Abstract
ในการศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของกลุ่มตัวอย่างต่อขีดความสามารถในการบริหารการพัฒนา ปัญหา แนวทางการบริหารการพัฒนา เปรียบเทียบภาพรวม และ (2) ศึกษาภาพรวมแนวโน้มขีดความสามารถในการบริหารการพัฒนาที่เอื้ออำนวยต่อการส่งเสริมทรัพย์สินทางปัญญาภายในประเทศของกรมทรัพย์สินทางปัญญาการศึกษาครั้งนี้เป็นการศึกษาเชิงสำรวจโดยแบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการทดสอบหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.70 สำหรับสถิติที่ใชัในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที การรวบรวมข้อมูลภาคสนามจากข้าราชและประชาชนดำเนินการระหว่างวันที่ 17 กรกฎาคม 2549 ถึงวันที่ 20 สิงหาคม 2549 ได้กลุ่มตัวอย่าง 925 คน คิดเป็นร้อยละ 84.24 ของแบบสอบถามทั้งหมด (1,130 ชุด) ผลการศึกษาปรากฎว่า กลุ่มตัวอย่างส่วนใหญ่ล้วนเห็นด้วยในระดับปานกลาง ในเรื่อง (1) ขีดความสามารถในการบริหารการพัฒนาของกรมทรัพย์สินทางปัญญา (2) ปัญหาและแนวทางการบริหารการพัฒนา (3) ภาพรวมขีดความสามารถในการบริหารการพัฒนาว่าในปัจจุบันสูงกว่าในอดีต และสูงกว่าหน่วยงานอื่น และ (4) ภาพรวมขีดความสามารถในการบริหารการพัฒนาทั้ง 11 ด้านของกรมทรัพย์สินทางปัญญาสำหรับข้อเสนอแนะแบ่งเป็นข้อเสนอแนะด้านการบริหารการพัฒนา 11 ด้าน เช่น กรมทรัพย์สินทางปัญญาควรปลูกฝังให้ข้าราชการปฏิบัติหน้าที่อย่างมีคุณธรรมและด้านการบริหารงบประมาณ กรมทรัพย์สินทางปัญญาต้องหาแนวร่วมในการผลักดันให้สังคมเห็นเรื่องทรัพย์สินทางปัญญาเป็นเรื่องสำคัญเพื่อให้ได้รับการจัดสรรงบประมาณอย่างเพียงพอ ส่วนด้านโครงสร้างใหญ่ กรมทรัพย์สินทางปัญญาควรปรับโครงสร้างให้เหมาะสมกับภารกิจและร่วมมือในการดำเนินงานกับหน่วยงานอื่น ๆ ให้มากขึ้น นอกจากนี้ควรนำตัวแบบPAMS-POSDCoRB ไปปรับใช้ในการศึกษาในอนาคต และศึกษาการมีส่วนร่วมในระดับต่าง ๆ ของผู้มีอำนาจหน้าที่หรือผู้มีส่วนเกี่ยวข้องกับระบบทรัพย์สินทางปัญญา
The objectives of this study were (1) to study the opinions of the sampling about capabilities, problems, procedure of development, and (2) to compare the overall development administration capabilities supporting the Interior Intellectual Property Promotion of the Department of Intellectual Property. The study was a survey research. Field data collected by questionnaires which passed the pretest, the checking of validity and reliability of 0.70. The data collected from civil Find service and people during July 17 - August 20, 2006, with the amount of 925, making 84.24 % of total samples (1,130). Statistics used in analyzing the data were percentage, arithmetic mean, standard deviation and t-test. The study results revealed that most of the samples agreed at the medium level that (1) the Development Administration Capabilities of the Department of Intellectual Property, (2) problems and procedures of development of the development administration, (3) as a whole, the development administration capabilities at present were higher than the past, and also higher than other organizations, and (4) the 11 factors overview development administration capabilities of the Department of Intellectual Property. Research were suggestions the Department of Intellectual Property should (1) encourage its officials to perform their duties with morality; (2) enhance the social awareness on intellectual property to get more budget from the government; and (3) develop administrative structure to fit with the rapidly change missions and to appropriate with other agencies cooperation. Moreover, the conceptual framework of PAMS-POSDCoRB should be applied to the future development administration research. Indept research on the all levels people participation of the intellectual property system should also be promoted.
