การพัฒนาศักยภาพบุคลากรในการปฏิบัติงานยุคดิจิทัล ของเทศบาลตำบลแม่เมาะ อำเภอแม่เมาะ จังหวัดลำปาง

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นเกี่ยวกับรูปแบบการพัฒนาศักยภาพ ด้านเทคโนโลยีดิจิทัลของบุคลากร เทศบาลตำบลแม่เมาะ อำเภอแม่เมาะ จังหวัดลำปาง (2) ศึกษาระดับทักษะด้านดิจิทัลและศักยภาพในการปฏิบัติงานของบุคลากร เทศบาลตำบลแม่เมาะ อำเภอแม่เมาะ จังหวัดลำปาง (3) เสนอแนะแนวทางพัฒนาศักยภาพบุคลากรในการปฏิบัติงานยุคดิจิทัลของเทศบาลตำบลแม่เมาะ อำเภอแม่เมาะการศึกษานี้เป็นการวิจัยเชิงปริมาณ ประชากร คือ บุคลากรที่ปฏิบัติงานในสำนักงานเทศบาลตำบลแม่เมาะ อำเภอแม่เมาะ จังหวัดลำปาง จำนวน 217 คน ศึกษาจากประชากรทั้งหมด เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือแบบสอบถามแบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าเฉลี่ย ค่าร้อยละ และค่าเบี่ยงเบนมาตรฐานผลการศึกษาพบว่า (1) ความคิดเห็นเกี่ยวกับรูปแบบการพัฒนาศักยภาพด้านเทคโนโลยีดิจิทัลของบุคลากร เทศบาลตำบลแม่เมาะ อำเภอแม่เมาะ จังหวัดลำปาง ในภาพรวมอยู่ในระดับมาก (2) ความคิดเห็นเกี่ยวกับทักษะด้านดิจิทัลและศักยภาพในการปฏิบัติงานของบุคลากร เทศบาลตำบลแม่เมาะ อำเภอแม่เมาะ จังหวัดลำปาง ในภาพรวมอยู่ในระดับมาก (3) แนวทางพัฒนาศักยภาพบุคลากรในการปฏิบัติงานยุคดิจิทัล ของเทศบาลตำบลแม่เมาะ อำเภอแม่เมาะนั้น คือ ควรนำรูปแบบการพัฒนาทักษะบุคลากรมาใช้ให้เหมาะสมกับบริบทและทักษะ และโดยใช้ช่องทางทั้งที่เป็นทางการและการสร้างการเรียนรู้ด้วยตนเองผ่านสื่อทางสังคมให้เพิ่มข้น ตลอดจนการสอนการใช้โปรแกรมคอมพิวเตอร์เพื่อการวิเคราะห์ข้อมูลและจัดทำกระดานสรุปข้อมูลบริหาร ในมุมมองต่างๆ เพื่อใช้ในการรายงานผลการดำเนินงาน

The purposes of this study were to (1) study the opinion on potential development model of personnel in digital era performance of Mae Moh Sub-district Municipality in Lampang Province (2) study digital era skills and potential of work performance of personnel in digital era performance of Mae Moh Sub-district Municipality in Lampang Province (3) recommend guidelines for develop potentials of personnel in digital era performance of Mae Moh Sub-district Municipality in Lampang Province. This study was a quantitative research. The population was the entire officials who have been working at Mae Moh Sub-district Municipality in Lampang Province totally 217 officials. The research instrumental for data collection was a structured questionnaire. Statistics for data analysis comprised of frequency, mean, percentage and standard deviation.The results revealed that (1) an overview of potential development model of personnel in digital era performance of Mae Moh Sub-district Municipality in Lampang Province was at high level (2) an overview of digital era skills and potential of work performance of personnel in digital era performance of Mae Moh Sub-district Municipality in Lampang Province was at high level (3) recommend guidelines for develop potentials of personnel in digital era performance of Mae Moh Sub-district Municipality in Lampang Province were that the Municipality should provide skill development courses appropriately with context and each skill and used official channel and more self-learning program through social medias. Moreover, there should provide computer usage courses for data analysis and dashboard for executive data in various aspects for work implementation report.
