ปัจจัยที่มีผลต่อต้นทุนทางเศรษฐศาสตร์จากผลกระทบต่อสุขภาพของมลพิษทางอากาศ ในพื้นที่กรุงเทพมหานคร

Abstract

การศึกษานี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาต้นทุนทางเศรษฐศาสตร์จากผลกระทบต่อสุขภาพจากมลพิษทางอากาศของประชาชนในพื้นที่กรุงเทพมหานคร และ 2) เพื่อศึกษาปัจจัยที่มีผลต่อต้นทุนทางเศรษฐศาสตร์จากผลกระทบต่อสุขภาพจากมลพิษทางอากาศในพื้นที่กรุงเทพมหานคร วิธีการดำเนินการวิจัย ใช้กรอบแนวคิดเกี่ยวกับต้นทุนความจ็บป่วยและต้นทุนการป้องกันเพื่อประเมินต้นทุนผลกระทบจากมลพิษทางอากาศ ขณะที่การวิเคราะห์เพื่อหาปัจจัยที่ส่งผลต่อค่าใช้จ่ายจากผลกระทบของมลพิษทางอากาศ ใช้แบบจำลองโทบิท ด้วยข้อมูลจากกลุ่มตัวอย่างที่ทำการสุ่มแบบง่ายจำนวน 400 ตัวอย่างในพื้นที่กรุงเทพมหานครและปริมณฑล ผลการศึกษาพบว่า (1) ต้นทุนค่ารักษาพยาบาลจากผลกระทบมลพิษทางอากาศในส่วนของค่าแพทย์ มีค่าเฉลี่ยเท่ากับ 2,162 บาทต่อคนต่อเดือน ในส่วนของค่ารักษาพยาบาลและค่าเสียโอกาสของเวลาที่ไม่ได้ทำงาน มีค่าเฉลี่ยเท่ากับ 4,609 บาทต่อคนต่อเดือน และค่าใช้จ่ายในการป้องกันมลพิษทางอากาศ (เช่น ค่าใช้จ่ายในการซื้อหน้ากากอนามัย เป็นต้น) มีค่าเฉลี่ยเท่ากับ 7,407 บาทต่อคนต่อเดือน ผลรวมของต้นทุนผลกระทบมลพิษทางอากาศรวมมีค่าเฉลี่ยเท่ากับ 14,180 บาทต่อคนต่อเดือน และ (2) ปัจจัยที่มีผลต่อค่าใช้จ่ายที่เกิดจากผลกระทบของมลพิษทางอากาศ ณ ระดับนัยสำคัญ 0.01 ได้แก่ การมีความรู้เกี่ยวกับมลพิษทางอากาศ และรายได้ โดยผู้ที่ได้คะแนนความรู้มลพิษทางอากาศยิ่งสูงขึ้นจะมีแนวโน้มที่จะมีต้นทุนผลกระทบจากมลพิษทางอากาศน้อยลงและคนที่มีรายได้มากขึ้นจะมีต้นทุนในส่วนนี้มากขึ้นเช่นกัน ขณะที่คนที่เดินทางด้วยระบบขนส่งสาธารณะจะมีแนวโน้มที่จะมีต้นทุนผลกระทบจากมลพิษทางอากาศมากกว่าคนที่เดินทางด้วยวิธีอื่น ณ ระดับนัยสำคัญ 0.05 จากการศึกษานี้จะเห็นได้ว่า การมีความรู้เกี่ยวกับผลกระทบมลพิษทางอากาศ ส่งผลทำให้ค่าใช้จ่ายจากมลพิษทางอากาศลดลง ดังนั้น หน่วยงานที่เกี่ยวข้องควรส่งเสริมการให้ความรู้ ความเข้าใจทั้งผลกระทบและมาตรการป้องกันมลพิษทางอากาศที่ถูกต้องให้กับประชาชนเพื่อลดต้นทุนดังกล่าว

The objectives of this study are 1) To estimate the economic costs of the health impacts from air pollution in Bangkok Metropolitan 2) To determine factors that influence the economic costs of the health impacts from air pollution This study applied the cost of illness and prevention cost methods to estimate the economic costs of the health impacts from air pollution. Tobit model was applied using the simple random sampling method of the 400 individuals to determine factors influencing the economic costs of the health impacts from air pollution in Bangkok Metropolitan. The results reveal that (1) the average treatment cost is about 2,162 Bath/month/person. The average opportunity cost of time due to absence from work is about 4,609 Bath/month/person. The average prevention cost (e.g., surgical masks) is about 7,407 Bath/month/person. Thus, the total cost of air pollution impact is about 14,180 Bath/month/person on average. (2) The factors affecting the economic cost of air pollution impacts at a significance level of 0.01 were the knowledge about air pollution and income. The more knowledge people have, the lower the air pollution cost they have. Further, the ones who have higher income are likely to have a higher cost of air pollution as well. Moreover, the ones who commute by public transportation, compared to other commuters by other travel modes, are likely to have a higher cost of air pollution impact at a significant level of 0.05. The study shows that knowledge about air pollution can help to reduce the costs of air pollution impacts. Therefore, the relevant government sectors should provide information about knowledge of air pollution in terms of the accurate pollution impacts and mitigation measures to reduce the cost of air pollution impacts.
