ภาวะผู้นำการเปลี่ยนแปลงกับการบริหารยุทธศาสตร์ขององค์การบริหารส่วนตำบลในจังหวัดนครศรีธรรมราช

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) การดำเนินงานการบริหารยุทธศาสตร์ขององค์การบริหารส่วนตำบลในจังหวัดนครศรีธรรมราช (2) ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดนครศรีธรรมราช และ (3) ความสัมพันธ์การบริหารยุทธศาสตร์ขององค์การบริหารส่วนตำบลกับภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดนครศรีธรรมราช การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างจำนวน 364 คน ได้มาจากการคำนวณโดยใช้สูตรของ ทาโร่ ยามาเน่ จากประชากรที่บุคลากรขององค์การบริ หารส่วนตำบลในจังหวัดนครศรีธรรมราช จำนวน 4,092 คน โดยวิธีการสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าสหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า (1) การดำเนินงานการบริหารยุทธศาสตร์ขององค์กรการบริหารส่วนตำบลในจังหวัดนครศรีธรรมราช โดยภาพรวมและรายด้าน ได้แก่ ด้านการประเมินยุทธศาสตร์ ด้านการกำหนดยุทธศาสตร์ ด้านการวิเคราะห์สถานการณ์ และด้านการดำเนินยุทธศาสตร์ล้วนอยู่ในระดับมาก(2) ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดนครศรีธรรมราชโดยภาพรวมและรายด้านทั้ง 4 ด้าน ได้แก่ ด้านการกระตุ้นทางปัญญา ด้านการมีอิทธิพลเชิงอุดมการณ์ด้านการคำนึงถึงความเป็นปัจเจกชน และด้านการสร้างแรงบันดาลใจล้วนอยู่ในระดับมาก และ (3) ปัจจัยภาวะผู้นำการเปลี่ยนแปลงมีความสัมพันธ์ทางบวกกับการบริหารยุทธศาสตร์ขององค์การบริหารส่วนตำบลในจังหวัดนครศรีธรรมราช

The objectives of this study were to study (1) strategic management performance of Sub-district administrative organizations in Nakhon Si Thammarat Province, (2) transformational leadership of administrators of Sub-district administrative organizations in Nakhon Si Thammarat Province and (3) relationship between transformational leadership of administrators with strategic management performance in Nakhon Si Thammarat Province. This study was a quantitative research. Samples of 364 were obtained via Taro Yamane calculation from population of 4,092 officers of Sub-district administrative organizations in Nakhon Si Thammarat Province. Stratified random sampling method was applied. The research instrument was a questionnaire. Statistical tools used for data analysis were frequency, percentage, mean, standard deviation and Pearson correlation coefficient. The study results showed that; (1) strategy management performance of Subdistrict administrative organizations in Nakhon Si Thammarat Province, in the overall view and in 4 aspects which were strategy evaluation, strategy formulation, environment analysis and strategy implementation, were in high level (2) transformational leadership of administrators of Sub-district administrative organizations in Nakhon Si Thammarat Province, in the overall view and in 4 aspects which were intellectual stimulation, idealized influence, individualized consideration and inspiration motivation, were in high level and (3) the relationship between transformational leadership of administrators and strategic management performance of Sub-district administrative organizations in Nakhon Si Thammarat Province was positively correlated.
