บทบาทของกำนันผู้ใหญ่บ้านต่อการพัฒนาการเมืองในระบอบประชาธิปไตย : กรณีศึกษา อำเภอหลังสวน จังหวัดชุมพร

Abstract

การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของกำนันและผู้ใหญ่บ้านในการพัฒนาการเมืองในระบอบประชาธิปไตย (2) ปัญหาและอุปสรรคของกำนันและผู้ใหญ่บ้านในการพัฒนาการเมืองในระบอบประชาธิปไตย วิธีการศึกษา เป็นการวิจัยเชิงสำรวจ และการสัมภาษณ์แบบเจาะลึก ประชากรของการศึกษา ได้แก่ กำนันและผู้ใหญ่บ้านในพื้นที่อำเภอหลังสวน โดยเลือกกลุ่มตัวอย่างแบบจำเพาะเจาะจง จำนวน 10 คน รวบรวมข้อมูลด้วยการสัมภาษณ์แบบกึ่งโครงสร้าง วิเคราะห์ ตีความ และสังเคราะห์ข้อมูลเพื่อเรียบเรียงผล และนำเสนอผลการวิจัยแบบพรรณนา ผลการศึกษาพบว่า (1) กำนัน ผู้ใหญ่บ้าน มีบทบาทในการพัฒนาการเมืองในระบอบประชาธิปไตย ในด้านการให้การเรียนรู้และการกล่อมเกลาทางการเมือง การรวบรวมและแสดงออกถึงผลประโยชน์ การสื่อสารทางการเมือง การสรรหาบุคลากร และการสร้างความสมานฉันท์ภายในหมู่บ้าน โดยปัจจัยทั้ง 5 ด้าน มีผลต่อการพัฒนาการเมืองในระบอบประชาธิปไตย ซึ่งสอดคล้องกับผลจากการสัมภาษณ์กำนันและผู้ใหญ่บ้าน (2) ปัญหาอุปสรรคในการพัฒนาการเมืองในระบอบประชาธิปไตยของกำนัน ผู้ใหญ่บ้านในด้านต่าง ๆ พบว่าปัญหาอุปสรรคที่สำคัญ คือ การขาดความร่วมมือจากประชาชนในพื้นที่ ประชาชนขาดความรู้ความเข้าใจในทางการเมือง คิดว่าไม่ใช่เรื่องของตนไม่เกี่ยวข้องกับตน สนใจเรื่องการประกอบอาชีพของตนมากกว่าที่จะมาให้ความสำคัญกับการเมือง

The objectives of this research were to study (1) the roles of kamnan (subdistrict headmen) and village headmen in political development under the democratic system; and (2) problems and obstacles faced by those local elected officials in that role. This research was based on in-depth interviews with 10 key informants,chosen through purposive sampling, who were working as local elected officials (kamnan and village headmen) in Lang Suan District, Chumphon Province. Data were collected using a semi-structured interview form and were analyzed, interpreted and synthesized before the results were presented descriptively. The results showed that (1) kumnan and village headmen played a role in providing political knowledge, in political socialization, in consolidating people’s concerns and expressing their interests, in political communication, in recruiting personnel, and in creating harmony and conciliation in the village. These roles had an effect on developing politics under the democratic system, as was revealed in the interviews with the local leaders. (2) The major problem faced by the kumnan and village headmen in these roles was a lack of cooperation from the local people. Many people lacked knowledge and understanding of politics and considered politics to be none of their business. They were more concerned with doing their jobs and earning money than with participating in politics.
