Abstract
การวิจัยครั้งนี้ มีวัตถุประสงค์ที่จะศึกษาถึงผลกระทบทางการเมืองจากนโยบายการปราบปรามผู้มีอิทธิพลหวยใต้ดินของรัฐบาล พ.ต.ท.ดร.ทักษิณ ชินวัตร พื้นที่การศึกษา เขตเลือกตั้งที่ 1 ชังหวัดนนทบุรี ระหว่างปี พ.ศ. 2544 – 2549 ผลการวิจัยพบว่า เจ้ามือหวยรายใหญ่ รายย่อย คนเดินโพย และตำรวจที่เกี่ยวข้อง ขาดรายได้ภายหลังที่มีการปราบปรามผู้มีอิทธิพลหวยใต้ดินของรัฐบาล นอกจากนี้ยังทำให้เจ้ามือหวยส่วนใหญ่หยุดกิจการขายหวยชั่วคราวเพราะเกรงกลัวการถูกจับคุมและการถูกยึดทรัพย์ เจ้ามือหวยอีกส่วนหนึ่งยังคงขายหวยต่อโปโดยอาศัยความสัมพันธ์ที่มีอยู่เดิมระหว่างเจ้ามือหวยกับตำรวจ [ทำหนัาที่ปราบปรามแต่เมื่อมีการเลือกตั้งทั่วไปปี พ.ศ. 2546 เจ้ามือหวยรายใหญ่และรายย่อยยังคงเลือกพรรครัฐบาลทั้งแบบแบ่งเขตและแบบบัญชีรายชื่อ เพราะ
ได้สมัคร ส.ส.ของพรรครัฐบาลและเจ้ามือหวยใต้ดินต่างก็ สนิทสนม เกื้อประโยชน์ และช่วยเหลือเกื้อกูลซึ่งกันและกันเป็นอย่างดี ส่วนคนเดินโพยและตำรวจที่เกี่ยวข้องไม่เลือกพรรครัฐบาลทั้งแบบแบ่งเขตและแบบบัญชีรายชื่อเพราะบุคคลกลุ่มนี้ไม่สนิทสนมหรือมีการช่วยเหลือเกื้อถูลซึ่งกันและกันกับผู้สมัครส.ส.ของพรรครัฐบาล การปราบปรามหวยใต้ดินของรัฐบาลทำให้คนเดินโพยและตำรวจขาดรายได้การแก้ปัญหาหวยใต้ดิน รัฐบาลควรแก้ไขกฎหมายให้สำนักงานสลากกินแบ่งรัฐบาลสามารถขายหวยบนดินได้อย่างถูกต้องตามกฎหมาย พร้อมๆ กับรณรงค์ประชาสัมพันธ์ให้ประชาชน ลด ละ เลิก การเล่นการพนันหวยใต้ดิน รวมทั้งแก้กฎหมายให้สามารถยึดทรัพย์เจ้ามือหวยใต้ดินเพื่อให้หวยใต้ดินหมดไปอย่างถาวรและเพื่อให้ได้เข้าใจเกี่ยวกับอิทธิพลของหวยใต้ดินที่มีต่อระบบการเมืองอย่างครบถ้วนควรส่งเสริมการวิจัยเพิ่มเติมเกี่ยวกับอิทธิพลทางการเมืองของเจ้ามือหวยใต้ดิน
The objective of this research was to study the political repercussions of the policy to suppress influential people involved with the underground lottery implemented by the government of Police Lieutenant General Dr. Thaksin Shinawatra in Electoral Zone 1, Nonthaburi Province from 2001 to 2006. The results showed that the major and minor lottery bosses and their workers as well as related police officers suffered a drop in income as a result of the government’s policy to suppress influential people involved with the underground lottery. Most of the lottery bosses stopped operating their underground lotteries temporarily because they were afraid of being arrested and having their assets seized. Some continued operating their business by relying on their good relationship with the police officers in charge of suppression. When the general parliamentary elections were held in 2003, the major and minor underground lottery bosses voted for the government party both in the party list and individual list elections because they had a close and mutually supporting relationship with the government party candidates for members of parliament. The underground lottery field workers and the related police officers did not vote for the government party candidates because they did not have a close or mutually supporting relationship with them. The government’s underground lottery suppression policy caused them to lose income. To solve the problem of the underground lottery, the government should revise relevant laws to enable the Government Lottery Office to sell lottery tickets legally and should hold a public education campaign to encourage people to stop gambling in the underground lottery. To eliminate the underground lottery, the laws should be amended to allow the government to seize the assets of underground lottery bosses. To better understand the influence of the underground lottery on the political system, more research on the underground lottery bosses’ political influence should be promoted.
