ปัจจัยที่มีอิทธิพลต่อประสิทธิผลขององค์การ : กรณีศึกษาเทศบาลตำบลต้นเปา จังหวัดเชียงใหม่

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความคิดเห็นของบุคลากรที่มีต่อปัจจัย ด้านลักษณะของเทศบาล ปัจจัยด้านสภาพแวดล้อมของเทศบาล ปัจจัยลักษณะของบุคลากรของเทศบาล และด้านนโยบายการบริหารและการปฏิบัติงานของเทศบาล (2) รักษาระดับประสิทธิผล การดำเนินงานด้านความสามารถในการปรับตัว ความสามารถในการผลิต ความพึงพอใจ และการพัฒนา (3) ศึกษาปัจจัยที่มีอึทธิพลต่อประสิทธิผลในการดำเนินงานของเทศบาลตำบลต้นเปาจังหวัดเชียงใหม่การวิจัยครั้งนึ้เป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่างที่ใชัในการวิจัยคือ บุคลากรของเทศบาลตำบลต้นเปา จังหวัดเชียงใหม่จำนวน 113 คน และกลุ่มตัวอย่างที่เป็นประชาชนในเขตเทศบาล จำนวน 400 คน เครื่องมือที่ใชัในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม สถิติที่ใชัในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่ารัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณผลการวิจัยพบว่า (1) บุคลากรของเทศบาลตำบลต้นเปา จังหวัดเชียงใหม่ มีระดับความคิดเห็นต่อปัจจัยที่มีอิทธิพลต่อประสิทธิผลขององค์การโดยรวมอยู่ในระดับปานกลาง เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านลักษณะบุคลากรของเทศบาล ด้านลักษณะของเทศบาลด้านนโยบายการบริหารและการปฏิบัติงานของเทศบาล และด้านสภาพแวดล้อมของเทศบาล(2) ระดับประสิทธิผลของการดำเนินงานของเทศบาลโดยรวมอยู่ในระดับปานกลาง (3) ปัจจัยที่มีอิทธิพลต่อประสิทธิผลในการดำเนินงานของเทศบาล คือปัจจัยด้านนโยบายการบริหารและการปฏิบัติงานของเทศบาล

The research objectives were to (1) study the opinion level of officials on factors of municipality features, municipality environment, municipality official attributes, and municipality administrative and operational policies (2) study the operational effectiveness levels of the municipality in the aspects of the ability to adjust itself, ability to produce, satisfaction of the people and the municipality development (3) study the factors influencing the operational effectiveness of Ton Pao Sub-district Municipality, Chiang Mai Province. This research was a survey research. The samples were 113 officials of Sub-district Ton pao Municipality, Chiang Mai Province, and 400 residents in the area. The tool used to collect data was questionnaire. The statistics employed to analyze data were frequencies, percentage, means, standard deviation and multiple regression analysis. The results of the research found that (1) the opinion of officials of Ton pao Sub-district Municipality, Chiang Mai Province, on factors influencing the overall effectiveness of the organization was at the in medium level with the followings factors ranging from the highest to the lowest scores: personnel attributes, policies of administration and operations of the municipality, and municipality environment (2) the overall levels of operational effectiveness of the municipality were at the medium level and (3) the factor influencing the effectiveness of the operations of the municipality was the municipality administrative and operational policies.
