Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นเกี่ยวกับปัจจัยทางการบริหารที่เกี่ยวข้องกับคุณภาพการให้บริการประชาชนของสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัด สมุทรสาคร (2) ศึกษาระดับคุณภาพของการให้บริการประชาชนของสำนักงานสวัสดิการและคุ้มครอง แรงงานจังหวัดสมุทรสาคร (3) ศึกษาความสัมพันธ์ระหว่างปัจจัยทางการบริหารกับคุณภาพการให้บริการประชาชนของสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาคร และ (4) เสนอแนวทาง การพัฒนาคุณภาพการให้บริการประชาชนของเจ้าหน้าที่สำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัด สมุทรสาคร การศึกษานี้เป็นการวิจัยเชิงสำรวจประชากรคือ ประชาชนผู้มาใช้บริการที่สำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาครช่วงเดือนเมษายนถึงกรกฎาคม 2563 จำนวน 13,380 คน กำหนดขนาดของกลุ่มตัวอย่างคำนวณด้วยสูตรของทาโร่ ยามาเน่ ได้ขนาดกลุ่มตัวอย่าง 388 คน สุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสหสัมพันธ์ของเพียร์สัน ผลการศึกษาพบว่า ผลการศึกษาพบว่า (1) ระดับความคิดเห็นเกี่ยวกบปัจจัยทางการบริหารที่เกี่ยวข้องกับคุณภาพ การให้บริการประชาชนของสำนักงานสวัสดิการและคุ้มครองแรงงาน ในภาพรวมอยู่ในระดับมาก (2) ระดับคุณภาพการให้บริการประชาชนของสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาคร ในภาพรวมอยูในระดับมากที่สุด โดยด้านความเป็นรูปธรรมของการบริการมีค่าเฉลี่ยสูงที่สุด รองลงมาคือ ด้านความเชื่อถือ
ไว้วางใจได้ ด้านการตอบสนองต่อผู้รับบริการ และความเข้าใจผู้รับบริการ ตามลำดับ (3) ความสัมพันธ์ระหว่างปัจจัยทางการบริหารกับคุณภาพการให้บริการประชาชนของสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาคร มีความสัมพันธ์ในทิศทางเดียวกันในระดับมากอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ(4) ข้อเสนอแนะแนวทางการพัฒนาคุณภาพการให้บริการประชาชน คือ ควรส่งเสริมให้บุคลากรทุกคนใน
องค์การมีส่วนร่วมในการกาหนดแนวทางการบริหาร การปฏิบัติงาน กระบวนการ รวมไปถึงความรู้เกี่ยวกับการปฏิบัติงาน ควรมีการนำเทคโนโลยีสารสนเทศมาประยุกต์ใช้ในการปฏิบัติงานเพื่อให้สามารถบูรณาการระบบงานบริการประชาชนอย่างเป็นระบบและทันสมัย
The objectives of this study were (1) to study the opinion on administrative factors related to the quality of public service of the Samut Sakhon Labor Protection and Welfare Office (2) to study quality of public service level of the Samut Sakhon Labor Protection and Welfare Office (3) to study the relationship between administrative factors and the quality of public service of Samut Sakhon Labor Protection and Welfare Office, and (4) to recommend development guidelines of public service of the officials of Samut Sakhon Labor Protection and Welfare Office. This study was a survey research. The population was 13,380 people who received the services at Samut Sakhon Labor Protection and Welfare Office from April to July 2020. The sample size was calculated by using Taro Yamane formula and obtained 388 samples with accidental sampling method. The research instruments used a questionnaire. Statistics for data analysis employed frequency, percentage, mean, standard deviation and Pearson's Product-moment Correlation
