Abstract
การวิจัยนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อศึกษา (1) การจัดทำแผนและการสนับสนุนงบประมาณเพื่อการพัฒนาสุขภาพขององค์การบริหารส่วนตำบล (อบต.) จังหวัดปราจีนบุรี (2) ความสัมพันธ์ระหว่างปัจจัยระดับบุคคลและปัจจัยระดับ อบต. กับการจัดทำแผนและการสนับสนุนงบประมาณเพื่อพัฒนาสุขภาพ (3) ปัญหาและอุปสรรคในการจัดทำแผน และสนับสนุนงบประมาณเพื่อการพัฒนาสุขภาพ กลุ่มตัวอย่างคือ บุคลากรขององค์การบริหารส่วนตำบล จังหวัดปราจีนบุรี ได้แก่ ประธานคณะกรรมการบริหาร อบต. และปลัด อบต. ทุกแห่ง ส่วนผู้แทนสมาชิก อบต. ได้จากการลุ่มอย่างง่าย อบต. ละ 1 คน รวมตัวอย่างทั้งสิ้น 183 คน เก็บข้อมูลโดยการสัมภาษณ์ตามแบบสัมภาษณ์ซึ่งมีค่าความเชื่อมั่นเท่ากับ 0.92 และบันทึกข้อมูลเกี่ยวกับการจัดทำแผนและการสนับสนุนงบประมาณของ อบต. ตามแบบบันทึก วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ค่ามัธยฐาน ร้อยละ สัมประสิทธ์สหสัมพันธ์ของเพียร์สัน และไคสแควร์ ผลการวิจัยพบว่า (1) มีการจัดทำแผนพัฒนาสุขภาพเฉลี่ย 2.53 แผนต่ออบต. และจัดทำแผนครบ 4 องค์ประกอบมีสัดส่วนสูงที่สุดคิดเป็นร้อยละ 60.7 มีการสนับสนุนงบประมาณเพื่อการพัฒนา
สุขภาพคิดเป็นร้อยละ 4.6 ของงบประมาณรายจ่ายทั้งหมด โดยแผนพัฒนาด้านการส่งเสริมสตรี เด็กเยาวชน ผู้สูงอายุและผู้พิการ ได้รับงบประมาณมากที่สุด เฉลี่ยร้อยละ 40.8 ของงบประมาณรายจ่ายเพื่อการพัฒนาสุขภาพทั้งหมด (2) ปัจจัยระดับบุคคลคือ ความมุ่งมั่นในการพัฒนา ความรู้ความสามารถด้านสาธารณสุขของประธาน อบต. และปลัด อบต. มีความสัมพันธ์ในทางบวกกับจำนวนแผนและองค์ประกอบของแผนอย่างมีนัยสำคัญทางสถิติที่ 0.05 ความตระหนักในการแก้ไขปัญหาสาธารณสุขของสมาชิก อบต. มีความสัมพันธ์กับการสนับสนุนงบประมาณอย่างมีนัยสำคัญทางสถิติที่ .05 ปัจจัยระดับ อบต. คือ จำนวนสมาชิก อบต. ที่เป็น อสม. การได้รับการสนับสนุนจากเจ้าหน้าที่สาธารณสุข และระดับชั้น อบต. ไม่มีความสัมพันธ์กับจำนวนแผนองค์ประกอบของแผน และการสนับสนุนงบประมาณ (3) ปัญหาและอุปสรรคในการจัดทำแผนคือ บุคลากรที่จัดทำแผนไม่เพียงพอ ขาดความรู้ด้านสาธารณสุข ขาดการประสานงานกับเจ้าหน้าที่สาธารณสุข และประชาชนขาดความร่วมมือในการจัดทำแผนพัฒนาตำบล
The objectives of this survey research were; (1) to study the health plan formulation and budget support for health development of Sub-district Organizations (SAO) in Prachinburi Province; (2) to determine the relationship between personal and organization factors and health plan formulation and budget support for health development; and (3) to identify problems and obstacles of these operations. A total of 183 personnel of SAO in Prachinburi Province including all Chiefs of the SAO Executive Board, all Chiefs of the SAO Administration and SAO member representatives who were selected randomly. The samples were interviewed by using an interviewing form with reliability at 0.92. Data on SAO health plan formulation and budget support were recorded. Statistics for data analysis were mean, median, percentage, Pearson’s Product Moment Correlation Coefficient and Chi-square test. The results of the study were (1) the average number of formulated health plans was 2.53 plans per SAO and those with all 4 components were the highest proportions of 60.7 %. About 4.6 % of SAO budget was allocated for health development, particularly the health development plan for women, children, youth, elderly and handicap gained most budget with the average of 40.8 % of the whole budget for all health development; (2) there was a positive correlation with the statistical significance level at 0.05 between personal factor, that is, commitment to development and health knowledge of the Chief of the SAO Executive Board and the Chief of SAO with number of health plans and its components; and awareness of rectification of health problem among SAO members also significantly correlated with budget support. There was no correlation between organization factor, that is, number of SAO members who were village health volunteers, acquisition of support from health officers and level of the SAO with number of health plan and its components and budget support; and (3) the problems and obstacles to formulate health plan were shortage of personnel to work out a health plan; lack of health knowledge, co-ordination with health officers, and community participation in Sub-district development plan
