Abstract
งานวิจัยฉบับนี้มีวัตถุประสงค์ เพื่อ (1) ศึกษาปัจจัยทางการเมือง เศรษฐกิจ และสังคม ที่มีผลต่อการครองอำนาจทางการเมืองของตระกูลศรีธเรศในจังหวัดกาฬสินธุ์ ระหว่าง พ.ศ. 2526 – 2557 และ (2) ศึกษาแนวโน้มการครองอำนาจทางการเมืองของตระกูลศรีธเรศในจังหวัดกาฬสินธุ์ ตั้งแต่ พ.ศ. 2557 เป็นต้นมา
กลุ่มผู้ให้ข้อมูลหลักที่ใช้ในการวิจัย มาจากการเลือกแบบเฉพาะเจาะจง แบ่งออกเป็น 7 กลุ่ม ได้แก่ (1) นักการเมือง (2) เจ้าหน้าที่ของรัฐ (3) พ่อค้านักธุรกิจ (4) สมาชิกกลุ่มผลประโยชน์ที่เกี่ยวข้อง (5) สื่อมวลชน นักวิชาการ เจ้าหน้าที่องค์กรพัฒนาเอกชน (6) เลขานุการและหัวคะแนน และ (7) ประชาชน โดยแต่ละกลุ่มคำนึงถึงความเหมาะสม คุณวุฒิและประสบการณ์ การเก็บรวบรวมข้อมูลเป็นการสัมภาษณ์แบบเจาะลึกกับกลุ่มผู้ให้ข้อมูลหลัก ใช้แบบสัมภาษณ์ที่มีโครงสร้างเพื่อให้ได้ข้อมูลตามวัตถุประสงค์ของการวิจัยและนำข้อมูลที่ได้มาวิเคราะห์เชิงพรรณนา
ผลการวิจัยพบว่า (1) ปัจจัยที่มีผลต่อการครองอำนาจทางการเมืองของตระกูลศรีธเรศใน จังหวัดกาฬสินธุ์ ระหว่าง พ.ศ. 2526 – 2557 คือ ปัจจัยทางการเมืองประกอบด้วยความโดดเด่นของ นายสังข์ทอง นางบุญรื่น และนายนิพนธ์ การเป็นตระกูลการเมืองที่โดดเด่นในจังหวัดกาฬสินธุ์ การสังกัดพรรคการเมืองที่เป็นที่นิยมในภาคตะวันออกเฉียงเหนือ การมีฐานคะแนนเสียงที่ถาวร มีเครือข่ายที่เป็นที่ยอมรับในพื้นที่การเลือกตั้งปัจจัยทางเศรษฐกิจ คือ บทบาทของตระกูลศรีธเรศในการใช้อำนาจทางการเมืองพัฒนาเศรษฐกิจด้านคมนามคม และด้านเกษตรกรรม ปัจจัยทางสังคม คือ บทบาทของตระกูล ศรีธเรศ ในการใช้อำนาจทางการเมืองยกระดับคุณภาพชีวิตของประชาชน (2) แนวโน้มการครองอำนาจ ทางการเมืองของตระกูลศรีธเรศในจังหวัดกาฬสินธุ์ ตั้งแต่ พ.ศ. 2557 เป็นต้นมา พบว่าปัจจัยทางการเมืองเป็นปัจจัยสำคัญที่ส่งผลต่อแนวโน้มการครองอำนาจทางการเมืองของตระกูลศรีธเรศ โดยเฉพาะการสังกัดพรรคการเมืองที่เป็นที่นิยมในภาคตะวันออกเฉียงเหนือ การเป็นตระกูลการเมืองที่โดดเด่นในจังหวัด กาฬสินธุ์การมีฐานคะแนนเสียงที่ถาวรในพื้นที่การเลือกตั้ง และปัจจัยทางสังคม คือ บทบาทการพัฒนาสังคมของตระกูลศรีธเรศ ตั้งแต่ พ.ศ. 2557 ในการลงพื้นที่พบปะประชาชนและการร่วมกิจกรรมทาง สังคมอย่างต่อเนื่อง ส่งผลต่อความนิยมของประชาชนที่มีต่อตระกูล ศรีธเรศจนถึงปัจจุบัน
The objectives of this research are to study (1) political economic and social factors that caused the political domination ofSrithares Family in Kalasin Province between 2526 – 2557 B.E (1983 – 2014) .; and (2) the tendency of political power domination of the Srithares Family in Kalasin Province from 2014 A.D. onwards. Key informants for this research were selected by purposive sampling method. The consideration of each group’s sampling based on voluntary interviewing, qualification and experiences. Groups were categorized into 7 groups: politicians; government officials; businessmen; related stakeholders mass medias academics and NGOs; secretaries and election campaigners; and people. Research tool was a structured questionnaire that aligned with research objectives. The findings shows that, first factors that caused the political domination ofSrithares Family in Kalasin Province between 1983 to 2014 A.D. were political, economic and social factors; political factors such as the outstanding of Mr. Sangthong Srithares, Mrs. Boonruen Srithares and Mr. Niphon Srithares as a well-known political family in Kalasin Province, subsidiary to popular political party in the Northeast, having stable voter base, having recognized network in voting areas ; economic factors such as the improvement of economy and transportation caused by theSrithares Family; social factors such as the improvement of living standard in the area. And secondly, according to the study tendency of political domination of the Srithares Family in Kalasin Province from 2557 B.E. (2014). onwards, it was found that political factors were the major factors leading to political domination of the Srithares Family, particularly as a subsidiary to popular political party in the Northeast, a well-known political family in Kalasin Province, having stable voter base, having recognized network in voting areas and roles of Mr. Sangthong Srithares, Mrs. Boonruen Srithares and Mr. Niphon Srithares in visiting and participating with people’s activities in the areas from 2014 A.D. had an effect on the faith towards Srithares Family up to the present
