Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) สภาพการดำเนินงานด้านวิชาการ (2) ปัญหาและความต้องการดำเนินงานด้านวิชาการ และ (3) แนวทางการพัฒนางานด้านวิชาการของโรงเรียนในกลุ่มโรงเรียนห้วยโก๋น สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาน่าน เขต 2 วิธีดำเนินการวิจัย จำแนกเป็น 2 ระยะ คือระยะที่ 1 การศึกษาสภาพ ปัญหา และความต้องการเกี่ยวกับการดำเนินงานวิชาการของโรงเรียนในกลุ่มโรงเรียนห้วยโก๋น สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาน่าน เขต 2 ประชากรคือ ข้าราชการครูและบุคลากรทางการศึกษาในกลุ่มโรงเรียนห้วยโก๋น จำนวน 38 คน เครื่องมือการวิจัย เป็นแบบสอบถามแบบมาตรประมาณค่า 5 ระดับ และคำถามปลายเปิด มีค่าความเที่ยงเท่ากับ .84 และวิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ระยะที่ 2 การศึกษาแนวทางการพัฒนางานวิชาการ โดยการสัมภาษณ์เชิงลึกจากผู้ให้ข้อสำคัญ ได้แก่ ผู้บริหารสำนักงานเขตพื้นที่การศึกษา 1 คน ศึกษานิเทศก์ 2 คน และประธานกลุ่มโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาน่าน เขต 2 จำนวน 3 คน รวมทั้งสิ้น 6 คน เครื่องมือการวิจัย ได้แก่ แนวคำถามการสัมภาษณ์ และวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา
ผลการวิจัยปรากฏว่า (1) สภาพการดำเนินงานวิชาการในภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่ามีด้านที่อยู่ในระดับน้อย 2 ด้าน คือ ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาและด้านงานแนะแนว ส่วนด้านอื่นๆ อยู่ในระดับปานกลาง (2) ปัญหาการดำเนินด้านงานด้านวิชาการ คือ ครูขาดความรู้ในการวิเคราะห์บริบทของโรงเรียน โดยเฉพาะด้านการวิจัยทางการศึกษา ขาดการเผยแพร่งานวิจัยให้กับหน่วยงานอื่น ๆ การติดตามประเมินผลไม่สม่ำเสมอ ขาดการนำผลการประเมินไปใช้แก้ปัญหา และครูมีภาระงานมาก ความต้องการเพื่อพัฒนางานวิชาการ คือ การอบรม สัมมนาเพื่อพัฒนาความรู้ความสามารถในการปฏิบัติงาน การวิเคราะห์จุดแข็ง จุดอ่อน โอกาส อุปสรรคให้เป็นปัจจุบัน และได้ครูและบุคลากรที่ตรงตามวิชาเอก และ (3) แนวทาง
การพัฒนางานวิชาการ คือ ควรจัดให้มีการอบรม ประชุมเพื่อพัฒนาบุคลากรทั้งระบบออนไลน์และออฟไลน์ ควรมีระบบการบันทึกหลักฐานการดำเนินงานที่เป็นลายลักษณ์อักษร พัฒนาระบบการทำงานเป็นทีม และสร้างเครือข่ายความร่วมมือกันทั้งในโรงเรียนและกลุ่มโรงเรียน
The objectives of this research were to study (1) condition of academic work operation; (2) problems of and needs for academic work operation; and (3) guidelines for academic work development of schools in Huay Kon School Cluster under the Office of Nan Primary Education Service Area 2. The research was conducted in two stages. Stage 1 was a study of the condition, problems and needs concerning academic work operation. The research population consisted of 38 teachers and educational personnel in the Huay Kon School Cluster. The research tool was a 5-scale rating questionnaire which also contained open-ended questions. It had reliability coefficient of .84. Data were analyzed using the frequency, percentage, mean, standard deviation and content analysis. Stage 2 was a study of guidelines for academic work development by in-depth interviewing six key research informants consisting of one administrator of the Office of Educational Service Area, two supervisors and three school cluster chairpersons under the Office of Nan Primary Education Service Area 2. The research tool was an in-depth interview form. Data were analyzed with content analysis. The research results indicated that (1) the overall condition of academic work operation was rated at the moderate level; when specific aspects of work operation were considered, it was found that two aspects of work operation were rated at the low level, while the other aspects were rated at the moderate level; (2) main problems concerning academic work operation were the following: the teachers lacking knowledge to analyze the context of the school, especially in educational research; the lack of dissemination of research works to other work agencies; the monitoring and evaluation of work operation being not conducted on the regular basis; the evaluation results being not applied to solve problems; and the teachers having heavy workload; on the other hand, the needs for academic work operation development were the following: the need for training and seminars to equip the teachers with knowledge and ability concerning academic work performance; the need for analysis of current strengths, weaknesses, opportunities, and threats of the school cluster; and the need for having more teachers and personnel with relevant majoring fields; and (3) the guidelines for academic work development of the schools were the following: the seminars and trainings, both online and offline, should be organized to develop the personnel of the school cluster; there should be written records as evidence of academic work operation; there should be development of team working system; and the cooperation networks both at the school and cluster levels should be developed.
