Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพทั่วไปของลูกค้าที่มีหนี้ที่ไม่ก่อให้เกิดรายได้ของ ลูกค้าธนาคารเพื่อการเกษตรและสหกรณ์การเกษตรสาขาแม่ทา จังหวัดลำพูน 2) ปัจจัยที่มีผลต่อการเป็นหนี้ที่ไม่ ก่อให้เกิดรายได้ 3) ปัญหา และข้อเสนอแนะของลูกค้าธนาคารเพื่อการเกษตรและสหกรณ์การเกษตรสาขาแม่ทา จังหวัดลำพูน ประชากรที่ใช้ในการศึกษาคือลูกค้าที่มีหนี้ที่ไม่ก่อให้เกิดรายได้ของธนาคารเพื่อการเกษตรและ สหกรณ์การเกษตร (ธ.ก.ส.) สาขาแม่ทา จังหวัดลำพูน จำนวน 242 คน โดยศึกษาจากกลุ่มตัวอย่าง จำนวน 154 คน เครื่องมือที่ใช้ในการศึกษาคือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ร้อยละ สถิติทดสอบ ไคว์สแควร์ และการวิเคราะห์ปัจจัย ผลการศึกษาพบว่า 1) สภาพภาพทั่วไปลูกค้าที่มีหนี้ที่ไม่ก่อให้เกิดรายได้ส่วนใหญ่เป็นเพศชาย อายุระหว่าง 51 - 60 ปี ระดับการศึกษาประถมศึกษา สถานภาพสมรส สมาชิกครัวเรือน ระหว่าง 4 -6 คน อาชีพทำ สวนผลไม้ และรับจ้าง ระยะเวลาที่เป็นลูกค้า ธ.ก.ส. มากกว่า 10 ปี จำนวนหนี้ค้างชำระ 100,001-500,000 บาท เป็นหนี้เงินกู้ระยะยาว (กู้เพื่อลงทุน) ส่วนใหญ่เป็นหนี้ค้างชำระ การใช้เงินกู้ตามวัตถุประสงค์จริงร้อยละ 80-90 มี ทรัพย์สินมากกว่าภาระหนี้สินและ มีรายได้สุทธิต่ำกว่า 50,000 บาท หลักประกันส่วนใหญ่ใช้ที่ดินและบุคคลค้ำ ประกัน 2 คนใกล้เคียงกัน และปัญหาที่พบในรอบปี คือ ฝนแล้ง ลมพายุ และราคาผลผลิตตกต่ำ 2) ปัจจัยที่มีผลต่อ การเกิดหนี้ที่ไม่ก่อให้เกิดรายได้ของลูกค้า ธ.ก.ส. อย่างมีนัยสำคัญทางสถิต ปัจจัยด้านสภาพทั่วไปได้แก่ อายุของ สมาชิก ระดับการศึกษา และ จำนวนสมาชิกในครัวเรือน ปัจจัยด้านเศรษฐกิจและสภาพแวดล้อมได้แก่ ประเภท เงินการกู้ระยะสั้น เงินกู้ระยะยาว แหล่งเงินกู้เงินกู้อื่นๆ ทรัพย์สินต่อภาระหนี้สิน หลักประกัน การใช้ที่ดินค้ำ ประกัน และการใช้ที่ดินของบุคคลอื่นค้ำประกัน ภัยธรรมชาติ ได้แก่ ลมพายุ ไฟไหม้ น้ำท่วม และความเสียหาย จากสภาวะเศรษฐกิจ คือไม่มีผู้รับซื้อ ไม่สามารถขายผลผลิตได้ สำหรับระดับความสำคัญของปัจจัยที่มีผลต่อหนี้ ที่ไม่ก่อให้เกิดรายได้ตามลำดับความสำคัญ ดังนี้ ราคาผลผลิตตกต่ำ การกู้เงินระยะยาว ทรัพย์สินต่อภาระหนี้สิน การใช้ที่ดินของบุคคลอื่นค้ำประกัน การใช้ที่ดินค้ำประกัน ไม่สามารถขายผลผลิตได้ การกู้ระยะสั้นและไม่มีผู้รับ ซื้อผลผลิต 3) ปัญหา ด้านการส่งชำระหนี้ และการติดต่อขอกู้เงิน ข้อเสนอแนะได้แก่ การยืดเวลาในการชำระหนี้ การผ่อนชำระหนี้เป็นรายเดือน การลดดอกเบี้ยเมื่อประสบปัญหา การให้กู้เงินทุนหมุนเวียน และการให้กู้โดยมี อัตราดอกเบี้ยต่ำ
The objectives of this research were to study 1) the general conditions of the delinquent loan customers of the Bank for Agriculture and Agricultural Cooperatives Mae Tha Branch in Lamphun Province; 2) factors that affected their failure to repay the loans; and 3) the loan customers’ problems and suggestions for improvement. The study population consisted of 242 loan customers of the Bank for Agriculture and Agricultural Cooperatives (BAAC) Mae Tha Branch in Lamphun Province whose loans were classified as non-performing loans, out of which a sample population of 154 was chosen. Data were collected using a questionnaire and analyzed using frequency, percentage, chi-square test and factor analysis. The results showed that 1) The majority of samples were male, age 51-60, educated to primary school level, married, and had 4-6 household members. Most of them were orchardists or laborers and had been members of the BAAC for more than 10 years. The amount of loan they owed was 100,001-500,000 baht, which they had borrowed as a long-term loan for investment purposes. Most said they had used the money for the intended purpose. Most (80-90%) said they had more assets than debts. Their net income was less than 50,000 baht. Equal numbers had used land for collateral or used personal guarantors as collateral. The problems they had encountered in the past year were drought, wind storms and low prices for their products. 2) The following factors were related to the members’ non repayment of loans to a statistically significant degree: age, educational level, number of household members, type of loan, other loans, assets to debts ratio, collateral, posting of land for collateral, posting of another person’s land for collateral, natural disasters (windstorms, fires, and floods), lack of buyers, and inability to sell produce. Ranked based on importance, the following factors were the most significant: low prices for agricultural produce, long-term loans, assets to debts ratio, posting of another person’s land for collateral, posting of land for collateral, inability to sell produce, short-term loans, and lack of buyers. 3) The samples said they had problems with delivering their loan payments and requesting loans. Their suggestions were to give them extensions on the loans, to make the payments on a monthly basis, to reduce the interest rate when the farmers had problems, to pay back working loans, and to have the bank provide low-interest loans.
