การมีส่วนร่วมของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาลเมืองวารินชำราบ จังหวัดอุบลราชธานี

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) เพื่อศึกษากระบวนการการมีส่วนร่วมของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาลเมืองวารินชำราบ จังหวัดอุบลราชธานี (2) เพื่อศึกษาถึงปัญหาและอุปสรรคของการมีส่วนร่วมของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาลเมืองวารินชำราบ จังหวัดอุบลราชธานี การศึกษานี้เป็นการศึกษาเชิงคุณภาพ เลือกกลุ่มตัวอย่างแบบเจาะจง รวมจำนวน 30 คน ประกอบด้วย สมาชิกสภาเทศบาลเมืองวารินชำราบ จำนวน 5 คน ผู้นำชุมชน จำนวน 5 คน และประชาชนทั่วไป จํานวน 20 คน โดยใช้เครื่องมือวิจัยเป็นแบบสัมภาษณ์แบบมีโครงสร้าง เป็นเครื่องมือในการเก็บรวบรวมข้อมูล และวิเคราะห์ข้อมูลแบบการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า (1) กระบวนการการมีส่วนร่วมของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาลเมืองวารินชำราบ จังหวัดอุบลราชธานี ใน 4 ประเด็น คือ การมีส่วนร่วมในการค้นหาปัญหาและการตัดสินใจ การมีส่วนร่วมในการดำเนินการ การมีส่วนร่วมในการรับผลประโยชน์ และการมีส่วนร่วมในการติดตามและประเมินผล พบว่า กระบวนการการมีส่วนร่วมของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาลเมืองวารินชำราบ จังหวัดอุบลราชธานี โดยภาพรวมแบ่งได้เป็น 2 กลุ่ม คือ กลุ่มผู้มีส่วนร่วมในทุกด้าน ได้แก่ สมาชิกสภาเทศบาลเมืองวารินชำราบ และผู้นำชุมชน ซึ่งเป็นการมีส่วนร่วมตามบทบาทหน้าที่การเป็นตัวแทนประชาชน ส่วนกลุ่มมีผู้มีส่วนร่วมน้อยหรือไม่มีส่วนร่วมเลย คือ ประชาชนทั่วไป (2) ปัญหาและอุปสรรคของการมีส่วนร่วมของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาลเมืองวารินชำราบ จังหวัดอุบลราชธานี พบว่า ปัญหาและอุปสรรคส่วนใหญ่ คือ ประชาชนไม่เข้าใจบทบาทของตนเองในการเข้าไปมีส่วนร่วมในการพัฒนาด้านโครงสร้างพื้นฐานของเทศบาล ประชาชนขาดความรู้ความเข้าใจเกี่ยวกับการบริหารงานของเทศบาล ทำให้ไม่สามารถที่จะตัดสินใจเข้าไปมีส่วนร่วมได้ และประชาชนให้ความสำคัญในเรื่องปัจจัยการดำรงชีพ หารายได้ให้ครอบครัวมากกว่าที่จะให้ความสำคัญกับการบริหารงานของเทศบาล

The work aims to study the process of the public participation in the infrastructure development of the Warinchamrap Municipality in Ubon Ratchathani province and to explore the problems and obstacles concerning the public participation. The study was a qualitative one. Thirty samples were specifically selected. They were 5 members of the Warinchamrap Municipality Council, 5 community leaders, and 20 representatives from the general public. A structured interview was used as a research instrument to collect data. The research found as follows. (1) The public participation in the process of the infrastructure development was found in four aspects: participation in setting the problems and decision making, participation in implementation, participation in receiving benefits, and participation in follow-up and evaluation. It was found that the public participation in the infrastructure development could be divided into two groups. One was the group having a high level of participation. In this group were the members of the Warinchamrap Municipality Council, and the community leaders. Those in the group with less or no participation were the general public. (2) As regards the problems and obstacles in the public participation in the infrastructure development, the first three problems were 1) a majority of the public members did not understand their own roles in their participation in the infrastructure development; 2) a majority of the public lacked knowledge on the municipality administration, making them unable to make a decision, and 3) a majority of the public members paid more attention to their living factors, family incomes than to the municipality’s administration
