ปัจจัยที่ส่งผลต่อความพร้อมของการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานของโรงเรียน สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ ในจังหวัดปทุมธานี

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความพร้อมของการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานของโรงเรียน (2) ระบุปัจจัยที่คาดว่าจะส่งผลต่อความพร้อมของการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานของโรงเรียนดังกล่าว (3) วิเคราะห์ความสัมพันธ์เชิงสาเหตุระหว่างปัจจัยการบริหารกับความพร้อมของการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานของโรงเรียนกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารโรงเรียนประถมศึกษาสังกัดสำนักงานการประถมศึกษาจังหวัดปทุมธานี ในปีงบประมาณ 2546 จำนวน 122 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถามเพื่อสำรวจความคิดเหึน และสมการถดถอยเชิงพหุคูณ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน และค่า P-Value ผลการวิจัย พบว่า (1) โรงเรียนสังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติในจังหวัดปทุมธานี มีความพร้อมระดับสูงต่อการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานโดยเฉพาะอย่างยิ่งด้านการบริหารทางการเงินและการควบคุมงบประมาณ ด้านการจัดระบบการจัดชื้อจัดจ้าง ด้านการรายงานทางการเงินและผลการดำเนินงาน และด้านการตรวจสอบภายใน (2) ปัจจัยการบริหารคือปัจจัยสำคัญที่คาดว่าจะส่งผลต่อความพร้อมของการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานของโรงเรียน (3) ปัจจัยการบริหารส่วนใหญ่มีความสัมพันธ์ในทางบวกกับความพร้อมของการดำเนินการตามระบบงบประมาณแบบมุ่งเน้นผลงานของโรงเรียน

The objectives of this research were to (1) study the readiness levels of Performance - Based Budgeting (PBB) operation in the school of the office National Primary Education in the Pathumthani Province (2) identify the expected factors affecting the readiness of PBB operation of these schools and (3) analyses the relationship between management factors and the readiness of PBB operation of the schools. The sample group is 122 administrators of the Primary school under the Office of Pathumthani Provincial Primary Education in the fiscal year 2003. The methodology consists of the questionnaire and the multiple regression, the addition, the statistics are the percentage, mean, standard deviation, and the p - value The research results reveled that the readiness levels of all schools in the school of the office National Primary Education Commission in the Pathumthani Province are relatively high, specifically financial management, budget control, procurement management finance and performance reporting, and internal audit, significantly Management factors are the important factors influencing the readiness of PBB operation of the schools. Further, most factors show the positive relation to the readiness of PBB operation of the schools.
