Abstract
การวิจัยครั้งนี้วัดรูประสงค์เพื่อศึกษา (1) ปัจจัยทางการเมืองที่มีอิทธิพดต่อการจัดสรรงบประมาณของเมืองพัทยา (2) กระบวนการทางการเมืองในการจัดสรรงบประมาณของเมืองพัทยา และ (3) ปัญหาและข้อเสนอแนะของการจัดสรรรงบประมาณาณของพัทยา การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก กลุ่มตัวอย่างเลือกแบบเจาะจง ได้แก่ กลุ่มการเมืองที่มาจากการเลือกตั้ง จำนวน 3 คน กลุ่มภาคราชการหรือเจ้าหน้าที่รัฐจำนวน 3 คน กลุ่มผู้นำชุมชนหรือภาคประชาสังคม จำนวน 3 คน กลุ่มนักวิชาการ จำนวน 3 คน กลุ่มภาคเอกชน จำนวน 3 คน กลุ่มสื่อมวลชนที่เกี่ยวข้อง จำนวน 3 คน และกลุ่มประชาชนในเขตเมืองพัทยา จำนวน 3 คน เครื่องมือที่ใช้คือแบบสัมภาษณ์เชิงลึกและการสังเกตของผู้วิจัย การวิเคราะห์ข้อมูลการสัมภาษณ์แบบการพรรณนาผลการวิจัยพบว่า (1) การมีส่วนร่วมของประชาชนมีผลต่อการจัดสรรงบประมาณของเมืองพัทยา โดยการนำปัญหาของประชาชนมาเข้าสู่กระบวนการจัดทำแผนพัฒนาสามปี ซึ่งความสามารถของสมาชิกสภาเมืองพัทยาและฐานเสียงก็มีส่วนสำคัญในการให้ได้มาซึ่งงบประมาณ (2) กระบวนการจัดเตรียมงบประมาณของเมืองพัทยา มีลักษณะเป็นไปตามหลักเกณฑ์และขั้นตอน การจัดทำงบประมาณตามระเบียบกระทรวงมหาดไทยว่าด้วยวิธีการงบประมาณกำหนด โดยการกำหนดนโยบายของผู้บริหาร การพิจารณานโยบายของรัฐบาล การดำเนินการตามหนังสือสั่งการเป็นการวางแผนพัฒนาเมืองพัทยาล่วงหน้า ซึ่งใช้ข้อมูลพื้นฐานจากชุมชน (3) ปัญหาได้แก่ งบประมาณมีไม่เพียงพอ และกรอบอำนาจหน้าที่ในทางปฏิบัติมีหลายโครงการที่มิอาจวินิจฉัยได้ว่าอยู่ในอำนาจหน้าที่ที่เมืองพัทยาดำเนินการได้หรือไม่ จึงเป็นปัญหาในการตีความตามตัวบทกฎหมาย สำหรับข้อเสนอแนะ รัฐบาลควรสนับสนุนเงินอุดหนุนให้แก่เมืองพัทยามากขึ้น และควรให้เจ้าหน้าที่เร่งรัดในการจัดเก็บภาษีให้มากขึ้นเพื่อการบริหารงบประมาณได้ครอบคลุม
The purpose of this research is threefold: (1) to determine political factors that influence the budget allocation process of Pattaya City; (2) to examine political process of budget allocation of Pattaya City; and, (3) to provide suggestions on best practice for budget allocation for Pattaya City. This research employs qualitative research methods with in-depth interviews of purposive sampling population that include 3 elected politicians, 3 government officials, 3 community and civil society leaders, three academics, 3 persons from private sector, 3 persons from media and 3 citizens living in Pattaya City. The tools used include in-depth interviews and observations. Data are processed through descriptive analysis. The results of study reveal that, firstly, public participation influences the budget allocation of Pattaya city to some extent. By incorporating the public needs identified by local residents into the three-year development plan, Pattaya City council members have a sound base in planning for budget allocation. Secondly, Pattaya budget preparation proceeds in accordance with the rules and procedures as required by the Ministry of Interior regarding budgetary procedures and with regards to the government policy and administration. Development is thereby well planned with community information. Thirdly, however, challenges remain especially with regard to the inadequacy of budgetary support to projects and this is not within the powers of Pattaya city to decide. Divergence in the interpretation of procedural rules is also an obstacle to its performance. This research suggests that the government be more supportive of Pattaya City through providing more grants and urge tax administrators to do better in tax collections.
