Abstract
การวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาการวางแผนรณรงค์หาเสียงการเลือกตั้งของว่าที่ผู้สมัครนายกองค์การบริหารส่วนตำบลห้วยสัตว์ใหญ่ อำเภอหัวหิน จังหวัดประจวบคีรีขันธ์ เกี่ยวกับ 1) สภาพปัญหาและความต้องการของผู้ที่เกี่ยวข้องในการรณรงค์หาเสียงเลือกตั้ง 2) การดำเนินการจัดทำแผนการรณรงค์การหาเสียงเลือกตั้ง การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ด้วยวิธีการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้ที่เกี่ยวข้องกับการวางแผนการรณรงค์หาเสียงเลือกตั้งโดยตรง รวมจำนวน 30 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบกึ่งมีโครงสร้าง วิเคราะห์ข้อมูลโดยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) สภาพปัญหาการรณรงค์หาเสียงเลือกตั้ง ประชาชนยังมีความเดือดร้อนในการดำรงชีวิตเพราะที่ผ่านๆ มานั้นยังขาดนโยบายการพัฒนาตำบลที่ตอบสนองความต้องการที่แท้จริง ผู้บริหารท้องถิ่นเข้าไม่ถึงใจของประชาชน ทำให้ไม่สามารถแก้ไขปัญหาได้ตรงจุดที่ต้องการได้ ประชาชนมีความต้องการนโยบายการพัฒนาตำบลที่เด่นชัดมุ่งแก้ปัญหาของประชาชนแต่ละหมู่บ้าน ทุกหมู่บ้านยังต้องการปรับปรุงถนน เพื่อการสัญจรในแต่ละหมู่บ้านให้เดินทางด้วยความสะดวก แสงไฟส่องสว่างตามเส้นทางที่ประชาชนต้องสัญจรก็มีไม่เพียงพอโดยเฉพาะในจุดเสี่ยงต่าง ๆ ผู้สมัครต้องมีวิสัยทัศน์ในการพัฒนา มีเครือข่ายเชื่อมโยงทางการเมืองในจังหวัด ความรู้ความเข้าใจในการบริหารองค์กร เป็นคนใกล้ชิดและเข้าถึงประชาชน และมีประสบการณ์ในการบริหารงานที่โดดเด่นเป็นรูปธรรม 2) การดำเนินการจัดทำแผนการรณรงค์การหาเสียงเลือกตั้ง ได้รวบรวมข้อมูลจากสภาพปัญหาและความต้องการในการพัฒนาของแต่ละหมู่บ้านเพื่อจัดทำนโยบายในการหาเสียง รวบรวมข้อมูลผู้สมัครเกี่ยวกับจุดเด่น จุดขาย คุณลักษณะ ความรู้ ความสามารถ ประสบการณ์ ความมุ่งมั่นทุ่มเท เหตุผลที่ตัดสินใจลงสมัครรับเลือกตั้ง และผลงาน นำข้อมูลมายกร่างแผนเพื่อสื่อสารร่วมกับทีมสนับสนุนในพื้นที่ โดยมุ่งเน้นการออกแบบเนื้อหาให้เหมาะสมในแต่ละสื่อ สั้น กระชับได้สาระ และการสื่อความหมายให้สอดคล้องเป็นไปในทิศทางเดียวกัน จากนั้นได้นำแผนไปทดสอบกับกลุ่มผู้รับสารในกลุ่มต่างๆ เพื่อประเมินการสื่อสารเกี่ยวกับความน่าสนใจ ชวนติดตาม น่าจดจำ และเป็นประโยชน์ต่อการโน้มน้าวใจให้ผู้ใช้สิทธิ์หันมาสนับสนุนผู้สมัครรับเลือกตั้ง นำผลการทดสอบแผนมาปรับปรุงเพื่อให้ได้นวัตกรรมการสื่อสารการณรงค์หาเสียงเลือกตั้งและได้นำแผนที่ปรับปรุงไปประชุมเพื่อสร้างความเข้าใจร่วมกันกับผู้ที่เกี่ยวข้องทั้งทีมผู้สมัคร ทีมการหาเสียงแกนนำในการหาเสียง เครือข่ายสนับสนุนต่าง ๆ และสื่อมวลชน เพื่อให้การรณรงค์หาเสียงเลือกตั้งในครั้งนี้บรรลุผลไปได้ด้วยดี และผู้สมัครรับเลือกตั้งได้รับชัยชนะการเลือกตั้ง
The objective of this research was to study planning for the election campaign of prospective candidates for the position of chief executive of Huai Sat Yai Subdistrict Administrative Organization, in Hua Hin District, Prachuap Khiri Khan Province, in terms of: 1) status of the problems and needs of voters and people involved with the campaign; and 2) operations for planning the campaign.This was a qualitative study using the method of in-depth interviews. The thirty key informants were chosen by purposive sampling from among people directly involved with election campaign planning. The data collection tool was a semi-structured interview form. Data were analyzed by drawing conclusions.The results showed that 1) status of the problem: local people suffered problems in their everyday lives because in the past there was a lack of sub-district development policies that really addressed their needs. Former local administrators did not understand and reach the hearts of the people, so they were not able to take relevant action to directly solve problems. Citizens wanted sub-district development policies that were clearly intended to solve the problems of people in each neighborhood and village. People in each area wanted road work done to make transport more convenient. Lighting in the public areas and places where people travel was not yet sufficient, especially in places with greater risk of accidents. Voters wanted a candidate with a vision for development, ties to a political network in the province, knowledge and understanding of organizational administration, accessibility and ability to meet with people, and tangible past work results. 2) Campaign planning operations: the team collected data on the conditions, problems and needs for development in every village in order to set a policy. They collected data on the strong points, selling points, character, knowledge, abilities, experience, work results and intentions of the candidate, and why he or she wanted to run for office. This data was used to make a communications plan to be implemented with local canvassers. Content was designed to be suitable for each medium, short, and to-the-point, so everyone could be compatible and communicate the same messages. The plan was tested on different groups of message receivers to assess how interesting, memorable, useful and persuasive it was and if it would really encourage people to vote for the candidate. After testing, the plan was revised to make use of campaign communication innovations. Then the revised plan was presented at a meeting to let everyone involved know about it, including the candidate’s team, the campaign team, core campaigners, supporters, and the press so that the campaign would be a success and the candidate would win the election.
