Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาของประสิทธิภาพในการบริหารจัดการขององค์การบริหารส่วนจังหวัดภูเก็ต (2) แนวทางการพัฒนาประสิทธิภาพในการบริหารจัดการของ องค์การบริหารส่วนจังหวัดภูเก็ต และ (3) แนวโน้มของประสิทธิภาพในการบริหารจัดการขององค์การบริหารส่วนจังหวัดภูเก็ต ทั้งนี้ ได้นำ แพ็มส์-โพสคอร์บ มาเป็นกรอบแนวคิดในการศึกษา การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.93 กลุ่มตัวอย่างได้แก่ ข้าราชการขององค์การบริหารส่วนจังหวัดภูเก็ตทั้งฝ่ายการเมืองฺและฝ่ายประจำ รวมทั้งประชาชนในเขตพื้นที่ขององค์การ บริหารส่วนจังหวัดภูเก็ต รวม 1,220 คน สำหรับการเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 กันยายน 2550 ถึงวันที่ 31 ตุลาคม 2550 รวบรวมแบบสอบถามกลับคืนมา 1,098 คน คิดเป็นร้อยละ 90.0 ของแบบสอบถามทั้งหมด ส่วนสถิติที่ใช้คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลางต่อปัญหา แนวทางการพัฒนา และ แนวโน้มของประสิทธิภาพในการบริหารจัดการขององค์การบริหารส่วนจังหวัดภูเก็ต และมีความเห็นว่า (1) ปัญหาที่สำคัญ คือ การกำหนดนโยบายที่ไม่สอดคล้องกับความต้องการประชาชน รวมทั้งการกระจาย อำนาจของรัฐบาลให้องค์การบริหารส่วนจังหวัดภูเก็ตไม่มากเพียงพอ (2) แนวทางการพัฒนาที่สำคัญ คือ การเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการกำหนดนโยบายขององค์การบริหารส่วนจังหวัดเพิ่ม มากขึ้น รวมทั้งการกระจายอำนาจของรัฐบาลให้แก่องค์การบริหารส่วนจังหวัดภูเก็ตเพื่อให้เป็นหน่วยการ ปกครองส่วนท้องถิ่นขนาดใหญ่ ทำนองเดียวกับกรุงเทพมหานคร และ (3) แนวโน้มของประสิทธิภาพในการบริหารจัดการขององค์การบริหารส่วนจังหวัดภูเก็ตที่สำคัญคือการกำหนดนโยบายของผู้บริหารที่ชัดเจนและสอดคล้องกับความต้องการของประชาชน
The objectives of this research were to study (1) problems of management administration efficiencies of Phuket Provincial Administrative Organization, (2) development guidelines of management administration efficiencies of the Phuket Provincial Administrative Organization, and (3) trend of management administration efficiencies of the Phuket Provincial Administrative Organization. The conceptual framework of PAMS-POSDCoRB was applied to this study. The study was a survey research using questionnaires. The questionnaires were tested for validity and reliability of questionnaire at 0.93 level. The sample groups of 1,220 were the political and permanent officials of the Phuket Provincial Administrative Organization and people in the area of the Phuket Provincial Administrative Organization. The field data was collected during September I, 2007 to October 31, 2007. 1,098 out of 1,220 sets of questionnaire were collected, equal to 90.0 % of the total samples. Statistics used for data analysis were percentage, mean, standard deviation, and t-test. Also, in-dept interview of experts was applied. The study results found that the samples agreed at medium level toward the problems, development guidelines and trend of efficiencies management administration of the Phuket Provincial Administrative Organization, and agreed that (1) the important problems were the disorganization of policy formation and people needs and the government’s insufficient decentralization of power to the Organization;(2) the important development guidelines were the wider opportunity to people to participate in the Organization's policy formation including the government’s decentralization of power to the Organization to become a large local-government organization as the Bangkok Metropolitan Authority; and (3) the important trend of efficiencies management administration of the Organization was the distinctive and organized policy formation of the executives coincided with people needs.
