Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการบริหารงานห้องสมุดประชาชนสังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดภูเก็ต และ (2) ศึกษาแนวทางการพัฒนาการบริหารงานห้องสมุดประชาชน สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดภูเก็ตกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้ใช้บริการห้องสมุด จำนวน 500 คน ในจังหวัดภูเก็ตได้มาจากการสุ่มแบบบังเอิญ และผู้เชี่ยวชาญ จำนวน 10 คน ได้มาจากการสุ่มแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่า มีค่าความเที่ยง เท่ากับ 0.93 และแบบสัมภาษณ์แบบมีโครงสร้าง ทำการวิเคราะห์ข้อมูลโดยใช้ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหาผลการศึกษาปรากฏว่า (1) สภาพการบริหารงานห้องสมุดประชาชน สังกัดสำนักงานกศน.จังหวัดภูเก็ต ทุกด้านอยู่ในระดับมาก ได้แก่ ด้านบรรยากาศและอาคารสถานที่ ด้านทรัพยากรสารสนเทศในห้องสมุด ด้านระบบงาน ด้านการบริการและกิจกรรม ส่งเสริมการอ่านการเรียนรู้ และด้านบุคลากรห้องสมุด และ (2) แนวทางการพัฒนาการบริหารงานห้องสมุดประชาชน สังกัดสำนักงาน กศน.จังหวัดภูเก็ต ด้านบรรยากาศและอาคารสถานที่ ห้องสมุดควรจัดสถานที่และบรรยากาศให้ร่มรื่น เย็นสบาย สวยงาม และสะอาดเรียบร้อย ด้านทรัพยากรสารสนเทศในห้องสมุดห้องสมุดควรมีหนังสือที่ทันสมัย ตอบสนองต่อความต้องการของผู้ใช้บริการ ด้านระบบงานห้องสมุดควรมีระบบการยืม-คืนหนังสือ และสื่อออนไลน์ ระหว่างห้องสมุดทั้ง 4 แห่ง ด้านการบริการและกิจกรรมส่งเสริมการอ่านการเรียนรู้ ห้องสมุดควรมีการสำรวจความต้องการของผู้ใช้บริการเกี่ยวกับการจัดกิจกรรมส่งเสริมการอ่าน เพื่อให้สามารถจัดกิจกรรมให้ตรงตามความต้องการ ทุกเพศ ทุกวัย และด้านบุคลากรห้องสมุด ควรจัดให้บุคลากรเข้ารับการอบรมด้านวิชาการใหม่ๆ อยู่เสมอ อย่างน้อยปีละ 1 ครั้ง
The objectives of this study were (1) to study the administration conditions of public libraries under Phuket Provincial office of the Non-Formal and Informal Education; and (2) to study the administration development guidelines of public libraries under Phuket Provincial Office of the Non-Formal and Informal Education. The sample used in this study consisted of 500 library service users in Phuket province obtained by incidental sampling, and 10 purposively selected experts. The employed research instruments were a rating scale questionnaire with reliability coefficient of 0.93, and a structured interview form. Data were analyzed using the frequency, percentage, mean, standard deviation, and content analysis. Findings of this study showed that (1) the administration conditions in all aspects of public libraries under Phuket Provincial office of the Non-Formal and Informal Education were rated at the high level. The five aspects of administration conditions could be ranked based on their rating means as follows: the environment and buildings, the library information resources, the library operational system, the services and activities for promotion of reading and learning, and the library personnel, respectively; (2) as for the administration development guidelines of public libraries under Phuket Provincial office of the Non-formal and Informal Education, the following recommendations were given: in the environment and buildings aspect, the libraries should have the buildings and environment that are shady, cod and clean with relaxing atmosphere; in the library information resources aspect, the libraries should have up-to-date books and reading resources that respond to the needs of library users; in the library operational system aspect, the libraries should have the circulation system for their own library materials and on-line materials among the four libraries; in the aspect of services and activities for promotion of reading and learning, the libraries should conduct a survey on the needs of service users for reading promotion activities in order to organize activities that are responsive to the needs of service users of all ages and genders; and in the library personnel aspect, the library personnel should be encouraged to receive in-service trainings on new knowledge and techniques for at least once a year.
