Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาการบริหารจัดการด้านทรัพยากรทรัพยากรมนุษย์ของสหกรณ์การเกษตรในจังหวัดอุดรธานี (2) การพัฒนาการบริหารจัดการด้านทรัพยากรทรัพยากรมนุษย์ของสหกรณ์การเกษตรในจังหวัดอุดรธานี และ (3) แนวโน้มการบริหารจัดการด้านทรัพยากรทรัพยากรมนุษย์ของสหกรณ์การเกษตรในจังหวัดอุดรธานี ทั้งนี้ได้นำการบริหารจัดการความรู้มาเป็นกรอบแนวคิดในการศึกษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 สำหรับกลุ่มตัวอย่าง ได้แก่คณะกรรมการดำเนินการ และเจ้าหน้าที่ของสหกรณ์การเกษตรในจังหวัดอุดรธานี รวม 1,125 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 18 สิงหาคม 2551 ถึงวันที่ 17 กันยายน 2551 เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1.002 ชุด คิดเป็นรัอยละ 89.06 ของแบบสอบถามที่แจกไปทั้งหมด ส่วนสถิติที่ใช้ในการประมวลและวิเคราะหข้อมูลคือ ค่ารัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีนอกจากนี้ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วยผลการศึกษาพบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลางต่อปัญหาการบริหารจัดการ และ เห็นด้วยในระดับมากต่อแนวทางการพัฒนาและแนวโน้มการบริหารจัดการด้านทรัพยากรมนุษย์ของสหกรณ์การเกษตรในจังหวัดอุดรธานี สำหรับ (1) ปัญหาที่สำคัญ คือ สหกรณ์การเกษตรในจังหวัดอุดรธานี ไม่มีวิสัยทัศน์หรือไม่ได้กำหนดเป้าหมายและแผนการพัฒนาทรัพยากรมนุษย์ที่คำนึงถึงผลประโยชน์ของสมาชิกไว้อย่างชัดเจน (2) แนวทางการพัฒนาที่สำคัญ คือ สหกรณ์การเกษตรในจังหวัดอุดรธานีควรกำหนดเป้าหมายและแผนการพัฒนาทรัพยากรมนุษย์ที่คำนึงถึงผลประใยชน์ของสมาชิกเป็นหลักไว้ล่วงหน้า 3-5 ปี รวมทั้งประชาสัมพันธ์อย่างต่อเนื่อง และ (3) แนวโน้มการบริหารจัดการด้านทรัพยากรทรัพยากรมนุษย์ของสหกรณ์การเกษตรในจังหวัดอุดรธานี ที่สำคัญคือ การกำหนดวิสัยทัศน์ของการบริหารจัดการด้านทรัพยากรมนุษย์ที่คำนึงถึงผลประโยชน์ของสมาชิกเป็นหลักเพิ่มมากขึ้น
The purposes of this study were to study (1) problems of management administration with regard to human resource of the Agricultural Cooperatives in Udon Thani province, (2) development of management administration with regard to human resource of the Agricultural Cooperatives in Udon Thani province, and (3) trend of management administration with regard to human resource of the Agricultural Cooperatives in Udon Thani province. The Knowledge Management was used as conceptual framework of this study. This study was a survey research using questionnaire which was pre-tested and checked for validity, including reliability at level of 0.91. The sample groups of 1,125 were committee managers and the Agricultural Cooperatives officials in Udon Thani province. The field data was collected during August 18, 2008 to September 17, 2008. 1,002 or 89.06% of total questionnaires distributed were gathered back. Percentage, mean, standard deviation, and t-test were employed as statistical tools. Moreover, in-dept interview of experts was also employed. The study results found that the samples agreed at the medium level towards the problems, and agreed at the high level towards the development guidelines and trend of management administration with regard to human resource of the Agricultural Cooperatives in Udon Thani province. For (I) the important problem was the Agricultural Cooperatives in Udon Thani province did not clearly establish the vision or targets and plans of human resource development emphasizing on member benefits; (2) the important development guidelines were the Agricultural Cooperatives in Udon Thani province should establish 3-5 year targets and plans of human resource development emphasized on member benefits and should promote continuous public announcement; In addition, (3) the important trend of management administration with regard to human resource of the Agricultural Cooperatives in Udon Thani province was the establishment of vision of human resource development emphasized increasingly on member benefits.
