Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ขั้นตอนสําหรับเป็นคู่มือในการดำเนินงานการบํารุงรักษาทวีผลแบบทุกคนมีส่วนร่วมตามหลักการของ Japan Institute of Plant Maintenance (TPM-JIPM) (2) การดำเนินงานกิจกรรม TPM-JIPM เสาที่ 3 การบำรุงรักษาเชิงวางแผน สําหรับคลังปิโตรเลียมนครสวรรค์ บริษัท ปตท. จํากัด (มหาชน) การศึกษาคร้ังน้ีเป็นการศึกษาเชิงพรรณนา โดยเก็บรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์ ผู้บริหารแผนกปฏิบัติการก๊าซ คลังปิโตรเลียมนครสวรรค์ จํานวน 1 คน และพนักงานของบริษัท ปตท. จํากัด (มหาชน) จํานวน 4 คน และข้อมูลทุติยภูมิจากการศึกษาค้นคว้าเอกสารทางวิชาการ แล้วนำมากำหนดขั้นตอน และกิจกรรม โดยจัดทำเป็นคู่มือการดำเนินงานการบำรุงรักษาทวีผลแบบทุกคนมีส่วนร่วม จากผลการศึกษาพบวา่ (1) คู่มือการดำเนินงาน TPM-JIPM มี 12 ขั้นตอน ดังนี้ 1) การประกาศนโยบายการนำกิจกรรม TPM มาดำเนินการของผู้บริหารระดับสูง 2) การให้การอบรมและการรณรงค์การนำกิจกรรม TPM มาดำเนินการ 3) การจัดตั้งโครงสร้างการบริหารเพื่อผลักดันกิจกรรม TPM 4) การกำหนดนโยบายพื้นฐานและเป้าหมายของกิจกรรม TPM 5) การจัดทำแผนแม่บทในการดำเนินกิจกรรม TPM 6) เริ่มนำมาดําเนินการ 7) การสร้างระบบเพื่อเพิ่มประสิทธิภาพของฝ่ายผลิต 8) การจดระบบการควบคุมดูแลขั้นต้นหรับผลิตภณฑัใหม่และเครื่องจักรใหม่ 9) การสร้างระบบการบำรุงรักษาคุณภาพ 10) การสร้างระบบเพื่อเพิ่มประสิทธิภาพฝ่ายงานบริหารที่ไม่เกี่ยวข้องกับการผลิตโดยตรง 11) การสร้างระบบการบริหารความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม 12) การดำเนินการ TPM อย่างสมบูรณ์และยกระดับ TPM (2) การดำเนินงาน กิจกรรม TPM-JIPM เสาที่ 3 การบำรุงรักษาเชิงวางแผน สําหรับคลังโตรเลียมนครสวรรค์บริษัท ปตท. จํากัด (มหาชน) มี 8 กิจกรรม ดังนี้ 1) การตั้งเป้าหมายของเสาการบำรุงรักษาเชิงวางแผนให้สอดคล้องกับเป้าหมายของ TPM 2) การแบ่งภาระหน้าที่ระหว่างพนักงานในระดับปฏิบัติการของฝ่ายผลิตและพนักงานในฝ่ายซ่อมบำรุงอย่างชัดเจน 3) การนำเทคโนโลยี การตรวจสอบเครื่องจักรอุปกรณ์ที่ทันสมัยและเหมาะสมเข้ามาใช้ 4) การทํามาตรฐานงานซ่อมบำรุงอย่างเป็นขั้นตอนและมีการวางแผนการซ่อมบำรุงให้กับเครื่องจักรอุปกรณ์ตามระยะเวลาที่เหมาะสม 5) การทำให้ปัญหาการหยุดชะงักะทันหันของเครื่องจักรลดลงอย่างเห็นได้ชัดและ มีการวิเคราะห์ สาเหตุเพื่อป้องกันปัญหา 6) การทำระบบควบคุม อะไหล่และอุปกรณ์สํารอง 7) การฝึกอบรมเทคโนโลยีการซ่อมบำรุงให้กับพนักงานฝ่ายซ่อมบำรุงเพื่อเพิ่มทักษะ ความชำนาญและมีการประเมินผล 8) การจัดทำงบประมาณให้สอดคล้องกับการดำเนินงาน
The purpose is to study (1) the steps for the manual of the TPM-JIPM Total Productive Management of JIPM (2) the activity of the 3rd pillar of TPM-JIPM plan maintenance for Nakon Sawan depot PTT Public Company Limited This study is a descriptive study collected primary data from interviews with 1 executive of gas operation section Nakon Sawan depot and 4 employees of PTT Public Company Limited and secondary data from the research, technical documents and then set the stages and activities by made to manual Total Productive Management Results showed that (1) the manual for the TPM-JIPM Total Productive Management of JIPM have 12 steps: 1) the TPM policy to implementation of the senior management 2) to provide training and promote the implementation of TPM activities 3) establish a management structure to drive the TPM activities 4) the basic policies and goals of TPM 5) the master plan of TPM activities 6) kick of meeting 7) create a system to increase the efficiency of production 8) controlling process for new products and new machinery 9) create a system for quality maintenance 10) create a system to increase the efficiency of the adminstration is not directly related to production 11) create a system to manage safety, health and environment 12) the implementation of TPM fully and leverage the TPM. (2) The activity of the 3rd pillar of TPM-JIPM plan maintenance for Nakon Sawan depot PTT Public Company Limited have 8 activities: 1) to set the goal of PM pillars and consistent with the goals of TPM 2) to devide the duties between employees in the operation of production division and employees in the maintenance division clearly 3) to use the advance technology for monitoring machinery 4) to set the procedure of standard maintenance and planning maintenance to the machinery on a timely basis 5) to reduce breakdown of machinery significantly and analysis of the causes to prevent problems 6) to control sparepart as well 7) maintenance technology training for maintenance staff to enhance skills and evaluation 8) to prepare the budget in accordance with the operation.
