Abstract
งานวิจัยนี้เป็นงานวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อศึกษา 1) สภาพข้อมูลพื้นฐานด้านสังคม เศรษฐกิจ ของสมาชิกกลุ่มผู้ใช้น้ำ หมู่ 5 ตำบลทับผึ้ง อำเภอศรีสำโรง จังหวัดสุโขทัย 2) การจัดการน้ำเพื่อการเกษตร ของสมาชิกกลุ่มผู้ใช้น้ำ หมู่ 5 ตำบลทับผึ้ง อำเภอศรีสาโรง จังหวัดสุโขทัย 3) การมีส่วนร่วมในการจัดการน้ำเพื่อการเกษตร ของสมาชิกกลุ่มผู้ใช้น้ำ หมู่ 5 ตำบลทับผึ้ง อำเภอศรีสาโรง จังหวัดสุโขทัย 4) วิเคราะห์ปัจจัยที่ส่งผลต่อการมีส่วนร่วมของสมาชิกกลุ่มผู้ใช้น้ำ หมู่ 5 ตำบลทับผึ้ง อำเภอศรีสาโรง จังหวัดสุโขทัย 5) แนวทางพัฒนาการมีส่วนร่วมของสมาชิกกลุ่มผู้ใช้น้ำ หมู่ 5 ตำบลทับผึ้ง อำเภอศรีสาโรง จังหวัดสุโขทัย การศึกษาข้อมูลเชิงปริมาณ ศึกษาจากประชากรทั้งหมดที่เป็นสมาชิกกลุ่มผู้ใช้น้ำ หมู่ 5 ตำบลทับผึ้ง อำเภอศรีสาโรง จังหวัดสุโขทัย จำนวน 127 ราย เก็บข้อมูลโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา การศึกษาข้อมูลเชิงคุณภาพใช้การศึกษาเอกสารที่เกี่ยวข้องและการสัมภาษณ์เชิงลึกกลุ่มผู้ให้ข้อมูลประกอบด้วย ผู้ใหญ่บ้านหมู่ 5 ตำบลทับผึ้ง คณะกรรมการกลุ่มผู้ใช้น้ำ 2 ราย ตัวแทนเกษตรกรผู้ใช้น้ำ 3 ราย และเจ้าหน้าที่ภาครัฐที่เกี่ยวข้อง จำนวน 1 ราย รวมทั้งสิ้น 7 ราย วิเคราะห์ข้อมูลโดยใช้การจำแนกและจัดระบบข้อมูล และการวิเคราะห์จุดแข็ง จุดอ่อน โอกาส และอุปสรรค ผลการศึกษา พบว่า 1) สภาพพื้นฐานของเกษตรกรสมาชิก ส่วนใหญ่เป็นหญิง มีอายุเฉลี่ย 54.72 ปี สถานภาพสมรส จบการศึกษาระดับประถมศึกษาปีที่ 4 ส่วนใหญ่ไม่ได้เป็นอาสาสมัครและผู้นำชุมชน เป็นสมาชิกกลุ่มเกษตรกร ประกอบอาชีพเกษตรกรรม และรับจ้าง มีแหล่งสินเชื่อมากกว่า 1 แหล่ง มีพื้นที่ทาการเกษตรเฉลี่ย 8.15 ไร่ 2) การจัดการน้ำเพื่อการเกษตรของสมาชิกกลุ่ม ประกอบด้วย การมีโครงสร้างการบริหารกลุ่ม มีกฎระเบียบ/ข้อบังคับ มีผู้นำของกลุ่ม มีการจัดการในภาวะวิกฤต และภัยธรรมชาติ มีการจัดการทางการเงิน และมีการสนับสนุนจากหน่วยงานภาครัฐ 3) การมีส่วนร่วมของสมาชิก พบว่า สมาชิกมีส่วนร่วมในการดำเนินงานตามแผนเพื่อแก้ปัญหาอยู่ในระดับมาก ส่วนการวางแผน การแก้ไขปัญหา และการประเมินและติดตามผลการดำเนินงานมีส่วนร่วมในระดับปานกลาง 4) ปัจจัยที่ส่งผลต่อการมีส่วนร่วมของสมาชิก ที่ระดับมาก คือปัจจัยด้านผลประโยชน์ที่ได้รับ และปัจจัยผลักดันโดยผู้อื่น ส่วนปัจจัยส่วนบุคคลและปัจจัยในด้านสภาพแวดล้อมอยู่มีในระดับปานกลาง 5) แนวทางการพัฒนาการมีส่วนร่วมโดยการสร้างความเชื่อมั่นให้กับสมาชิกที่จะได้รับการสนับสนุนจากภาครัฐ สร้างจิตสำนึกในการเป็นเจ้าของ สร้างแรงจูงใจในการมีส่วนร่วม และสำรวจปัญหาและความต้องการของสมาชิก
This survey research aimed to study 1) socio-economic and fundamental conditions of Moo 5 water user group members in Thap Phueng Sub-District, Si-Samrong District, Sukhothai Province; 2) water management of the Moo 5 water users group in Thap Phueng Sub-District, Si-Samrong District, Sukhothai Province; 3) participation in water management of Moo 5 water user group members in Thap Phueng Sub-District, Si-Samrong District, Sukhothai Province; 4) factors that affect the of participation of Moo 5 water user group members in Thap Phueng Sub-District, Si-Samrong District, Sukhothai Province; and 5) guidelines for the development of participation among members of the Moo 5 water user group in Thap Phueng Sub-District, Si-Samrong District, Sukhothai Province. For the quantitative part of the study, the population consisted of all 127 members of the Moo 5 water users group in Thap Phueng, Sub-District, Si-Samrong, Sukhothai Province. The data were collected via questionnaire and analyzed by descriptive statistics. For the qualitative part of the study, data were collected using in-depth interviews and documentary review. There were 7 key informants, comprising 1 community leader, 2 committee members of the agricultural water management group, 3 ordinary members of the agricultural water management group, and 1 government officer. The samples were selected through purposive sampling. The qualitative data were analyzed by using typology and taxonomy analysis and SWOT analysis. The research finding showed that most farmers in the group were female, average age 54.72 years, and married. Most were educated to the level of 4th grade. They were not community volunteers and did not have positions as community leaders, but they were members of different farmer groups and had occupations involved with agriculture and hired labor. The farmers had more than one source of loans and an average agricultural area of 8.15 rai (1 rai=1,600m2). For agricultural water management, it was found that the group has a structure of management committees. For the participation of the group members, it was found that participation in the operation and regulations/rules regarding agricultural water management was at a high level. For the participation in planning, problem-solving, as well as evaluating and following up work, the results showed that the farmers had a medium level of participation. For factors that supported participation in agricultural water management, the most significant factors (high level) were mutual benefit and being pushed by other people, followed by personal factors and environmental factors (medium level). The suggested approaches for developing better participation in the water management are to build confidence among members that they will receive support from the government, to build a feeling of ownership, to create incentives for participation and to survey the needs and problems of members.
