Abstract
สถานประกอบกิจการที่ดำเนินการด้านคลังสินค้าอันตราย จำเป็นต้องมีการปฏิบัติตามกฎหมาย หรือมีการจัดการด้านความปลอดภัยในการเก็บรักษาสารเคมีและวัตถุอันตราย อย่างถูกต้องตามหลักวิชาการ และตามมาตรฐานสหประชาชาติเพื่อควบคุมในทุกขั้นตอนของกระบวนการจัดเก็บสินค้าอันตรายให้เกิดความปลอดภัย เพราะแนวโน้มการนำเข้าสินค้าอันตรายในคลังสินค้ามีปริมาณมากขึ้นทุกๆ ปี และสินค้าอันตรายที่ จัดเก็บเหล่านี้มีคุณสมบัติไวไฟ กัดกร่อน เป็นพิษ และระเบิดได้รวมทั้งอาจก่อให้เกิดอันตรายต่อสุขภาพของผู้ปฏิบัติงาน และมีความเสี่ยงต่อการเกิดอุบัติเหตุ และภาวะ ฉุกเฉิน การศึกษานี้จึงมีวัตถุประสงค์ เพื่อจัดทำคู่มือการจัดการด้านความปลอดภัยสำหรับคลังสินค้าอันตรายแห่งหนึ่งในจังหวัดชลบุรีขึ้น เพื่อใช้เป็นแนวทางในการปฏิบัติงานให้เกิดความปลอดภัยวิธีดำเนินการศึกษา เป็นการศึกษาและรวมรวมข้อมูลที่เกี่ยวข้องจากกฎหมายและมาตรฐานด้านความปลอดภัย คู่มือการจัดเก็บสินค้าอันตรายจากสำนักงานความร่วมมือทางวิชาการของเยอรมัน คู่มือการเก็บรักษาสารเคมีและวัตถุอันตราย กรมโรงงานอุตสาหกรรม กฎระเบียบตามมาตรฐานของสหประชาชาติ วรรณกรรมที่เกี่ยวข้อง และเก็บรวบรวมข้อมูลด้านความปลอดภัยของบริษัทแห่งหนึ่งในจังหวัดชลบุรี เพื่อนำมาจัดทำคู่มือการจัดการด้านความปลอดภัยสำหรับคลังสินค้าอันตรายแห่งหนึ่งในจังหวัดชลบุรี จากนั้นดำเนินการตรวจสอบคู่มือโดยผู้ทรงคุณวุฒิ 3 ท่าน และนำข้อเสนอแนะมาปรับปรุงแก้ไขเพื่อให้ได้คู่มือที่มีเนื้อหาครบถ้วนสมบูรณ์ ผลการศึกษาการจัดทำคู่มือได้แบ่งออกเป็น 5 บท ประกอบด้วย (1) บทนำ วัตถุประสงค์ ข้อมูลทั่วไป (2) กฎหมายที่เกี่ยวข้อง (3) บทบาทความรับผิดชอบของผู้ประกอบการและบุคลากรในคลังสินค้าอันตราย (4) การบริหารจัดการเกี่ยวกับการเก็บสารเคมีและวัตถุอันตราย และ (5) การป้องกันอัคคีภัยและการดูแลรักษาสิ่งแวดล้อม
The establishments which provide dangerous goods warehousing services must comply with relevant safety laws or management regulations when dealing with dangerous chemicals and materials. Such practices in all aspects must follow related technical principles and the United Nations Standards for Dangerous Goods because higher amounts of dangerous goods have been imports each year, and they all are flammable, corrosive, toxic, and explosive, as well as hazardous to operators’ health. The purpose of this study was to develop a Safety Management Manual for a dangerous goods warehouse in Chonburi province and use it as guidelines for safety operations. The study methodology was designed based on the relevant data on Safety Regulations, Manual for Handling Dangerous Goods from the German Technical Cooperation (GTZ), Manual for Handling Dangerous Goods from the Department of Industrial Works (DIW), International Standards of the United Nations, relevant literature and safety management procedures in one company of Chonburi province. A Safety Management Manual for a dangerous goods warehouse in Chonburi province was drafted and verified by three experts whose feedbacks were used in finalizing the manual. The results of this study was the Safety Management Manual for a dangerous goods warehouse in Chonburi province comprising five chapters as follows: (1) Introduction, Objectives and General Information; (2) Relevant laws/regulations; (3) Role and Responsibility of Entrepreneur and Relevant Personnel of Dangerous Goods Warehouse; (4) How to Properly Manage and Store Dangerous Goods; and (5) Fire Protection, Emergency Response and Environmental Protection.
