บทบาทของผู้ว่าราชการกรุงเทพมหานคร กรณีศึกษา : หม่อมราชวงศ์สุขุมพันธุ์ บริพัตร

Abstract

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษา 1. บทบาทหน้าที่ของผู้ว่าราชการกรุงเทพมหานครหม่อมราชวงศ์สุขุมพันธุ์ บริพัตร และ 2. ปัญหาอุปสรรคในการดำเนินบทบาทผู้ว่าราชการกรุงเทพมหานคร หม่อมราชวงศ์สุขุมพันธุ์ บริพัตร การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ มีประชากรและกลุ่มตัวอย่างที่ศึกษาคือ 1) ผู้ว่าราชการกรุงเทพมหานคร 2) สมาชิกสภากรุงเทพมหานคร 4 คน และ 3) ประธานชุมชน 4 คน เลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง เครื่องมือที่ใช้ในการวิจัย คือแบบสัมภาษณ์ วิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า 1. บทบาทของผู้ว่าราชการกรุงเทพมหานคร มีบทบาท 3 ข้อได้แก่ 1) บทบาทตามข้อกฎหมาย คือการใช้อำนาจในการบริหารราชการตามพระราชบัญญัติบริหารกรุงเทพมหานคร 2) บทบาทการดำเนินการในฐานะผู้ว่าราชการกรุงเทพมหานคร ได้แก่ การส่งเสริมคุณภาพชีวิต ด้านการศึกษา ด้านความปลอดภัย และ ด้านสิ่งแวดล้อม การแก้ไขปัญหาความเดือดร้อนของประชาชนผู้มีรายได้น้อยและปัญหาหนี้สิน การสร้างความเจริญกรุงเทพมหานคร การพัฒนาด้านเศรษฐกิจ พัฒนาด้านการคมนาคม และพัฒนาด้านสังคม 3) บทบาทในการส่งเสริมประชาธิปไตย ได้แก่ การสื่อสารทางการเมือง การให้การเรียนรู้ทางการเมือง และ การอบรมกล่อมเกลาทางการเมือง 2. ปัญหาอุปสรรคในการดำเนินบทบาทผู้ว่าราชการกรุงเทพมหานคร ได้แก่ปัญหาด้านข้อกฎหมายที่มีความทับซ้อนกัน ปัญหาจากคณะผู้บริหารของผู้ว่าราชการกรุงเทพมหานครเกี่ยวกับความรู้ความสามารถประสบการณ์ และความเข้าใจในการทำงาน และปัญหาจากความร่วมมือจากหน่วยงานหรือสถาบันทางการเมืองที่เกี่ยวข้องและประชาชน

The objectives of this research were (1) to study roles of the Bangkok governor: a case study of Sukhumphan Paripatra; MR. and (2) to investigate obstacles in roles of the Bangkok governor: a case study of Sukhumphan Paripatra; MR.This research was a qualitative research. There were nine samples which consisted of the Bangkok governor, four members of Bangkok Council and four community presidents. The research instruments were interviews and descriptive data analysis. This research found that (1) there were three roles of Bangkok governor as followings. 1) The legal roles were to use the power to administer the government under the Bangkok Metropolitan Administrative Act. 2) The operational roles of the Bangkok governor were to promote the better quality of life, education, safety and environment. These operation roles also covered a solving low-income and debt problems, a building prosperity in Bangkok, a development in economics transportation and society. 3) The promoting democracy roles included political communication, political education and political training. (2) The obstacles in roles of the Bangkok governor were overlapping legal issues, lacking of knowledge and experience of executive committee of Bangkok governor, lacking of cooperation from relevant political agencies/ institution and public.
