Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลโครงการพัฒนาองค์ความรู้และรณรงค์การปฏิรูปที่ดินที่ยั่งยืนและเป็นธรรม และ (2) ศึกษาปัญหาและแนวทางการพัฒนาการดําเนินงานโครงการพัฒนาองค์ความรู้และรณรงค์การปฏิรูปที่ดินที่ยั่งยืนและเป็นธรรม การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพผู้ให้ข้อมูล คือ 1) กลุ่มคณะอนุกรรมการปฏิรูประบบการจัดการที่ดินฐานทรัพยากรสิ่งแวดล้อมและนํ้า 2) กลุ่มผู้รับผิดชอบการดําเนินงานโครงการพัฒนาองค์ความรู้และรณรงค์การปฏิรูปที่ดินที่ยังยืนและเป็นธรรม โดยคัดเลือกแบบเจาะจง จํานวน 14 คน การเก็บรวบรวมข้อมูลใช้แบบสัมภาษณ์ชนิดมีโครงสร้าง และการวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) ผลการประเมินผลโครงการพัฒนาองค์ความรู้และรณรงค์การปฏิรูปที่ดินที่ยั่งยืนและเป็นธรรม ด้านบริบท ได้แก่ ความเป็นมาหรือความจำเป็นของโครงการมีความสอดคล้องกับปัญหาเรื่องที่ดิน วัตถุประสงค์ของโครงการมีความสอดคล้องกับมติสมัชชาปฏิรูประดับชาติ ครั้งที่ 1 พ.ศ. 2554 ในมติที่ 1 การจัดการทรัพยากรและที่ดินอย่างเป็นธรรม พื้นที่ดําเนินการมีความเหมาะสมด้านปัจจัยนําเข้า ได้แก่ งบประมาณ ความรู้และทักษะของบุคลากร วัสดุอุปกรณ์ การจัดการ มีความเพียงพอในการดำเนินงานโครงการส่วนระยะเวลาไม่เพียงพอในการดำเนินงาน ด้านกระบวนการ ได้แก่ การวางกรอบเก็บข้อมูลและปฏิบัติการการประมวลข้อมูลจากงานวิจัยต่างๆ และดําเนินการศึกษาในพื้นที่การเชิญนักวิจัย และผู้รู้มาให้ความคิดเห็น การจัดกิจกรรมรณรงค์เป็นไปตามแผนปฏิบัติการ ด้านผลผลิตเป็นไปตามวัตถุประสงค์ของโครงการฯ ได้แก่ ข้อมูลปัญหาเชิงโครงสร้างนโยบายที่นํามาสู่สภาพปัญหาการจัดการที่ดินที่ไม่ไม่ยั่งยืนและเป็นธรรม แนวทางรูปแบบและกลไกการปฏิรูปที่ดินเพื่อความยั่งยืนและเป็นธรรมทั้งในระดับท้องถิ่น และระดับชาติ และไม่ได้เป็นไปตามวัตถุประสงค์ของโครงการ ได้แก่ รูปแบบการพัฒนาฐานข้อมูลเกี่ยวกับการบริหารจัดการที่ดิน ทรัพยากรธรรมชาติและสิ่งแวดล้อม พร้อมข้อเสนอในเชิงปฏิบัติการการรณรงค์เผยแพร่ต่อสาธารณะให้เกิดการตื่นตัวต่อปัญหาที่ดินและมีส่วนร่วมในการขับเคลื่อนการปฏิรูปที่ดิน และ (2) ปัญหาการดําเนินงานโครงการ คือระยะเวลาดําเนินโครงการสั้นแต่กิจกรรมในโครงการมีจํานวนมาก แนวทางการพัฒนาการดําเนินงานโครงการ คือ การแบ่งระยะเวลาการดําเนินการออกเป็นระยะตาม วัตถุประสงค์ของโครงการ เพื่อให้เกิดความสอดคล้องและสามารถดําเนินการได้บรรลุตามวัตถุประสงค์ของโครงการ
The objectives of this research were: (1) to evaluate the knowledge development and sustainable and equity land reform campaign project; and (2) to study problems and development approaches for the knowledge development and sustainable and equity land reform campaign project. This study was a qualitative research. Key informants were 14 persons including; 1) the land management, environment and water resource database reform sub-committee, 2) the main responsible staff of the knowledge development and sustainable and equity land reform campaign project. The sampling method was purposive. Research tools were a structured questionnaire and data analysis method employed content analysis. The finding found that: (1) the evaluation results of the knowledge development and sustainable and equity land reform campaign project showed as follows; the contexts in terms of project background or the significance of project aligned with land inequality problems. The objectives of the project conformed to the resolution no.1 of the 1st National Health Assembly in 2011 which identified equity land and resources management. Implemented areas were appropriate. Input in terms of budget allocation, personnel’s knowledge and skills, materials, administration were sufficient except the period of work implementation. Process in terms of timeframe for data collection and implementation, data processing and field studying, researcher and experts inviting to give opinions toward the project, campaign activities were planned accordingly. Outputs were done according to the plan laid such as; data of plan structure that led to an inequality of sustainable land management, model and mechanisms for sustainable and equity land reform development at locally and nationally level. Outputs that were not done according to the plan laid such as; database on land, natural resources and environment management and practical suggestions, public campaign to boost awareness on land problems and participation to drive on land reform issues; and (2) problem of project implementation was the duration was too short for plenty of activities. Therefore, a guideline to develop the project was to divide the duration of implementation into phases according to the project objectives for the alignment and succeed the ultimate goals.
