Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อการศึกษา (1) ระดับของประสิทธิภาพการบริหารงานขององค์การบริหารส่วนดำบล (2) เปรียบเทียบประสิทธิภาพการบริหารขององค์การบริหารส่วนตำบล จำแนกตามขนาดของ องค์การบริหารส่วนตำบล (3) ปัจจัยที่มีอิทธิพลต่อการประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบล และ (4) สภาพปัญหา และข้อเสนอแนะเกี่ยวกับการเพิ่มประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลประชากรที่ใช้ในการวิจัยครั้งนี้ คือ องค์การบริหารส่วนตำบล จำนวน 144 แห่ง โดยสุ่มแบบหลายขั้นตอน ไดักลุ่มตัวอย่าง 72 แห่ง จำนวน 287 คน เครื่องมือที่ใช้เป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ การวิเคราะห์ระดับประสิทธิภาพการบริหารงานใช้ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์หาความแตกต่างใช้วิเคราะห์ความแปรปรวนทางเดียว และการหาความสัมพันธ์ดัวยวิธีถดถอยเชิงพหุแบบขั้นตอน ผลการวิจัย พบว่า (1) การบริหารงานขององค์การบริหารส่วนตำบลตามหลักธรรมาภิบาลในภาพรวมอยู่ในระดับมาก (2) เปรียบเทียบขนาคขององค์การบริหารส่วนตำบลกับประสิทธิภาพการบริหารงาน พบว่าไม่แตกต่างกัน (3) ปัจัจัยที่มีอิทธิพลต่อประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลตามหลักธรรมาภิบาล พบว่าตัวแปรอิสระมีความสัมพันธ์ 6 ตัวแปร มีระดับนับสำคัญทางสถิติที่ระดับ .05 ไดัแก่ หลักความคุ้มค่าหลักการมึส่วนร่วม หลักคุณธรรม หลักความรับผิดชอบ หลักนิติธรรม
และหลักความโปร่งใส และ (4) ปัญหาการบริหารงานขององค์การบริหารส่วนตำบลตามหลักธรรมาภิบาล พบว่า พนักงานส่วนตำบลยังขาดความรู้ความเข้าใจเกี่ยวกับกฎหมาย มีประสบการณ์ในการทำงานน้อย เห็นแก่ประโยชน์ส่วนตน การปฏิบัติงานยังไม่มีความโปร่งใส ขาดความซื่อสัตย์ในการทำงาน ประชาสัมพันธ์ให้ประชาชนไดัรับทราบน้อย ขาดการเปิดโอกาสให้ประชาชนในการแสดงความคิดเห็น ขาคความรับผิดชอบในการปฏิบัติหน้าที่ ประชาชนไม่สนใจในการเข้าร่วมกิจกรรม และไม่มีการประหยัดในการใช้วัสดุ อุปกรณ์ในสำนักงาน และข้อเสนอแนะเกี่ยวกับการเพิ่มประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลตามหลักธรรมาภิบาล โดยต้องสร้างการมีส่วนร่วมให้กับประชาชนการประชาสัมพันธ์และเพิ่มทุนความรู้ความสามารถให้กับพนักงานดัวยการให้การศึกษาและอบรม
The purposes of this research were :(1) to study the level of administrative efficiency of the sub - district administrative organization; (2) to compare the administrative efficiency of the sub - district administrative organization ; (3) to study the influential factors toward the administrative efficiency of the sub - district administrative organization; and (4) the problems and suggestions to increase administrative efficiency of the sub - district administration organization. The population in this study is the 287 officials working in half of the 144 sub - district administrative organizations. They were selected using random multistage sampling. The instrument used was questionnaires. The statistics used to analyze data by computer programs were frequency, percentage. Analysis of levels of performance management, the mean and standard deviation. One - way Analysis of Variance (One - way ANOVA) for analysis to find the difference and Stepwise Multiple Regression Analysis for analyzing the relationship. The findings of this study were as follows: (1) the level of administrative efficiency of the sub-district administrative organization according to good governance in every process was at “much” level; (2) as for the comparison of the sub-district administrative organization and the administrative efficiency were not significantly different; (3) as for the factors influencing the administrative efficiency of the sub - district administrative organization according to good governance, it was found that there were 6 independent variables at .05 level of statistical significance: value for money, participation, ethics, accountability, rule of laws, and transparency; and (4) as for the problems of administration of the sub-district administrative organization according to good governance, sub staff lack knowledge about the law, have less work experience, selfish personal gain, operations are not transparent, lack of integrity at work, public relations people are less aware, lack of opportunity for people to post comments, some were irresponsible in the performance of duties, people not interested in participation, and no savings in materials on office equipment Suggestions about how to improve administrative efficiency of the sub-district administrative organization according to good governance include the need to create participation of the public, public relations, enhance ability of the officer of the district by providing training and education.
