Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ(1)ศึกษาเครื่องมือพื้นฐานทางการจัดการที่โรงแยกก๊าซธรรมชาตินำมาใช้เป็นแนวทางในการบริหารจัดการองค์การ (2) ศึกษาการบูรณาการระบบการ จัดการของโรงแยกก๊าซธรรมชาติที่ประยุกต์ใช้จนประสบความสำเร็จในการบริหารงาน รวมทั้งทำ การวิเคราะห์ปัจจัยแห่งความสำเร็จ และ (3) จัดทำแนวทางการบูรณาการระบบการจัดการของโรงแยกก๊าซธรรมชาติ เพื่อให้องค์การอื่นนำไปประยุกต์ใช้ในการบริหารจัดการองค์การผู้ศึกษาไดทำการรวบรวมข้อมูลจากคู่มือระบบการจัดการของโรงแยกก๊าซธรรมชาติ ตำราวิชาการ และข้อกำหนดระบบการจัดการ แล้วนำข้อมูลที่ได้มาทำการวิเคราะห์และสรุปปัจจัย แห่งความสำเร็จในการบูรณาการระบบการจัดการของโรงแยกก๊าซธรรมชาติผลการศึกษาพบว่า (1) โรงแยกก๊าซธรรมชาติใช้ระบบงานเพิ่มผลผลิต และข้อกำหนดของระบบการจัดการที่เป็นมาตรฐานสากล เป็นเครื่องมือพื้นฐานในการบริหารจัดการเพื่อวางระบบงาน ให้พนักงานมีวินัย และมีความตระหนักในการสร้างมูลค่าเพิ่มให้กับองค์การ (2) ในการบูรณาการระบบการจัดการของโรงแยกก๊าซธรรมชาติ โรงแยกก๊าซธรรมชาติได้นำ ข้อกำหนดระบบการจัดการและแนวทางพื้นฐานของระบบงานเพิ่มผลผลิตมาเป็นส่วนหนึ่งของ ปัจจัยป้เอนเข้าในการวางแผนกลยุทธ์ประจำปี เพื่อกำหนดนโยบาย และเป้าหมายการดำเนินงาน จากนั้นจึงแปลงนโยบายและเป้าหมายสู่การปฏิบัติผ่านการชัดทำแผนปฏิบัติการประจำปี และทำ การวัดผลผ่านตัวชี้วัดที่สำคัญ ซึ่งปัจจัยแห่งความสำเร็จ ได้แก่ การกำหนดเป้าหมายในการ ดำเนินงานที่ชัดเจน และการส่งเสริมผลักดันการดำเนินงานโดยผู้บริหารระดับสูง (3) จัดทำ แนวทางการบูรณาการระบบการจัดการและระบบงานเพิ่มผลผลิตให้เป็นระบบงานเดียวตามรูปแบบของระบบการบริหารงานของโรงแยกก๊าซธรรมชาติเพื่อเป็นการเพิ่มประสิทธิภาพในการดำเนินงาน และลดความซํ้าซ้อนของการปฏิบัติ
The purposes of this study were (1) to study the Gas Separation Plant (GSP) standard management tools implementing as a guideline of organization management; (2) to analyze the key success factors of GSP integrated management approach successfully to the prominently effective management; and (3) to implement the study results as an operational manual for other organizations in executing as the integrated management system. The methodology of this study were collection of information and materials from several sources; namely, the GSP Quality, Safety, Occupational Health and Environment Manuals, academic texts; and requirements of all existing applied management systems. The findings were analyzed and then summarized to be the guideline for initiating GSP integration approach. The results of this study revealed that: (1) GSP implemented two management tools including Productivity Systems and Standardized Integrated Management System as the basis management tools for management system planning. These tools greatly supported strengthening employees’ disciplines and cultivating them into their awarenesses and perceptions for organizational value creation; (2) GSP utilized the management system requirements and basic productivity tools as input for annual strategic planning process in order to develop the policy and strategic goal. The formulated policy and strategic goal were then deployed into action through yearly action plan development. The monitoring progress of performance against action plan had appraised based on key performance indicators (KPIs). The clearly set strategic goal and encouragement by top management were the critical factors driving GSP toward a successful Integrated Management System implementation; and (3) These two main management tools were systematically integrated as a single work system enhancing the efficiency and effectiveness of operational performance. Subsequently, burden of multiple tasks were reduced
