Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ประเมินมูลค่าความเต็มใจที่จะจ่าย เพื่อการอนุรักษ์กระทิงในอุทยานแห่งชาติกุยบุรี โดยใช้วิธีสมมติเหตุการณ์เกี่ยวกับการอนุรักษ์กระทิง เพื่อสอบถามว่าผู้ให้สัมภาษณ์เต็มใจจะจ่ายหรือไม่ และ 2) ปัจจัยที่มีผลต่อความเต็มใจที่จะจ่าย เพื่อการอนุรักษ์กระทิงในอุทยานฯ
การทำการวิจัยใช้วิธีสมมติเหตุการณ์ให้ประเมินมูลค่าความเต็มใจที่จะจ่าย โดยใช้คำถาม Single Bound Dichotomous Choice กลุ่มตัวอย่างได้แก่ ประชากรในอำเภอเมือง จังหวัดประจวบคีรีขันธ์ จำนวน 150 ราย ซึ่งเก็บข้อมูลโดยการสุ่มสัมภาษณ์แบบเผชิญหน้า กลุ่มตัวอย่างแบ่งออกเป็น 5 กลุ่ม ตามราคาที่สอบถามความเต็มใจที่จะจ่าย (bid price) และวิเคราะห์ข้อมูล โดยใช้วิธีสมการถดถอยโลจิตผลการวิจัยพบว่า 1) ร้อยละของผู้ที่ตอบว่าเต็มใจที่จะจ่ายจะสูงเมื่อราคาที่ให้จ่ายตํ่า และจะค่อย ๆ ลดลงเมื่อราคาที่จะให้จ่ายสูงขึ้น 2) ความเต็มใจที่จะจ่ายเฉลี่ยเท่ากับ 514.75 บาท ต่อครัวเรือน 3) ถ้านำมูลค่าความเต็มใจที่จะจ่ายมาคูณกับมูลค่าความเต็มใจที่จะจ่ายเฉลี่ยมาร้อยละ 30 ของจำนวนครัวเรือนในอำเภอเมือง จังหวัดประจวบคีรีขันธ์ ซึ่งเป็นสัดส่วนของจำนวนผู้ที่ตอบว่าจะเต็มใจที่จะจ่าย ณ ระดับราคา 500 บาท ต่อครัวเรือน ก็จะได้มูลค่าที่สามารถระดมทุน ได้ 5,787,076.88 บาท สำหรับปัจจัยที่มีอิทธิพลต่อการตัดสินใจว่าจะเต็มใจจ่ายหรือไม่ มีสอง ตัวแปร ตัวแปรแรก คือ ราคา ซึ่งมีนัยความสำคัญทางสถิติ ณ ความเชื่อมั่น ร้อยละ 99 และโดย มีเครื่องหมายค่าสัมประสิทธิเป็นลบ ซึ่งสอดคล้องกับสมมติฐานว่า โอกาสที่ผู้ให้สัมภาษณ์ที่เต็มใจจ่ายจะน้อยลง ถ้าราคาที่ต้องการให้จ่ายสูงขึ้น อีกตัวแปรหนึ่งที่มีนัยสำคัญทางสถิติ ณ ระดับ ความเชื่อมั่นร้อยละ 95 คือ รายได้ ซึ่งเครื่องหมายของค่า สัมประสิทธิ์ที่เป็นบวกก็สอดคล้อง กับสมมติฐานเช่นเดียวกันมีความหมายว่าผู้ให้สัมภาษณ์ที่มีรายได้สูงจะมีโอกาสที่จะตอบว่าเต็มใจที่จะจ่ายมากว่าผู้ที่ให้สัมภาษณ์ที่มีรายได้น้อย
The objectives of this study were to: 1) assess willingness to pay for guar conservation in Kuiburi National Park by using the Contingent Valuation Method (CVM); and 2) investigate factors influencing people’s willingness to pay (WTP) for the gaur conservation. The study used a hypothetical scenario to ask respondents whether or not they are willing to pay for gaur conservation. The willingness to pay question is posed as a Single Bound Dichotomous Choice. Face-to-face interviews were conducted with altogether 150 respondents in Muang District of Prachuap Khiri Khan Province. The respondents were split into 5 groups according to the bids used. The data were analyzed by using a logistic regression model. Research findings are as follows. 1) The percentage of respondents who are willing to pay reduced as the bid price increases, 2) mean willingness to pay per household is 514.75 Baht/household, 3) the non-use value of 5,787,076.88 Baht is estimated by multiplying the mean willingness to pay value with 30% of the number of households in Muang District of Prachuap Khiri Khan Province which is the percentage of the respondents in the split sample who were willing to pay 500 Baht. On factors influencing the WTP, two factors were statistically significant. The first is the bid price, which is significant at 99% level of confidence. The negative coefficient sign for this variable indicates that the higher the bid price, the lower the probability that the respondent would be willing to pay. The other determinant variable which is significant at 99% level of confidence is income. The positive coefficient sign for this variable indicates that the higher the income, the higher the probability that the respondent would be willing to pay.
