การเปรียบเทียบความพร้อมในการบริหารจัดการด้านการให้บริการประชาชน ตามปรัชญาเศรษฐกิจพอเพียงระหว่างองค์การบริหารส่วนตำบลบ้านงิ้วกับองค์การบริหารส่วนตำบลบ้านกระแชง ในจังหวัดปทุมธานี

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบ (1) ความพร้อมในการบริหารจัดการ (2) ปัญหา และ (3) แนวทางการพัฒนาความพร้อมในการบริหารจัดการด้านการให้บริการประชาชนดามปรัชญาเศรษฐกิจพอเพียงระหว่างองค์การบริหารส่วนตำบลบ้านงิ้วกับองค์การบริหารส่วนตำบลกระแชงในจังหวัดปทุมธานี โดยนำปรัชญาเศรษฐกิจพอเพียง มาเป็นกรอบแนวคิดในการศึกษา ซึ่งประกอบด้วย 8 ด้าน ได้แก่ ความพอประมาณ, ความมีเหตุผล, การมีภูมิคุ้มกัน, การพื่งตนเอง, การเสริมสร้างคุณภาพคนให้มีความรู้และคุณธรรมควบคู่กัน, การรวมกลุ่ม, การสรัางเครือข่าย และความสมดุลและการพัฒนาที่ยั่งยืนการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการทดสอบหาความเที่ยงตรง และความเชื่อถึอได้ของแบบสอบถามที่ระดับ 0.94 กลุ่มตัวอย่างมีจำนวน 1,070 คน แบ่งเป็น บุคลากรขององค์การบริหารส่วนตำบลและประชาชนในเขตองค์การบริหารส่วนตำบลบ้านงิ้วและองค์การบริหารส่วนตำบลบ้านกระแชง กลุ่มตัวอย่างได้ตอบแบบสอบถามและเก็บรวบรวม แบบสอบถามค้นมาได้ 1,068 คน คิดเป็นร้อยละ 99.81 ของแบบสอบถามทั้งหมด (1,078 คน) ในการวิเคราะห์ข้อมูลได้ใช้คอมพิวเตอร์และสถิติที่นำมาใช้ คือ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการศึกษาปรากฎว่า กลุ่มตัวอย่างมีความเหึนว่า (1) องค์การบริหารส่วนตำบลทั้ง 2 แห่งมีพร้อมในการบริหารจัดการด้านการให้บริการประชาชนตามปรัชญาเศรษฐกิจพอเพียงในระดับปานกลางและ (2) ปัญหาที่สำคัญขององค์การบริหารส่วนตำบลทั้ง 2 แห่ง คือ การขาดความรู้ในการให้บริการประชาชนโดยยึดหลักประหยัด และ (3) สำหรับแนวทางการพัฒนาที่สำคัญขององค์การบริหารส่วนตำบลทั้ง 2 แห่ง คือ การฝึกอบรมผู้บริหารทุกระดับในเรื่องความสำคัญของการให้บริการประชาชน นอกจากนี้ควรนำกรอบแนวคิดของปรัชญาเศรษฐกิจพอเพียงไปปรับใช้ในการศึกษาวิจัยในอนาคด

The purposes of this study were to comparative study on (1) management administration readiness, (2) problems, and (3) development guidelines of management administration readiness in terms of people services according to the Sufficiency Economy Philosophy between the Banngcw and the Bankrachang Subdistrict Administrative Organizations in Pathumthani Province. The conceptual framework of the Sufficiency Economy Philosophy consisted of 8 factors: moderation, rationale, self-immune, self-dependence, upholding the qualities of people relating to both knowledge and moral, cooperation, creating network and, equilibrium and sustainable development was applied to this study. This study was a survey research by using questionnaires. The questionnaires were pre-tested and had been checked out for validity and reliability of 0.94 level. Samples of 1,070 were divided into officials and people in areas of the Banngew and the Bankrachang Subdistrict Administrative Organizations. The questionnaires were collected in the amount of 1,068 (99.81%) In data analysis, computer and statistics of percentage, arithmetic mean, standard deviation, and t-test were used.According to the opinions of the samples, the study results showed that (1) the management administration readiness of both organizations was at the moderate level; (2) the significant problem of both organizations was lacking of knowledge in people services regarding the economy principle; and (3) the significant development guideline of both organizations was training their executives at all levels on the importance of people services. Moreover, the conceptual framework of Sufficiency Economy Philosophy should be applied to the future survey researches.
