Abstract
การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของเจ้าหน้าที่เรือนจำพิเศษธนบุรี และ ทัณฑสถานหญิงธนบุรีการเกี่ยวกับการบริหารงานของเรือนจำตามหลักธรรมาภิบาล (2) ศึกษาความคิดเห็นของเจ้าหน้าที่และผู้มาเยี่ยมผู้ต้องขังในเรือนจำพิเศษธนบุรีและทัณฑสถานหญิงธนบุรี เกี่ยวกับการบริการของเรือนจำและทัณฑสถานตามหลักธรรมาภิบาล (3) เปรียบเทียบความคิดเห็นของเจ้าหน้าที่และผู้มาเยี่ยมผู้ต้องขังในเรือนจำพิเศษธนบุรีและทัณฑสถานหญิงธนบุรี เกี่ยวกับการบริการของเรือนจำและทัณฑสถานตามหลักธรรมาภิบาล (4) ศึกษาแนวทางในการส่งเสริมการปฏิบัติงานตามหลักธรรมาภิบาลของเรือนจำพิเศษธนบุรีและทัณฑสถานหญิงธนบุรี การศึกษาวิจัยครั้งนี้ เป็นการศึกษาวิจัยเชิงสำรวจ กลุ่มตัวอย่างได้แก่ เจ้าหน้าที่เรือนจำพิเศษธนบุรี และทัณฑสถานหญิงธนบุรี และผู้มาเยี่ยมผู้ต้องขังเรือนจำพิเศษธนบุรีและทัณฑสถานหญิงธนบุรี รวม 555 คน เครื่องมีอทึใช้ คือ แบบสอบถาม สถิติที่ใช้ได้แก่ ค่าความถี่ ค่าเฉลี่ย ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าเอฟ ผลการศึกษาวิจัย พบว่า (1) เจ้าหน้าที่ทั้งสองหน่วยงาน มีความคิดเห็นต่อการบริหารตามหลักธรรมาภิบาลในระดับมาก และมีความคิดเห็นเกี่ยวกับการบริการตามหลักธรรมาภิบาลในระดับมาก (2) ความคิดเห็นของเจ้าหน้าที่ของทั้งสองหน่วยงานเกี่ยวกับการบริการผู้มาเยี่ยมผู้ต้องขังตามหลักธรรมาภิบาลอยู่ในระดับมากความคิดเห็นเกี่ยวกับการบริการของผู้มาเยี่ยมผู้ต้องขังในเรือนจำพิเศษธนบุรี อยู่ในระดับมาก ขณะที่ผู้มาเยี่ยมผู้ต้องขังในทัณฑสถานหญิงธนบุรี มีความคิดเห็นในระดับมากที่สุด (3) ผลการเปรียบเทียบความคิดเห็นพบว่าความคิดเห็นด้านบริการระหว่างเจ้าหน้าที่ทั้งสองแห่งไม่แตกต่างกัน ความคิดเห็นระหว่างผู้มาเยี่ยมผู้ต้องขังทั้งสองแห่งไม่แตกต่างกัน ความคิดเห็นระหว่างเจ้าหน้าที่เรือนจำพิเศษธนบุรี กับผู้มาเยี่ยมผู้ต้องขังในเรือนจำพิเศษธนบุรี แตกต่างกัน และความคิดเห็นระหว่างเจ้าหน้าที่ทัณฑสถานหญิงธนบุรี และผู้มาเยี่ยมผู้ต้องขังในทัณฑสถานหญิงธนบุรี แตกต่างกัน ที่นัยสำคัญ 0.05 (4) สำหรับการส่งเสริมการปฏิบติงานตามหลักธรรมาภิบาล ผลการศึกษาพบว่าหลักธรรมาภิบาล 3 หลักที่หน่วยงานควรส่งเสริมก่อนได้แก่ หลักนิติธรรม หลักความโปร่งใส และหลักเทคโนโลยีสารสนเทศ ข้อควรปรับปรุง ได้แก่ ผู้บริหารทั้งสองหน่วยงาน ควรกระจายอำนาจการตัดสินใจลงสู่ระดับล่างให้มากว่าที่เป็นอยู่ ควรสอดส่องพฤติกรรมเจ้าหน้าที่เพื่อป้องกันการรับสินบนจากผู้ต้องขังและญาติ ควรมีการลงโทษทางวินัยอย่างเข้มงวดและจริงจัง หน่วยงานต้องจัดให้มีเจ้าหน้าที่รับแจ้ง หรือรับข้อมูลการร้องเรียน ควรนำเทคโนโลยีและการสื่อสารรูปแบบต่างๆ มาใช้เพื่อสามารถปฏิบัติงานตามหลักธรรมาภิบาลได้อย่างคล่องตัวมากขึ้น
The objectives of this research were to (1) examine the opinion of the officers of Thonburi Remand Prison and Thonburi Woman Correctional Institution on their administration according to Good Governance Principles (2) examine the opinions of the officers and the visitors on services provided according to Good Governance Principles (3) compare the opinions of the visitors and the officers of Thonburi Remand Prison and Thonburi Woman Correctional Institution on services provided according to Good Governance Principles and (4) study the guideline to encourage the operation in accordance with the Good Governance Principles of Thonburi Remand Prison and Thonburi Woman Correctional Institution. This research was a survey research. Samples were officers of Thonburi Remand Prison and Thonburi Woman Correctional Institution, and visitors who came to see the prisoners at Thonburi Remand Prison and Thonburi Woman Correctional Institution; totally 555 samples. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation and F-test. Major findings were (1) the opinion of the officers in Thonburi Remand Prison and Thonburi Woman Correctional Institution on their administration according to the good governance principles was in high level (2) the opinion of the officers on the services provided to visitors according to Good Governance Principles in both organizations was in high level, the opinion of the visitors on the services provided by Thonburi Remand Prison was in high level, while the opinion of the visitors on services provided by Thonburi Woman Correctional Institution was in highest level (3) when compared the opinions, there were no difference in opinions of officers in each organizations on services, no difference in opinions of visitors on services provided by each organization, difference in opinions of officers and visitors of Thonburi Remand Prison, and difference in opinions of officers and visitors of Thonburi Woman Correctional Institution (4) as for the guideline to encourage the operation in accordance with Good Governance Principles, it was found that the organizations should primarily encouraged Rule of Law, Transparency, and Information Technology Principles. Recommendations were: the executives of Thonburi Remand Prison and Thonburi Woman Correctional Institution should empower lower level personnel more than currently did, they should strictly monitor the officers performance so to prevent bride receiving from the prisoners or prisoners’ family, the indiscipline should be seriously punished, the organizations should assign the officers responsible for receiving complaints, both organizations should bring in more modem technologies and various patterns of communication so to foster the operational accordance with Good Governance Principles.
