การเมืองในการถ่ายโอนสถานีขนส่งผู้โดยสารจังหวัดอำนาจเจริญให้แก่เทศบาลเมืองอำนาจเจริญ

Abstract

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการเมืองในการถ่ายโอนภารกิจสถานีขนส่งผู้โดยสารให้แก่เทศบาลเมืองอำนาจเจริญ (2) ศึกษาปัญหาอุปสรรคทางการเมืองในการถ่ายโอนสถานีขนส่งผู้โดยสาร (3) เสนอแนะแนวทางการแก้ไขปัญหาอุปสรรคในการถ่ายโอนสถานีขนส่งผู้โดยสาร กลุ่มตัวอย่างในการวิจัยครั้งนี้มี 2 กลุ่มใหญ่ ๆ คือกลุ่มประชากรภายในองค์กรและกลุ่มประชากรภายนอกองค์กรเครื่องมือวิจัยประกอบด้วยแบบสัมภาษณ์และการสำรวจเอกสารการวิเคราะห์ข้อมูลแบบพรรณนา ผลการวิจัยพบว่า (1) จากพระราชบัญญัติกำหนดแผนและขั้นตอนการกระจายอำนาจสู่ท้องถิ่น พ.ศ. 2542 ทําให้กรมการขนส่งทางบกมีความจำเป็นต้องถ่ายโอนภารกิจงานของสถานีขนส่งผู้โดยสารให้แก่องค์กรปกครองส่วนท้องถิ่น (2) ปัญหาอุปสรรคได้แก่การกระจายอำนาจที่ไม่ชัดเจน การแทรกผลประโยชน์ทางการเมืองและส่วนตัว การขาดแผนงานโครงการด้านการพัฒนาสถานีขนส่งผู้โดยสารอย่างต่อเนื่อง ขาดการดูแลเอาใจใส่ด้านการบริหารจัดการ (3) ข้อเสนอแนะได้แก่การส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการบริการสาธารณะทุกรูปแบบ การผสมผสานความร่วมมือระหว่างภาครัฐและภาคเอกชน

The objectives of this research were to: (1) study the politics of the transfer of ownership of the provincial bus station to Amnat Charoen Municipality; (2) study the problems with the transfer: and (3) form recommendations to facilitate the transfer of bus stations to municipalities The key informants for this research consisted of people within the organization and people outside the organization. Data were collected using an interview form and data recording form. Data were analyzed descriptively The results showed that: (1) Under the Decentralization Plan and Steps Act of 1999, the Department of Land Transport was required to transfer the duties of running bus stations to local administrative organizations. (2) The problems with this process in Amnat Charoen were a lack of clarity on the specific powers being decentralized, interference by political and private interest groups, lack of a future development plan for the bus station, and lack of attention to the business of managing the bus station. (3) Recommendations to facilitate the process are to promote public participation in the management of public transport and other public services, and to promote greater cooperation between government and private sector agencies
