Abstract
การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์ 3 ประการคือ ( 1 ) เพื่อศึกษาปัจจัยที่ส่งเสริมการดำเนินงานของชมรมอาสาสมัครสาธารณสุขระดับอำเภอ จังหวัดชุมพร ( 2 ) เพื่อศึกษาความสัมพันธ์ระหว่างปัจจัยที่ส่งเสริมการดำเนินงานของชมรมอาสาสมัครสาธารณสุขระดับอำเภอ กับการดำเนินงานของชมรมอาสาสมัครสาธารณสุข ( 3 ) เพื่อศึกษาปัญหาและอุปสรรคต่อการดำเนินงานของชมรมอาสาสมัครสาธารณสุข กลุ่มตัวอย่าง คือ อาสาสมัครสาธารณสุขประจำหมู่บ้านที่เป็นกรรมการชมรมอาสาสมัครสาธารณสุขระดับอำเภอ จังหวัดชุมพร จำนวน 160 คน เครื่องมือที่ใช้เป็นแบบสอบถามความรู้
ในการดำเนินงาน ทัศนคติต่อชมรมฯ การทำงานเป็นทีม การได้รับสนับสนุนจากเจ้าหน้าที่สาธารณสุขการมีส่วนร่วมของชุมชน ปัจจัยจูงใจและการดำเนินงานของชมรมฯ ซึ่งมีค่าความเชื่อมั่นเท่ากับ 0.9336 ผลการวิจัยพบว่า (1) กรรมการชมรมอาสาสมัครสาธารณสุข ส่วนใหญ่สถานภาพสมรสคู่ การศึกษาอยู่ในระดับมัธยมศึกษาตอนต้น ระยะเวลาการเป็นอาสาสมัครสาธารณสุข นาน 5-6 ปี ซึ่งสัมพันธ์กับการดำเนินงานของชมรมฯ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (2) ความรู้ของกรรมการชมรมฯ
อยู่ในระดับดี สัมพันธ์กับการดำเนินงานของชมรมฯ ด้านบริหารจัดการฯ ทัศนคติการทำงานเป็นทีม การได้รับสนับสนุนจากเจ้าหน้าที่สาธารณสุขระดับอำเภอและระดับจังหวัดอยู่ในระดับดี การมีส่วนร่วมของชุมชน และปัจจัยจูงใจ อยู่ในระดับปานกลาง ซึ่งสัมพันธ์เชิงบวกกับการปฏิบัติงานในการดำเนินงานของชมรมฯ รวมทุกด้านอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ปัญหาและอุปสรรคในการดำเนินงานฯ พบว่า กรรมการชมรมอาสาสมัครสาธารณสุข ขาดความรู้ในด้านการบริหารจัดการขาดงบประมาณในการดำเนินงาน ชุมชนขาดการมีส่วนร่วมและขาดเจ้าหน้าที่สาธารณสุขเป็นพี่เลี้ยงในการดำเนินงานพร้องทั้งจัดหาสิ่งจูงใจ เช่น รางวัลและเกียรติบัตร
The objective of this survey research were; (1) to identify factors supporting the operation of VHVC at the District Level in Chumphon Province; (2) to examine the correlation between the factors supporting VHVC's operation and VHVC's operation; (3) to identify problems and obstacles in VHVC's operation. A total of 160 members of VHVC Boards were the studied sample. The questionnaires with reliability level at 0.9336 were used as in instrument to assess knowledge, attitude, teamwork, support from health personnel, community participation, motivational factors and operation of VHVCs. The results of this research were: (1) Most of the members were marriage with grade 6 background and duration of being VHVC boards were correlated with VHVC's operation (p < 0.05). (2) Knowledge of Board's members was at ’good level' support of which corrected with good level of VHVC's operational administration attitude, team work and provincial and district health personnel supports. Intermediate level of community participation and motivational factors were positively correlated with all operation of VHVC at statistical significance (p<0.05). (3) The operation' problems and obstacle were lacking of administrative, operational budgeting and community participation. The respondents need health personnel support as mentors in operation as well as incentives in terms of rewards, honorary certificate
