Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาการมีส่วนร่วมของประชาชนในการบริหารจัดการขององค์การบริหารส่วนตำบลในอำเกอวังชิ้น จังหวัดแพร่ (2) การพัฒนาการมีส่วนร่วมของประชาชนในการบริหารจัดการขององค์การบริหารส่วนตำบลในอำเภอวังชิ้นและ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการมีส่วนร่วมของประชาชนในการบริหารจัดการขององค์การบริหารส่วนตำบลในอำเภอวังชิ้นประสบผลสำเร็จทั้งนี้ได้นำการปฏิบัติราชการตามคำรับรองของหน่วยงาน มาเป็นกรอบแนวคิดในการศึกษาครั้งนี้การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจโดยใชัแบบสอบถามเป็นเครื่องมือซึ่งผ่านการทดสอบหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 กลุ่มตัวอย่างคือประชาชนในอำเภอวังชิ้นรวม 1,026 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 สิงหาคม 2552 ถึง วันที่ 30 กันยายน 2552 เก็บรวบรวมแบบสอบถามกลับคืนได้ 986 คน คิดเป็นร้อยละ 96.10 ของกลุ่มตัวอย่างทั้งหมด สำหรับสถิติที่ใชัคือ ค่าร้อยละ ค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า กลุ่มตัวอย่างเห็นว่า (1) ปัญหาที่สำคัญ คือ องค์การบริหารส่วนตำบลในอำเภอวังชิ้นไม่ประสบความสำเร็จในการสนับสนุนให้ประชาชนเข้ามามีส่วนร่วมในการบริหารจัดการขององค์การบริหารส่วนตำบลตามเป้าหมายของแผนปฏิบัติราชการ (2) การพัฒนาที่
สำคัญคือผู้บริหารทุกระดับขององค์การบริหารส่วนตำบลในอำเภอวังชิ้นควรเข้ารับการฝึกอบรมหรือศึกษาวิธีการและเทคนิคการชักชวนให้ประชาชนเขามามีส่วนร่วมในการบริหารจัดการขององค์การบริหารส่วนตำบล และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการมีส่วนร่วมของประชาชนในการบริหารจัดการขององค์การบริหารส่วนตำบลในอำเภอวังชิ้นประสบผลสำเร็จ คือการที่ผู้บริหารและประชาชนตระหนักและเชื่อมั่นศรัทธาในความสำคัญและความจำเป็นของการมีส่วนร่วมของประชาชนในการบริหารจัดการองค์การบริหารส่วนตำบล
The main purposes of this study were to study (1) problems of people’s participations in management administration of the Sub-district Administrative Organizations in Wang Chin District, Phrae Province, (2) development of people’s participations in management administration of the Sub-district Administrative Organizations in Wang Chin District and (3) factors that look important parts in the success of people’s participations in management administration of the Sub-district Administrative Organizations in Wang Chin District. The Performance Agreement of Agency was applied as conceptual framework of this study. The study was a survey research by using questionnaires. The questionnaires were being tested for validity and reliability of questionnaire at 0.91 levels. The samples consisted of 1,026 people in Wang Chin District. The data collection was conducted during August 1, 2009 to September 30, 2009. 986 sets of questionnaire, equal to 96.10%. Statistics used for data analysis were percentage, mean, standard deviation and l-test. The results of the study showed the samples agreed that (1) the major problem was the Sub-district Administrative Organizations in Wang Chin District’ ร failure in supporting people to participate in management administration according to the target of the Performance Agreement of Agency, (2) the major development was the executives of the Sub-district Administrative Organizations in Wang Chin District at all levels should be trained on the methods and techniques of persuasion people to participate in management administration of the Sub-district Administrative Organizations and (3) the major factor that took important parts in the success of people’s participations in management administration of the Sub-district Administrative Organizations in Wang Chin District was the executives and people’s realization on the significance and essence of people’s participations in the management administration of the Sub-district Administrative Organizations.
