Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาประสิทธิภาพและประสิทธิผลของการบริหารงานจังหวัดแบบบูรณาการ ศึกษากรณีจังหวัดกาฬสินธุ์ (2) ศึกษาปัจจัยที่มีอิทธิพลต่อประสิทธิภาพและประสิทธิผลของการบริหารงานจังหวัดแบบบูรณาการของจังหวัดกาฬสินธุ์ (3) เพื่อเสนอแนะในการนำไปปรับปรุงแก้ไขแนวทางการบริหารงานจังหวัดแบบบูรณาการของจังหวัดกาฬสินธุ์ให้เกิดประสิทธิภาพและประสิทธิผลสูงสุดกลุ่มตัวอย่างคือข้าราชการส่วนกลางในจังหวัดกาฬสินธุ์จำนวน 164 คน ข้าราชการส่วนภูมิภาคในจังหวัดกาฬสินธุ์ จำนวน 160 คน และข้าราชการ/พนักงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ จำนวน 76 คน รวมทั้งสิ้น 400 คน เป็นการศึกษาวิจัยเชิงปริมาณ
โดยใช้เครื่องมือ คือ แบบสอบถาม ซึ่งแบบทดสอบมีค่าความเที่ยงเท่ากับ .918 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ รัอยละ ค่าเฉลี่ย ค่าคงที่ และค่าถดถอยผลการวิจัยพบว่า (1) ระดับประสิทธิภาพและประสิทธิผลของการบริหารงานจังหวัดแบบบูรณาการของจังหวัดกาฬสินธุ์อยู่ในระดับมากกว่า 3.5 อย่างมีนัยสำคัญที่ระดับ .05 (2) ปัจจัยสำคัญที่สามารถนำไปอธิบายประสิทธิภาพและประสิทธิผลของการบริหารงานจังหวัดแบบบูรณาการ คือ การมีส่วนร่วม การนำแผนยุทธศาสตร์ไปปฏิบัติ การติดต่อสื่อสารและการประสานงาน และทรัพยากร โดยสามารถอธิบายความผันแปรของประสิทธิภาพและประสิทธิผลได้ร้อยละ 55.3 (3) ข้อเสนอแนะในการนำไปปรับปรุงแก้ไขแนวทางการบริหารงานจังหวัดแบบบูรณาการที่สำคัญ ได้แก่ ควรมีการฝึกอบรมเชิงปฏิบัติการให้กับเจ้าหน้าที่ระดับปฏิบัติ ควรมีการฝึกอบรมและพัฒนาเจัาหน้าที่ให้มีความรู้ด้านเทคโนโลยี จัดทำคู่มือการบริหารงานจังหวัดแบบบูรณาการ และจัดทำวารสารเผยแพร่ผลงานให้ข้าราชการ องค์กรเอกชน ประชาชนรัฐวิสาหกิจได้ทราบถึงผลงานที่ผ่านมา และควรมีการติดตามและประเมินผลอย่างจริงจัง
The purposes of this research were to (1) study the efficiency and effectiveness of provincial administrative integration system a case study of Kalasin province (2) study the factors influencing the efficiency and effectiveness of provincial administration integration system of Kalasin province (3) suggest the recommendation to solve the problems in the provincial administration integration system of Kalasin province so to become more efficient and effective. Samples were 164 central civil servants, 160 regional officers and 76 local officers, in Kalasin province, totally 400 samples. The study was a quantitative research. The reliability scale of questionnaire used was .918. Statistics employed were percentage, mean, t-test and regression. The research result revealed that (1) the levels of efficiency and effectiveness of administration integration system were higher than 3.5 at .05 level of significance. (2) important factors that explained the efficiency and effectiveness of Kalasin administrative integration system were participation, strategy implementation, communication and coordination, and resources; which explained the variation of the efficiency and effectiveness of the system at 55.3% The researcher suggested that ะ workshop training should be arranged for operation officers, training and development in technology knowledge should be offered to the officers involved, handbook on provincial administrative integration system should be provided, documents on past performance of the province should be disseminated to civil servants, private organizations, local people, and state enterprises, and system performance should be seriously followed up and evaluated.
