendation were that there should enhance knowledge regarding important task such as digital technologyม psychology on community offenders and counselling. Apart of this, there should allocate budget to support the performance improvement of Probation Office in Chainat province.
