การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการสื่อสารของนายกองค์การบริหารส่วนตำบลในสามจังหวัดชายแดนภาคใต้เกี่ยวกับ 1) รูปแบบการใช้การสื่อสารในการปฏิบัติงาน 2) เปรียบเทียบรูปแบบการใช้การสื่อสารในการปฏิบัติงาน 3) องค์ประกอบสมรรถนะทางการสื่อสารในการปฏิบัติงาน 4) แนวทางการพัฒนาสมรรถนะการสื่อสาร ผลการวิจัยพบว่าการสื่อสารของนายกองค์การบริหารส่วนตำบลในสามจังหวัดชายแดนภาคใต้มีดังนี้ 1) รูปแบบการใช้การสื่อสารในการปฏิบัติงานมี 8 รูปแบบคือ (1) การสื่อสารเพื่อการบริหารองค์กร ได้แก่การมอบหมายงาน การประชุม การกำกับติดตามงาน และการให้คำปรึกษา (2) การเปิดรับและแสวงหาข้อมูลข่าวสารเพื่อการตัดสินใจ (3) การถ่ายทอดและประชาสัมพันธ์ข่าวสารไปสู่ประชาชนในชุมชน (4) การสร้างการมีส่วนร่วมของประชาชนต่อการดำเนินพันธกิจขององค์กร (5) การสร้างความสัมพันธ์กับประชาชนและผู้มีส่วนได้ส่วนเสียในชุมชน (6) การสื่อสารเพื่อบำบัดทุกข์บำรุงสุขประชาชน (7) การสื่อสารด้วยการสร้างผลงาน และ(8) การสื่อสารเพื่อรักษาฐานเสียงทางการเมือง
2) การเปรียบเทียบรูปแบบการใช้การสื่อสารในการปฏิบัติงานประกอบด้วยประสบการณ์ทางการบริหาร คุณวุฒิ การศึกษา การมีทัศนคติและความรู้เกี่ยวกับการสื่อสารและการมีทักษะการสื่อสารเฉพาะบุคคล ส่งผลให้นายกองค์การบริหารส่วนตำบลมีการใช้กลยุทธ์การสื่อสารที่แตกต่างกัน ซึ่งแบ่งเป็น 6 กลยุทธ์ คือ (1) กลยุทธ์รู้เขารู้เราเท่าทันเทคโนโลยี (2) กลยุทธ์เข้าใจเข้าถึงพึ่งพาได้ 24 ชั่วโมง (3) กลยุทธ์สื่อสารคุณธรรมนำการพัฒนา (4) กลยุทธ์สื่อสารผสานพลังทีมงาน (5) กลยุทธ์สื่อสารประสานสัมพันธ์ และ (6) กลยุทธ์สื่อสารสมานถันท์ชุมชน 3) องค์ประกอบสมรรถนะทางการสื่อสารมี 2 ประเภท คือ (1)สมรรถนะหลัก ได้แก่ การพูดและนำเสนอ การฟังบุคลิกภาพ การสร้างความสัมพันธ์กับกลุ่มเป้าหมาย การสร้างภาพลักษณ์ การสร้างช่องทางการสื่อสารและการใช้เทคโนโลยีการสื่อสารใหม่ และ (2) สมรรถนะเฉพาะเชิงพื้นที่ที่ปฏิบัติงาน ได้แก่ สมรรถนะการเป็นแบบอย่างผู้นำในวิถีอิสลามที่อิงแนวทางปฏิบัติตาม
หลักศาสนาอิสลาม และสมรรถนะการสื่อสารในสังคมพหุวัฒนธรรมที่อิงแนวทางปฏิบัติตามแต่ละวัฒนธรรม 4) แนวทางการพัฒนาสมรรถนะการสื่อสาร คือ (1) ด้านประเด็นเนื้อหาการพัฒนาสมรรถนะ ได้แก่ กลยุทธ์การสื่อสารและการประชาสัมพันธ์สำหรับผู้นำในงานองค์กรปกครองท้องถิ่นแบบครบวงจร การสื่อสารวิสัยทัศน์ นโขบายและผลการ
ดำเนินงาน การพูดต่อหน้าสาธารณชน การสร้างภาพลักษณ์ การพัฒนาบุคลิกภาพผู้นำท้องถิ่นยุคใหม่ การสื่อสารในภาวะวิกฤติ และสื่อสารให้เท่าทันเทคโนโลยีดิจิทัล (2) ด้านรูปแบบการพัฒนาสมรรถนะ ได้แก่ ใช้การฝึกอบรมเชิงปฏิบัติการ การสัมมนาแลกเปลี่ยนประสบการณ์ การถอดบทเรียนความสำเร็จและการศึกษาดูงานองค์กรที่ผู้นำท้องถิ่นมีสมรรถนะการสื่อสารระดับสูง
The objectives of this research were to study the communications of chief executives of sub-district administrative organizations (SAOs) in the 3 southern border provinces in terms of 1) forms of communication used in their work; 2) a comparison of the forms and methods of communication used in their work; 3) components of communication competency in their work; and 4) approaches for developing their communication competency. This was a qualitative research applying in-depth interviews and group interviews. The key informants were chief executives of SAOs, administrators, government employees, stakeholders, and citizens who received services in the provinces of Yala, Pattani and Narathiwat, for a total of 82 persons, chosen through purposive and snowball sampling technique. The research tools were an in-depth interview form and a group interview form. Data were analyzed through descriptive analysis. The results showed that 1) 8 forms of communication were used in the work of the SAO chief executives: (1) organizational management communications such as delegating work duties, meetings, following up and controlling work, and giving advice; (2) searching for and receiving news and information for decision making; (3) publicizing and transferring news and information to the public; (4) creating public participation in the SAO’s missions; (5) building relationships with the citizens and stakeholders in the community; (6) alleviating problems and improving the public welfare; (7) producing work results; and (8) communications for maintaining voter support. 2) A comparison of forms and methods of communication used by SAO chief executives in their work showed that management experience, education, attitude toward and knowledge about communication, and personal communication skills impacted the communication strategies used. Six major strategies were identified: (1) “know your enemy, know yourself” and be technology savvy; (2) reliable 24/7 access; (3) “morality leads development”; (4) power of teamwork; (5) interconnected relationships; and (6) united community harmony. 3) There were 2 types of components to communications competency: (1) primary capacity, i.e. speaking and presentation; listening; personality; relationship building with target groups; image building; communications channel building; and using new communications technology; and (2) location-specific competency, comprising being a model leader by following Muslim principles, and being a good communicator in a multi-cultural society by upholding the shared morals and practices of every culture. 4) Approaches for further developing communications competency are (1) competency development content should cover comprehensive communication and public relations strategies for local administrative organization leaders; how to communicate vision, policy and work results; public speaking; image building; personality development for new age local leaders; crisis communications; and digital technology savvy communications; (2) the competency development methods should include workshops, seminars, sharing of success stories, and study visits to SAOs that are led by chief executives with good communication competency
