Abstract
ศูนย์สุขภาพชุมชนเป็นหนทางสู่ระบบบริการสุขภาพที่พึงประสงค์ ภายใต้นโยบายโครงการหลักประกันสุขภาพถ้วนหน้า เป็นสถานบริการด่านแรกที่ใกล้ชิดประชาชน ทำหน้าที่ให้บริการแบบผสมผสานเป็นองค์รวมต่อเนื่องเน้นประชาชนมีส่วนร่วม และสถานบริการต้องมีการพัฒนาคุณภาพบริการให้มีคุณภาพได้มาตรฐาน ซึ่งในปัจจุบันผลการดำเนินงานตามมาตรฐานศูนย์สุขภาพชุมชน ของจังหวัดกาญจนบุรียังไม่ผ่านเกณฑ์
การวิจัยเชิงสำรวจครั้งนี้มีวัตถุประสงค์ทั่วไปเพื่อศึกษาปัจจัยที่มีความสัมพันธ์กับผลการปฏิบัติงานตามเกณฑ์มาตรฐานของเจ้าหน้าที่สาธารณสุขในศูนย์สุขภาพชุมชนจังหวัดกาญจนบุรี ประชากรที่ใช้ในการวิจัยเป็นเจ้าหน้าที่สาธารณสุขที่ปฏิบัติงานประจำในศูนย์สุขภาพชุมชนจังหวัดกาญจนบุรี จำนวน 130 คน เครื่องมือที่ใช้เป็นแบบสอบถาม ซึ่งได้ผ่านการตรวจสอบคุณภาพเครื่องมือแล้ว สถิติที่ใช้ในการวิเคราะห์ข้อมูลหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และทดสอบความสัมพันธ์ โดยใช้ไคสแควร์ ผลการวิจัยพบว่า จำนวนประชากรในความรับผิดชอบ และงบประมาณมีความสัมพันธ์กับมาตรฐานด้านบริการอย่างมีนัยสำคัญทางสถิติ ด้านบริหารจัดการพบว่า จำนวนประชากรในความรับผิดชอบ จำนวนผู้มารับบริการ กำลังคน และสัมพันธภาพกับผู้ร่วมงานมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติ และมาตรฐานด้านวิชาการพบว่าการสนับสนุนด้านวิชาการและสัมพันธภาพกับผู้ร่วมงานมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติ ข้อเสนอแนะ การให้แรงจูงใจแก่เจ้าหน้าที่ให้ความรู้ทางวิชาการและงานวิจัย
Primary Care Unit for good health care system in Universal Coverage Health Insurance policy, first line care, integrated care, holistic, continuity and community participation. Primary Care Unit has to develop the quality of services and standard but the goal to Primary Care Unit standard in Kanchanaburi province has not been achieve. The purpose of this survey research was to study the factors related to performance standard of health officers in Primary Care Unit. The study population was 130 health officers in Primary Care Unit Kanchanaburi province. Data was collected by using questionnaires , passed content validity and reliability analyze. Statistics used for the frequency mean, percentage, standard deviation and chi- square related analyse. The results of this research showed that population and budget were significantly related to service standard level 0.05. Management showed that population 1number of clients, number of health officer and working in relationship were significantly related level 0.05 and technical showed that technical support and working in relationship were significantly related level 0.05. Recommendations: Incentives providing to health office, technical knowledge and research
