Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ความคิดเห็นเกี่ยวกับระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลสนม (2) ปัจจัยที่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลสนม (3) ความสัมพันธ์ระหว่างปัจจัยกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลสนม และ (4) ปัญหาและข้อเสนอแนะการมี ส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลสนม ประชากรคือ ประชาชนที่อายุมากกว่า 18 ปี บริบูรณ์ อาศัยอยู่ในเขตเทศบาลตำบลสนม อำเภอสนม จังหวัดสุรินทร์ จำนวน 5,075 คน กลุ่มตัวอย่าง จำนวน 371 คน ใช้วิธีการสุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้เป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการศึกษาพบว่า (1) ความคิดเห็นเกี่ยวกับการมีส่วนร่วมของประชาชนในการจัดทำ แผนพัฒนาเทศบาลตำบลสนม ภาพรวมอยู่ในระดับปานกลาง และเมื่อพิจารณาในองค์ประกอบแต่ละด้านโดย เรียงลำดับจากมากไปหาน้อยพบว่า ด้านการมีส่วนร่วมรับผลประโยชน์ ด้านการมีส่วนร่วมในการตัดสินใจ ด้านการมีส่วนร่วมในการติดตาม ตรวจสอบ และประเมินผล และด้านการมีส่วนร่วมดำเนินการ (2) ปัจจัยที่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาของเทศบาลตำบลสนม ได้แก่ การให้ คุณค่าทางสังคมต่อสมาชิกสภาเทศบาล การได้รับการสนับสนุนและการยอมรับ ความตระหนักของตัว สมาชิกสภาเทศบาลต่อการดำเนินการพัฒนาท้องถิ่น ด้านคุณลักษณะด้านคุณธรรมของนายกเทศมนตรี คุณสมบัติด้านความสามารถของนายกเทศมนตรี ความเข้มแข็งของชุมชน และความใส่ใจในกิจกรรมของชุมชน (3) ปัจจัยด้านคุณลักษณะด้านคุณธรรมของนายกเทศมนตรี คุณสมบัติด้านความสามารถของนายกเทศมนตรี การให้คุณค่าทางสังคมต่อสมาชิกสภาเทศบาล ความตระหนักของตัวสมาชิกสภาเทศบาลต่อการดำเนินการพัฒนาท้องถิ่น ความใส่ใจในกิจกรรมของชุมชน ความเข้มแข็งของชุมชน และการได้รับการสนับสนุนและการยอมรับ มีความสัมพันธ์ในเชิงลบกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนา เทศบาลตำบลสนม และ (4) ข้อเสนอแนะจากการศึกษาพบว่า ควรเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วม ในการจัดทำแผนพัฒนาเทศบาลตำบลสนมในทุกกระบวนการให้มากขึ้น
The purposes of this study were to study: (1) the opinion about the level of people’s participation in Sub-District Development Planning of Sanom Municipal Sub-District; (2) factors related to people’s participation in Sub-District Development Planning; (3) relationship between factors and people’s participation in Sub-District Development Planning; and (4) problems and suggestion for people’s participation in Sub-District Development Planning. The sample was 371 people who were over 18 selected from the population total of 5,075 by accidental sampling method. Questionnaire was used for data collection. Statistics used for data analysis involved with frequency, percentage, mean, standard deviation and Pearson correlation coefficient. The results of the study showed that: (1) level of people’s participation was in the medium level, considering the components in all aspects which were, arranged in descending order, the mutual interest, participating in decision, participating in monitoring, examination and evaluation and participating in the operation; (2) factors related to people’s participation in Sub-District Development Planning were social value of the municipal members, support and acceptance, awareness of the municipal members to the development, moral qualification of the mayor, community’s strength and attention of community activities; (3) moral qualification of the mayor, ability qualification of the mayor, social value of the municipal members, awareness of the municipal members to the development, community’s strength and support and acceptance negatively related to people’s participation in Sub-District Development Planning; and (4) the suggestions from this study was that Sanom Municipality Sub-District should, in every process, include and encourage people as well as give opportunity to people to participate in Sub-District Development Planning of Sanom Municipality SubDistric.
