การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาการจัดเก็บรายได้ขององค์การบริหาร
ส่วนตำบลในเขตอำเภอเมืองอุบลราชธานี จังหวัดอุบลราชธานี (2) เปรียบเทียบระดับปัญหาการจัดเก็บ
รายได้ขององค์การบริหารส่วนตำบลในเขตอำเภอเมืองอุบลราชธานี จังหวัดอุบลราชธานี ของ
พนักงานส่วนตำบลระหว่างกลุ่มผู้บริหารและกลุ่มผู้ปฏิบัติงาน และ (3) เสนอแนะแนวทางการแก้ไข
ปัญหาการจัดเก็บรายได้ขององค์การบริหารส่วนตำบลในเขตอำเภอเมืองอุบลราชธานี จังหวัด
อุบลราชธานี ผลการศึกษาพบว่า (1) ปัญหาการจัดเก็บรายได้ขององค์การบริหารส่วนตำบลในเขต
อำเภอเมืองอุบลราชธานี จังหวัดอุบลราชธานี โดยภาพรวมอยู่ในระดับมากเรียงตามลำดับดังนี้ ด้าน
งบประมาณ ด้านวัสดุอุปกรณ์และเทคโนโลยี ด้านกฎหมายและระเบียบข้อบังคับ (2) ระดับปัญหาการ
จัดเก็บรายได้ขององค์การบริหารส่วนตำบลในเขตอำเภอเมืองอุบลราชธานี จังหวัดอุบลราชธานี ของ
พนักงานส่วนตำบลระหว่างกลุ่มผู้บริหารและกลุ่มผู้ปฏิบัติงานโดยภาพรวมไม่แตกต่างกัน เมื่อ
พิจารณาเป็นรายด้านพบว่า ด้านบุคลากร ด้านการจัดการ ด้านกฎหมายและระเบียบข้อบังคับ มีระดับ
ปัญหาการจัดเก็บรายได้ที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และ (3) การแก้ไขปัญหา
การจัดเก็บรายได้แต่ละด้านพบว่า ด้านบุคลากรควรสนับสนุนให้เจ้าหน้าที่เข้ารับการฝึกอบรมเพื่อ
เพิ่มพูนประสิทธิภาพในการปฏิบัติงาน ด้านวัสดุอุปกรณ์และเทคโนโลยีควรปรับปรุงระบบแผนที่ภาษี
และโปรแกรมคำนวณภาษีให้สมบูรณ์ ด้านกฎหมายและระเบียบข้อบังคับควรปรับปรุงอัตราภาษี
ท้องถิ่นให้สอดคล้องกับสภาพเศรษฐกิจ และควรจัดโครงการหรือกิจกรรมเพื่อเผยแพร่ข้อมูลต่างๆ ที่
The objectives of the study were: (1) to study the problems of revenue collection of Mueang Ubon Ratchathani Sub-District Administrative Organization, Ubon Ratchathani province; (2) to compare the level of the problems of revenue collection of Mueang Ubon Ratchathani Sub-District Administrative Organization, Ubon Ratchathani province; and (3) to suggest the recommendation for problem solving of revenue collection of Mueang Ubon Ratchathani Sub-District Administrative Organization, Ubon Ratchathani province. The study was the survey research. The total population was 134 employees of Mueang Ubon Ratchathani Sub-District Administrative Organization, Ubon Ratchathani province. The samples were 100 employees calculated by Yamane’s formula. The data was collected by using questionnaires and was analyzed by using percentage, mean, standard deviation and t-Test. The results showed that: (1) overall the problems of revenue collection of Mueang Ubon Ratchathani Sub-District Administrative Organization, Ubon Ratchathani province was at the high level and budgeting, equipment and technology, and law and regulation were in the following order; (2) the level of the problems of revenue collection of Mueang Ubon Ratchathani Sub-District Administrative Organization, Ubon Ratchathani province between the management and the workers was not different overall. While considering each aspect, personnel, management and law and regulation aspects had the different problem level at the 0.05 statistically significant; and (3) the problems solving for personnel aspect was supporting the training program for employees to enhance their working performance. The equipment and technology aspect should adjust the tax map system and the tax calculation software. The law and regulation aspect should adjust local tax rates with the economic situation and launch the project to disseminate the local tax information to taxpayers
