Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อประเมินและจัดลำดับความต้องการจำเป็นในการพัฒนาสมรรถนะ ด้านการวัดและประเมินสมรรถนะผู้เรียนของครูระดับประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครนายกกลุ่มตัวอย่างเป็นครูระดับประถมศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครนายก ปีการศึกษา 2565 จำนวน 386 คน ได้มาโดยการสุ่มแบบสองขั้นตอน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามความต้องการในการพัฒนาสมรรถนะด้านการวัดและประเมินสมรรถนะผู้เรียนวิเคราะห์ข้อมูลโดยใช้ความถี่ ร้อยละ ค่าเฉลี่ย และดัชนีความต้องการจำเป็น (PNImodified) ผลการวิจัยปรากฏว่า ครูมีความต้องการจำเป็นในการพัฒนาสมรรถนะด้านการวัดและประเมินสมรรถนะผู้เรียนรายด้าน เรียงลำดับความสำคัญจากมากไปน้อย ดังนี้ 1) การสร้างและพัฒนาเครื่องมือวัดและประเมิน (PNImodified = .235) 2) การตรวจให้คะแนนและการแปลความหมายของคะแนน (PNImodified = .229) 3) การเลือกวิธีการวัดและประเมิน (PNImodified =. 224) 4) การพัฒนากระบวนการกำหนดเกรดและตัดสินผลการเรียน (PNImodified =. 219) 5) การใช้ผลการวัดและประเมินเพื่อพัฒนาการจัดการเรียนการสอน (PNlmodified = .201) 6) การสื่อสารผลการวัดและประเมินให้ผู้มีส่วนเกี่ยวข้อง (PNImodified =. 198) และ 7) จรรยาบรรณของผู้ประเมิน (PNImodified =. 095) ส่วนความต้องการจำเป็นในการพัฒนาสมรรถนะในภาพรวม พบว่า ครูมีความต้องการจำเป็นในการพัฒนา 5 ลำดับแรก ดังนี้ 1) การตรวจสอบคุณภาพของเครื่องมือวัดและประเมิน (PNImodified = .284) 2) การแปลความหมายของคะแนน (PNImodified = .254) 3) การวิเคราะห์และกำหนดสิ่งที่ต้องการวัดและประเมิน (PNImodified =. 250) 4) การจัดทำแผนผังการสร้างเครื่องมือ (PNImodified = .240) และ 5) การกำหนดระดับสมรรถนะผู้เรียน (PNI modifled = .238)
The purposes of this study were to assess and prioritize the needs for competencies development in measurement and evaluation of primary school teachers in Nakhon Nayok Primary Educational Service Area. The sample consisted of 386 primary school teachers in Nakhon Nayok Primary Educational Service Area who were teaching in the academic year of 2022, by means of two-stage sampling. The research tool was a questionnaire on the needs for competencies development in measurement and evaluation of students. The data was analyzed using the frequency, the percentage, mean and needs prioritization using Modified Priority Needs Index (PNImodified). The research results revealed that teachers were in need for the competencies development in measurement and evaluation of students and the needs were prioritized as follows: the development of assessment tools (PNImodified = .235), scoring and score interpretations (PNImodified = .229), the selection of assessment methods (PNImodified = .224), the development of the grading process and academic achievement consideration (PNImodified = .219), the adoption of assessment and evaluation in instructional management (PNImodified = .201), the communication of assessment results with concerned individuals (PNImodified = .198), and evaluators’ ethics (PNImodified = .095). It further illustrated that in regard to the needs for competencies development, the top five areas required to develop by teachers included the quality verify of assessment tools (PNImodified = .284), score interpretations (PNImodified = .254), the analysis of determination of the components to be evaluated (PNImodified = .250), the development of the tool development diagram (PNImodified = .240), and the determination of students’ competency (PNI modified = .238), respectively.
