การพัฒนาระบบสารสนเทศเพื่อการจัดการบุคลากร : กรณีศึกษาศูนย์วิจัยและพัฒนาการสัตวแพทย์ภาคตะวันตก

Abstract

การวิจัยนี้เป็นการวิจัยเชิงพัฒนา มีวัตถุประสงค์เพื่อพัฒนาระบบสารสนเทศเพื่อการจัดการบุคลากรของศูนย์วิจัยและพัฒนาการสัตวแพทย์ภาคตะวันตก โดยมีผู้ใช้งานระบบสารสนเทศ จำนวน 30 คน ได้แก่ ผู้บริหาร จำนวน 9 คน เจ้าหน้าที่บุคลากร จำนวน 2 คน เจ้าหน้าที่ทั่วไป จำนวน 17 คน และผู้ดูแลระบบ จำนวน 2 คน ระบบสารสนเทศที่พัฒนาขึ้นครอบคลุมข้อมูลประวัติบุคลากร ข้อมูลการเข้า-ออกงานและการลา ข้อมูลการฝึกอบรมบุคลากร และข้อมูลการประเมินผลการปฏิบัติงาน วิธีการพัฒนาระบบสารสนเทศใช้หลักการของวงจรการพัฒนาระบบสารสนเทศ เริ่มจากการศึกษาเบื้องต้น โดยสัมภาษณ์ผู้บริหาร จำนวน 5 คน เจ้าหน้าที่บุคลากร จำนวน 2 คน และเจ้าหน้าที่ทั่วไป จำนวน 4 คน เพื่อศึกษาสภาพปัจจุบันและความต้องการในการพัฒนาระบบสารสนเทศ จากนั้นวิเคราะห์และออกแบบระบบสารสนเทศ ซึ่งประกอบด้วยเมนูหลัก 7 เมนู ได้แก่ การล็อกอินเข้าระบบ การจัดการข้อมูลพื้นฐาน การจัดทำทะเบียนประวัติบุคลากร การจัดการข้อมูลการเข้า-ออกงาน การจัดทำข้อมูลการฝึกอบรมบุคลากร การประเมินผลการปฏิบัติงาน และการค้นคืนข้อมูลและจัดทำรายงาน โปรแกรมที่ใช้ในการพัฒนาระบบสารสนเทศ คือ โปรแกรม Microsoft Access 2016 ภายใต้ระบบปฏิบัติการ Microsoft Windows 10 ฐานข้อมูลติดตั้งไว้ที่เครื่องคอมพิวเตอร์เซิร์ฟเวอร์ ซึ่งทำงานอยู่บนโปรแกรม Windows Server 2008 R2 Enterprise ระบบทำงานในลักษณะ Server-Client Application ผู้ใช้งานภายในองค์การสามารถใช้งานเฉพาะเครื่องคอมพิวเตอร์ที่เชื่อมต่อกับเครือข่ายภายในเท่านั้น ผลการวิจัยนี้ทำให้ได้ระบบสารสนเทศเพื่อการจัดการบุคลากรที่สามารถบันทึก แก้ไข ค้นหาข้อมูล และจัดทำรายงานที่เกี่ยวข้องกับบุคลากร เพื่อใช้ประโยชน์ในด้านการบริหารงานบุคคลได้อย่างสะดวก และมีประสิทธิภาพ จากการประเมินความพึงพอใจที่มีต่อระบบสารสนเทศทั้งหมด 4 ด้าน พบว่าผู้ใช้งานส่วนใหญ่มีความพึงพอใจในทุกด้านอยู่ในระดับดี

This research is a developmental research that aims to develop an information system for personnel management of the Veterinary Research and Development Center (Western Region). There are 30 information system users, including 9 executives, 2 personnel officers, 17 general staffs and 2 administrators. The developed information system covers personnel history information, attendance and leave information, personnel training information, and performance appraisal data. Methods of developing the information system use the principles of the System Development Life Cycle (SDLC). Starting with the preliminary study by interviewing 5 executives, 2 personnel officers and 4 general staffs to study the current conditions and the need of information system development, then analyzing and designing the information system, consisting of 7 main menus, including the login, master data management, personnel recording, work and leave data management, personnel training data management, performance appraisal data management, data retrieval and report preparation occurs. The database software used to develop the information is Microsoft Access 2016, run under Microsoft Windows 10 operating system. The database is installed on the server computer which run on Windows Server 2008 R2 Enterprise. The system works on a client-server application. Users within the organization can use only computers that are connected to the internal network. The results of this research are the personnel information system that can be recorded, edited, searched for information and produce reports related to personnel works to make use of personnel management easily and efficiently. The satisfaction assessment of the information system found that the majority of users were satisfied overall to a good level.
