คู่มือการจัดการสิ่งแวดล้อมสำหรับโรงงานทำเกลือสินเธาว์โดยวิธีต้ม ในจังหวัดสกลนคร

Abstract

การทำเกลือสินเธาว์โดยวิธีต้ม เป็นรูปแบบหนึ่งของการผลิตเกลือสินเธาว์ที่สร้างอาชีพสร้างรายได้ และเป็นเอกลักษณ์เฉพาะถิ่นของจังหวัดสกลนคร แต่กระบวนการผลิตอาจก่อให้เกิดปัญหาการแพร่กระจายของน้ำเสียที่มีค่าความเค็มสูง มลพิษอากาศจากฝุ่นละออง และการเกิดหลุมยุบ ซึ่งเป็นผลกระทบที่เกิดจากการทำเกลือสินเธาว์ที่ขาดแนวทางการจัดการด้านสิ่งแวดล้อมอย่างเป็นระบบ การศึกษาครั้งนี้จึงมีวัตถุประสงค์เพื่อจัดทำคู่มือการจัดการสิ่งแวดล้อมสำหรับโรงงานทำเกลือสินเธาว์โดยวิธีต้ม ในจังหวัดสกลนคร ผลการศึกษา ได้คู่มือฉบับสมบูรณ์ ซึ่งประกอบด้วยเนื้อหา จำนวน 7 บท ได้แก่ (1) บทนำ (2) การผลิตเกลือสินเธาว์โดยวิธีต้มในจังหวัดสกลนคร (3) แนวทางการจัดการน้ำเสีย (4) แนวทางการจัดการปัญหาฝุ่นละออง (5) แนวทางการจัดการของเสียและวัสดุไม่ใช้แล้ว (6) แนวทางการฟื้นฟูสภาพดินเค็มเพื่อการใช้ประโยชน์ และ (7) แนวทางการพัฒนาสู่อุตสาหกรรมสีเขียว

Boiling is one of the methods used to produce rock salt. Despite its money-making and job-creating benefits, rock salt production without systematic environmental management guidelines can induce environmental impacts, namely dissipation of highly saline water, air pollution from dust, and sinkholes. Therefore, the purpose of this study was to prepare a manual on environmental management for rock salt plants using boiling method in Sakon Nakhon province, Thailand. The methodology included a study on the process of rock salt production using boiling method in Kut Reua Kham subdistrict, Wanon Niwat district, Sakon Nakhon province, environmental impacts from rock salt production using boiling method, environmental law and regulations, and factory license information. Information and data were collected and analyzed for preparing a draft manual. The draft was assessed and evaluated by five qualified experts and five entrepreneurs of rock salt plants, respectively. The evaluated results and additional suggestions were used to finalize the manual. As a result, the completed Manual on Environmental Management for Rock Salt Plants Using Boiling Method contains seven chapters as follows; (1) Introduction, (2) Rock Salt Production Using Boiling Method in Sakon Nakhon Province, (3) Wastewater Management Guidelines, (4) Dust Pollution Management Guidelines, (5) Waste and Unused Material Management Guidelines, (6) Saline Soil Rehabilitation for Utilization Guidelines, and (7) Development towards Green Industry Guidelines
