Abstract
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการดำเนินงานการประกันคุณภาพการศึกษา (2) ศึกษาปัญหาและข้อเสนอแนะในการประกันคุณภาพการศึกษา และ (3) เสนอแนะแนวทางการประกันคุณภาพการศึกษาของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอในจังหวัดนครศรีธรรมราช
ประชากรที่ใช้การวิจัยได้แก่ ผู้อำนวยการศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ เจ้าหน้าที่งานประกันคุณภาพการศึกษาอำเภอ และครู กศน. ตำบล จำนวน 216 คน ในจังหวัดนครศรีธรรมราช เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถามเกี่ยวกับสภาพการดำเนินงานการประกันคุณภาพการศึกษาของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ การวิเคราะห์ข้อมูลใช้ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา
ผลการวิจัย ปรากฎว่า (1) สภาพการดำเนินงานการประกันคุณภาพ โดยภาพรวมของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอในจังหวัดนครศรีธรรมราช อยู่ในระดับมาก (2) ระดับปัญหาการดำเนินงานการประกันคุณภาพโดยภาพรวมของศูนยย์ดังกล่าวอยู่ในระดับน้อยที่สุด และ (3) แนวทางการประกันคุณภาพการศึกษาของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ ในจังหวัดนครศรีธรรมราช ประกอบด้วย (3.1) การกำหนดมาตรฐานการศึกษา (3.2) การจัดทำแผนพัฒนาคุณภาพและแผนปฏิบัติงานประจาปี (3.3) การดำเนินงานตามแผนพัฒนาการจัดการศึกษาของศูนย์ (3.4) การติดตามตรวจสอบคุณภาพการศึกษา (3.5) การประเมินคุณภาพภายใน (3.6) การจัดทำรายงานประจำปี (3.7) การเสนอรายงานต่อต้นสังกัด ภาคีเครือข่าย และสาธารณชน (3.8) การนำเสนอผลการประเมิน (3.9) การจัดทาระบบสารสนเทศ และ (3.10) การมีส่วนร่วมของภาคีเครือข่าย
The purposes of this research were (1) to study the state of operation of educational quality assurance of district non-formal and informal education centers in Nakhon Si Thammarat province; (2) to study the problems and suggestions concerning the operation of educational quality assurance of the centers; and (3) to propose guidelines for operating educational quality assurance of the centers. The research populations were 216 persons consisted of directors of the district non-formal and informal education centers, the personnel responsible for educational quality assurance work of the centers, and sub-district non-formal education teachers in Nakhon Si Thammarat province. The employed research instrument was a questionnaire on the state of operation of educational quality assurance of district non-formal and informal education center. Data were analyzed using the percentage, mean, standard deviation, and content analysis. The research findings showed that (1) the overall state of operation of educational quality assurance of district non-formal and informal education centers in Nakhon Si Thammarat province was rated as being at the high level; (2) the overall problem concerning the operation of educational quality assurance of the centers was rated as being at the lowest level; and (3) the guidelines for operating educational quality assurance of the centers comprised the following: (3.1) the determination of educational standards; (3.2) the formulation of annual quality development and operational plans; (3.3) the operation based on the educational management development plans of the center; (3.4) the monitoring and checking of educational quality; (3.5) the internal evaluation of educational quality; (3.6) the preparation of annual reports; (3.7) the submission of annual reports to the supervising work units, network parties, and the general public; (3.8) the presentation of evaluation results; (3.9) the creation of information system; and (3.10) the participation of network parties.
