Abstract
การศึกษาครั้งนี้ มีวัตถุประสงคเพื่อ (1) ศึกษาระดับความคิดเห็นของประชาชนเกี่ยวกับการ ดำเนินงานขององค์การบริหารส่วนตำบลนาพญา อำเภอหลังสวน จังหวดชุมพร (2) เปรียบเทียบระดับ ความคิดเห็นของประชาชนต่อการดำเนินงานขององค์การบริหารส่วนตำบลนาพญา อำเภอหลังสวน จังหวดชุมพร จำแนกตามปัจจัยส่วนบุคคล (3) ศึกษาและเสนอแนะแนวทางการพัฒนาการดำเนินงานขององค์การบริหารส่วนตำบลนาพญา อำเภอหลังสวน จังหวดชุมพร ประชากรที่ใช้ในการศึกษาคือ ผู้แทนครัวเรือนในเขตพื้นที่ ขององค์การบริหารส่วนตำบลนาพญา จำนวน 1,668 ครัวเรือน คำนวณจากสูตรของทาโร ยามาเน่กลุ่มตัวอย่าง จำนวน 323 คน สุ่มตัวอย่างแบบบังเอิญโดยใช้แบบสอบถามที่ผู้ศึกษาสร้างขึ้นเป็นเครื่องมือในการศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีและค่าเอฟ ผลการศึกษาพบว่า (1) ประชาชนผู้ตอบแบบสอบถามมีความคิดเห็นต่อการดำเนินงานขององค์การบริหารส่วนตำบลนาพญา อำเภอหลังสวน จังหวัดชุมพร ในภาพรวมอยู่ในระดับมาก (2) ผลการเปรียบเทียบระดับความคิดเห็นของประชาชน พบว่าประชาชนที่มีเพศแตกต่างกันมีความคิดเห็นไม่ แตกต่างกันในทุกด้าน ประชาชนที่มีช่วงอายุแตกต่างกัน มีความคิดเห็นไม่แตกต่างกันในทุกด้าน ประชาชนมีระดับการศึกษาแตกต่างกันและอาชีพแตกต่างกันมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญ ทางสถิติที่ระดับ 0.05 ในดานโครงสร้างพื้นฐาน ด้านเศรษฐกิจ ด้านการเมืองการบริหาร (3) ข้อเสนอแนะ ที่มีต่อการดำเนินงานขององค์การบริหารส่วนตำบลนาพญา ที่สำคัญ ได้แก่ ควรเปิดโอกาสให้ประชาชน เข้าไปมีส่วนร่วมในการดาเนินการก่อสร้างตั้งแต่เริ่มตนจนสิ้นสุดโครงการ ควรมีไฟฟ้าส่องทางตามแนวถนนให้มากขึ้นถนนที่ลาดยางแล้วควรเข้ามาซ้อมแซมให้ใช้งานได้อย่างสม่ำเสมอ และควรมีการส่งเสริม ให้ประชาชนตระหนักถึงความสำคัญของสิ่งแวดล้อมและสร้างจิตสำนึกให้รักษาสิ่งแวดล้อมมากขึ้น
The objectives of this study were to (1) study level of people’s opinions towards the performance of Na Phaya Sub-District Administrative Organization , Lung Suan district , Chumporn province (2) compare level of people’s opinions towards the performance of Na Phaya Sub-District Administrative Organization, Lung Suan district, Chumporn province classified by personal factors (3) study and recommend appropriate guidelines to improve the performance of Na Phaya SubDistrict Administrative Organization , Lung Suan district, Chumporn province. Population comprised of 1,668 households’ representatives from which 323 samples were drawn via Taro Yamane calculation formula. Accidental sampling method was applied. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation , t-test and F-test. The result revealed that (1) in the overall view, people‘ s opinions towards the performance of Na Phaya Sub-District Administrative Organization, Lung Suan district, Chumporn province were in high level (2) when compared the opinions, no difference was found among opinions of people with different gender and age, while people with different education level and different occupation had different opinions at 0.05 statistical level of significance on the aspects of infrastructure ,economic, politics and administration (3) major recommendations were the organization should provide the people with more participation opportunities in infrastructure construction, particularly the participation from the beginning to the end of the project, more street lights should be set up as well as occasionally maintenance of damaged asphalted roads, also, environmental awareness of the people should be enhanced so consequently they would feel more obliged to protect the environment.
