Abstract
การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อศึกษา 1) เหตุแห่งความขัดแย้งระหว่างรักษาการนายกองค์การบริหารส่วนตำบลลาดบัวหลวงกับสภาองค์การบริหารส่วนตำบลลาดบัวหลวง 2) ผลกระทบด้านการจัดทําบริการสาธารณะขององค์การบริหารส่วนตำบลลาดบัวหลวงที่เกิดจากความขัดแย้ง และ 3) กระบวนการจัดการความขัดแย้งระหว่างรักษาการนายกองค์การสาธารณะการศึกษาวิจัยเรื่องนี้เป็นการวิจัยเชิงคุณภาพ ผู้ศึกษาวิจัยได้ทำการศึกษาทบทวนวรรณกรรม โดยการค้นคว้ารวบรวมข้อมูลจากเอกสารวิชาการต่าง ๆ ได้แก่ กฎหมาย ระเบียบปฏิบัติ และเอกสารทางราชการในส่วนที่เกี่ยวกับพระราชบัญญัติ ราชกิจจานุเบกษา ระเบียบและการสัมภาษณ์จากประชากรและกลุ่มเป้าหมาย จากนั้นจึงนำข้อมูลที่ได้มาทำการวิเคราะห์ข้อมูลเชิง ผลการศึกษาพบว่า 1) เหตุแห่งความขัดแย้งระหว่างรักษาการนายกองค์การบริหารส่วนตำบลลาดบัวหลวงกับสภาองค์การบริหารส่วนตำบลลาดบัวหลวงในการจัดทำบริการสาธารณะ พบว่ามีเหตุแห่งความขัดแย้งอยู่ 2 สาเหตุ ได้แก่ สาเหตุแรก คือ การไม่ให้เกียรติ สาเหตุที่สอง คือ ผลประโยชน์ 2) ผลกระทบด้านการจัดทำบริการสาธารณะที่เกิดจากความขัดแย้ง พบว่าตำบลลาดบัวหลวงไม่ได้รับการพัฒนาเท่าที่ควร การให้บริการสาธารณะไม่มีประสิทธิภาพระบบโครงสร้างพื้นฐานขาดการพัฒนา 3) กระบวนการจัดการความขัดแย้งใช้วิธีการใช้คนกลางเข้ามาไกล่เกลี่ย โดยนายอำเภอลาดบัวหลวงผู้ซึ่งเป็นผู้กำกับดูแลองค์การบริหารส่วนตำบลลาดบัวหลวงได้เป็นคนกลางในการไกล่เกลี่ย เพื่อหาขอยุติความขัดแย้งและพยายามให้ทุกฝ่ายมองผลประโยชน์ของประชาชนเป็นหลัก โดยให้ลดบทบาทและความต้องการของแต่ละฝ่ายลง
The objectives of this independent study were to study 1) The causes of conflict between Acting Chief Executive of Lat Bua Luang Subdistrict Administrative Organization and Lat Bua Luang Subdistrict Administrative Organization Council 2) The effect of public services of Lat Bua Luang Subdistrict Administrative Organization arising from the conflict and 3) Conflict management process between Acting Chief Executive of Lat Bua Luang Subdistrict Administrative Organization and Lat Bua Luang Subdistrict Administrative Organization Council in the preparation of public services. This research study is a qualitative research. The researcher conducted a literature review by researching and collecting information from various academic documents such as laws, regulations, and official documents in relation to the Act Government Gazette Regulations and interviews from the population and target groups then the collected data was used for descriptive analysis.The study found that 1) The causes of conflict between Acting Chief Executive of the Lat Bua Luang Subdistrict Administrative Organization and Lat Bua Luang Subdistrict Administrative Organization Council in the preparation of public services. There were two causes of conflict: first, was disrespect. second, was benefits. 2) The effect in the preparation of public services caused by the conflict found Lat Bua Luang sub-district was not developed as it should be. Public service is inefficient. Infrastructure system lacks development. 3) Conflict management process uses mediators to mediate by Lat Bua Luang District Chief, who is oversight of the Lat Bua Luang Subdistrict Administrative Organization to find a solution to the conflict and to try to make all parties look at the interests of the people as the main by reducing the roles and needs of each party
